Available in PDF, EPUB and Kindle. Book excerpt: Various challenges are thought to render female-headed households (FHHs) vulnerable to poverty in the Arab region. Yet, previous studies have mixed results and despite the availability of cross-sectional data, the absence of household panel survey data hinders analysis of poverty dynamics. We address these challenges by proposing a novel typology of FHHs and analyze synthetic panels that we constructed from 20 rounds of repeated cross-sectional surveys spanning the past two decades from Egypt, Iraq, Jordan, Mauritania, Palestine, and Tunisia. We find that the definition of FHHs matters for measuring poverty levels and dynamics. Most types of FHHs are less poor, but FHHs with a major share of female adults are generally poorer. FHHs are more likely to escape poverty than households on average, but FHHs without children are most likely to do so. While more children are generally associated with more poverty for FHHs, there is heterogeneity across countries is addition to heterogeneity across FHH measures. Our findings provide useful inputs for social protection and employment programs aiming at reducing gender inequalities and poverty in the Arab region.

Book excerpt: Since the early 1990s, countries in the Middle East and North Africa (MENA) Region have made admirable progress in reducing the gap between girls and boys in areas such as access to education and health care. Indeed, almost all young girls in the Region attend school, and more women than men are enrolled in university. Over the past two decades, maternal mortality declined 60 percent, the largest decrease in the world. Women in MENA are more educated than ever before. It is not only in the protest squares that have seen women whose aspirations are changing rapidly but increasingly unmet. The worldwide average for the participation of women in the workforce is approximately 50 percent. In MENA, their participation is half that at 25 percent. Facing popular pressure to be more open and inclusive, some governments in the region are considering and implementing electoral and constitutional reforms to deepen democracy. These reforms present an opportunity to enhance economic, social, and political inclusion for all, including women, who make up half the population. However, the outlook remains uncertain. Finally, there are limited private sector and entrepreneurial prospects not only for jobs but also for those women who aspire to create and run a business. These constraints present multiple challenges for reform. Each country in MENA will, of course, confront these constraints in different contexts. However, inherent in many of these challenges are rich opportunities as reforms unleash new economic actors. For the private sector, the challenge is to create more jobs for young women and men. The World Bank has been pursuing an exciting pilot program in Jordan to assist young women graduates in preparing to face the work environment.

Book excerpt: In the aftermath of the Arab Spring, and in light of socio-economic and geopolitical challenges facing governments old and new, women's rights and empowerment have gained new urgency and relevance. Groups in power, or groups contesting for power, are more conservative than expected, and there are serious threats to roll back some of the gains women had achieved over the past 20-30 years on economic and social fronts. The global gender debate has neglected the economic dimension of women's empowerment and a great deal of debate and interest among researchers is needed to push the topics further. This timely book brings together leading regional researchers to offer original research linking gender equality with economic policy, reinforcing the agenda from a broad-based perspective.

Book excerpt: This study was undertaken by the Center for Women (ECW) at the United Nations Economic and Social Commission for Western Asia (ESCWA), in the context of a regional programme to review progress made in the implementation of the Beijing Declaration and Platform of Action in the Arab region. Adopted by consensus in 1995 following the mobilization of over 40,000 government delegates, experts and civil society representatives at the Fourth World Conference on Women, the Beijing Platform embodies the commitment of the international community to achieve gender equality and to provide better opportunities for women and girls. For Arab countries, the twentieth-anniversary review of the implementation of the Beijing Platform comes at a time when the region stands at a major crossroads in the context of recent uprisings, political instability and protracted armed conflicts. Some remarkable progress has taken place in relation to the rights of women and girls, and overall, gender issues have gained significant momentum since 1995. Nonetheless, these positive developments sharply contrast with a reality in which discrimination against women and girls persists at all levels of society, and is often institutionalized by law. Newly established measures have not yet yielded a meaningful increase in women's access to economic and financial resources and participation in decision-making. In many countries of the region, legal and institutional safeguards to protect women and girls from abuse have yet to materialize. This study uses detailed and current data to highlight the many developments that have taken place in recent years in relation to gender equality and the empowerment of women in the Arab region. The study also examines major remaining obstacles, persistent elements of discrimination, and the unprecedented challenges that the region is currently facing due to conflicts and their impact on women's rights, safety, and conditions.
Book Synopsis Addressing Barriers to Women's Economic Participation in the Arab Region by :
Download or read book Addressing Barriers to Women's Economic Participation in the Arab Region written by and published by . This book was released on 2012 with total page 28 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Discussions and ongoing debates on Arab women's rate of economic participation, which is lower than any other region of the world, have emphasized the failure to turn educational gains of the past decade or so into increased participation in the labour force. The present study offers a new reading of current data and key indicators on women's employment and education attainments to identify structural barriers that have impeded the process of fostering women's employment. The study draws attention to current economic policies that fail to take women's needs and concerns into account and examines the long history of reactionary policies in the region that reflected shifting paradigms but were not based on a long-term and strategic vision to empower women economically. The study challenges the prevailing argument that the mismatch between women's skills and labour-market demands accounts for their low economic participation, and contends instead that the socialization process is responsible. The study highlights the critical role that early years education can play in fostering women's employment. It offers a panoramic view of weak government commitments to adhere to international labour standards aiming to enhance gender equality in the world of work, and warns that in the absence of protective regulatory and organizational measures, women's opportunities in the labour market will remain limited. Therefore, the study calls for a multidimensional framework to remove barriers to women's economic participation that intersects with the significant challenge of high unemployment, especially among youth."--Publisher's description.

Download or read book Working for a Just and Prosperous Arab World written by and published by . This book was released on 2014 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Today, the Economic and Social Commission for Western Asia (ESCWA) marks its fortieth anniversary, as the Arab region is undergoing social and political changes that are impacting global trajectories and development paradigms. ESCWA is proud of its contribution to development thinking and gains in the region, and reaffirms its commitment to support Arab Governments and citizens in securing a just and dignified future for all. ESCWA works with the region, for the region. Its commitment is founded on a global development message that upholds the rights of all, regardless of ethnicity, affiliation or gender. The Commission works with Governments, civil society organizations and experts to build consensus and broker agreements. It ensures that development strategies and approaches reflect national political will, are based on facts and knowledge and are driven by a regional momentum that strengthens the position of Arab countries at international forums. Over the past 40 years, and under the leadership of various executive secretaries, ESCWA has strengthened its partnership with the League of Arab States in all sectors. The Arab region is rich and diverse, offering ample opportunities for economic, social, cultural and environmental integration. Similarities between countries increase the benefits of such integration, and data and current research support the regional integration approach, even though global and regional frameworks might sometimes appear less than supportive." --p. 2.
