Book excerpt: For all of our age's technological advances, service innovations, and instant connectivity, gender inequality stubbornly remains a defining characteristic of the structure of our economies and the opportunities for our citizens. This is especially true in many corners of the developing world, where women trail men in health and educational outcomes, access to jobs and assets, and their ability to voice their opinions and exercise agency over their lives. Urban transit systems that are mapped against job locations for women, designed to provide security, and operated to remove uncertainty of arrival times, are essential to balancing labor opportunities for female workers. In the various infrastructure sectors, the authors are pleased to report that best-practice examples have been mounting. Yet, for infrastructure-development professionals, particularly those focused on crowding in private financing and operations and preparing public-private partnerships (PPPs), knowing where to start integrating gender equality concerns into our work can be daunting. However daunting, the incorporation of gender considerations is uniquely important for PPPs, where private-service providers become the main interface with consumers. This report consolidates and draws from a wide spectrum of examples that cut across sectors to demonstrate how infrastructure, its development, and the policies and regulations governing its construction and operation, can play a role in closing gaps between women and men. It pinpoints approaches for ensuring that projects not only do no harm, but also serve as vehicles for empowerment, providing practical guidance that can be systematically integrated into PPP projects and frameworks. The primer points out that best practices at the intersection of gender equality and infrastructure PPPs are still evolving.

The main impact pathways analyzed are access to land and labor markets, along with social sustainability considerations, including health and education. The study adopted this approach because, according to the World Development Report 2012, gender equality in access to land and labor markets matters for women's agency and empowerment. In addition, the study considers the role of the energy utilities and businesses to better understand the roles of various stakeholder. The study's mixed-methods research approach comprises critical in-country qualitative and quantitative field research, along with extensive literature and portfolio reviews. Qualitative analyses of several projects distinguished by their project type, energy source, and geographical representativeness were conducted to better understand how infrastructure construction can change the lives of local people. The World Bank Group (WBG) portfolio review provides guidance on how to operationalize good practices and lessons learned to move the energy-gender agenda forward. The study's primary audiences are energy task teams and social and gender specialists of the WBG and other leading development agencies, along with energy practitioners seeking better ways to address the gender aspects of energy infrastructure projects throughout the project and lending cycles.

Infrastructure itself is not gender-neutral: women and men have different needs and use infrastructure differently given their specific social roles, economic status or preferences. Poor infrastructure quality also poses differentiated threats to women's safety and well-being. Moreover, infrastructure has traditionally been a heavily male-dominated sector, leaving women little or no voice in investment decisions that affect their economic opportunities, day-to-day lives and well-being. Increasing women's participation in infrastructure policy and decision making is thus crucial. This report explores the challenges policy makers face when mainstreaming gender into infrastructure and proposes a framework for incorporating gender considerations at each stage of the public investment process. The report also provides guidance on how to involve more women in infrastructure leadership and decision making.

An analysis of urban and gender studies, as co-constitutive subjects, is long overdue. Cities and Gender is a systematic treatment of urban and gender studies combined. It presents both a feminist critique of mainstream urban policy and planning and a gendered reorientation of key urban social, environmental and city-regional debates. It looks behind the ‘headlines’ on issues of transport, housing, uneven development, regeneration and social exclusion, for instance, to account for the ‘hidden’ infrastructure of everyday life. The three main sections on 'Approaching the City', 'Gender and Built Environment' and, finally, 'Representation and Regulation' explore not only the changing environments, working practices and household structures evident in European and North American cities today, but also those of the global south. International case studies alert the reader to stark contrasts in gendered life-chances (differences between north and south as well as inequalities and diversity within these regions) while at the same time highlighting interdependencies which globally thread through the lives of women and men as the result of uneven development. This book introduces the reader to previously neglected dimensions of gendered critical urban analysis. It sheds light, through competing theories and alternative explanations, on recent transformations of gender roles, state and personal politics and power relations; across intersecting spheres: of home, work, the family, urban settlements and civil society. It takes a household perspective alongside close scrutiny of social networks, gender contracts, welfare regimes and local cultural milieu. In addition to providing the student with a solid conceptual grounding across broad structures of production, consumption and social reproduction, the argument cultivates an interdisciplinary awareness of, and dialogue between, the everyday issues of urban dwellers in affluent and developing world cities. The format of the book means that included with each chapter are key definitions, ‘boxed’ concepts and case study evidence along with specifically tailored learning activities and further reading. This is both a timely and trenchant discussion that has pertinence for students, scholars and researchers.
