Book excerpt: This dissertation explores the conditions, incentives, and rationale that induce women victims of sexual violence to join armed groups and to become involved in community violence. Drawing on in-depth interviews, participant observation and focus group discussions collected during over one year of fieldwork in Haiti, the findings presented in this study reflect an attempt to deepen the understanding of women's decision-making processes, the interplay between gender-based women and women's violence, and, ultimately, the extent to which female aggression, committed in a context of armed violence, should be interpreted as a survival strategy or a deliberate choice for retaliation. Based on the empirical evidence collected, the three major factors that motivate women and girls to engage in criminal and community violence included their need to protect themselves and their families, their resentment toward state negligence and denial of their plight, and their dysfunctional desire to attain personal and social respect through retaliation. Important implications for legal and policy interventions may be derived from such an analysis. If women's violence is to be understood as a survival strategy within the coercive context of armed violence, the current Haitian legislation that provides solely for girls' and women's prosecution for the offense of association with armed groups, is at the very least inadequate. Conversely, according to international humanitarian and human rights legal norms, specific programs, along the lines of those implemented in other countries affected by armed conflict, should be effectively designed to dispel women's anger and resentment towards forms of community reconciliation as well as to adequately reintegrate them into society.

Tents, sheets and tarpaulins offer women and girls little protection from the rape and other sexual violence sweeping through the overcrowded and insecure camps. Sexual and gender-based violence were widespread in Haiti before the earthquake, but displacement and camp conditions have increased the risks women and girls face. Prolonged displacement has seen a breakdown in the networks and structures, based on family and community, that had afforded women at least some degree of protection from violence, and support in dealing with its consequences. This report includes many testimonies of survivors of sexual violence in Haiti's camps. To improve their situation, Amnesty International is asking the new government to establish and implement a comprehensive plan to ensure protection and security for women and girls in Haiti's camps and to put women at the center of recovery and reconstruction efforts.

Book excerpt: This study offersis an attempt to gain insight into how Haitian women perceive sexual violence and howto understand the various interlocking structures intersecting with the perpetration of sexual violence against women in Léogâne, Haiti. I conducted 9 semi-structured interviews with women using the Life Story approach, I surveyed 231 women, and used I used data from a 51 applicants for a scholarship for women who have experienced or are at risk of experiencing sexual violence. Adopting a feminist theoretical framework, I will connect first person narratives to various structures that complicate and contribute to sexual violence in Haiti. I argue that women's perception of sexual violence is partly rooted in public health and fertility discourses. In addition, I theorize the voices of the women in my study as a way to fight epistemic violence. Throughout this process, my work consists of a critical reflection of my methodologies and my complicity in a masculinist and colonial framework. This thesis highlights not onlyjust the complexity of sexual violence and gender politics in Haiti, but also the complexity of doing research under difficult circumstances.

Women in Haiti have played a large role in changing the balance of political and social power, even as they have endured rampant and devastating state-sponsored violence, including torture, rape, abuse, illegal arrest, disappearance, and assassination. Beverly Bell, an activist and an expert on Haitian social movements, brings together thirty-eight oral histories from a diverse group of Haitian women. The interviewees include, for example, a former prime minister, an illiterate poet, a leading feminist theologian, and a vodou dancer. Defying victim status despite gender- and state-based repression, they tell how Haiti's poor and dispossessed women have fought for their personal and collective survival. The women's powerfully moving accounts of horror and heroism can best be characterized by the Creole word istwa, which means both "story" and "history." They combine theory with case studies concerning resistance, gender, and alternative models of power. Photographs of the women who have lived through Haiti's recent past accompany their words to further personalize the interviews in Walking on Fire.

Studies conducted over the past four years suggest that more than half of reported rapes are of girls. Another trend which has emerged is the prevalence of rape involving groups of armed men.

Book excerpt: The 2010 earthquake in Haiti was one of the deadliest disasters in modern history, sparking an international aid response—with pledges and donations of $16 billion—that was exceedingly generous. But now, five years later, that generous aid has clearly failed. In Humanitarian Aftershocks in Haiti, anthropologist Mark Schuller captures the voices of those involved in the earthquake aid response, and they paint a sharp, unflattering view of the humanitarian enterprise. Schuller led an independent study of eight displaced-persons camps in Haiti, compiling more than 150 interviews ranging from Haitian front-line workers and camp directors to foreign humanitarians and many displaced Haitian people. The result is an insightful account of why the multi-billion-dollar aid response not only did little to help but also did much harm, triggering a range of unintended consequences, rupturing Haitian social and cultural institutions, and actually increasing violence, especially against women. The book shows how Haitian people were removed from any real decision-making, replaced by a top-down, NGO-dominated system of humanitarian aid, led by an army of often young, inexperienced foreign workers. Ignorant of Haitian culture, these aid workers unwittingly enacted policies that triggered a range of negative results. Haitian interviewees also note that the NGOs “planted the flag,” and often tended to “just do something,” always with an eye to the “photo op” (in no small part due to the competition over funding). Worse yet, they blindly supported the eviction of displaced people from the camps, forcing earthquake victims to relocate in vast shantytowns that were hotbeds of violence. Humanitarian Aftershocks in Haiti concludes with suggestions to help improve humanitarian aid in the future, perhaps most notably, that aid workers listen to—and respect the culture of—the victims of catastrophe.

Available in PDF, EPUB and Kindle. Book excerpt: Of the 1.6 million Haitian youth aged 15-24, only 13 percent are content with their lives. More than half of 20-year-olds have not completed secondary education and nearly half of youth in the labor market are unemployed. This paper investigates protective and risk factors predisposing youth to positive and negative behaviors. These factors, including poverty, gender, education, labor market, migration, family, health, and violence, are examined by using statistics and probability models based on Haiti's first household living conditions survey. Key findings show that female youth need special attention because they are more likely than their male peers to drop out of school and to be unemployed or inactive. Role models, guidance, expectations, and contacts in the form of parents or household heads are decisive factors in keeping youth in school, and to some extent, in their finding employment. In addition, domestic migration has a negative impact on the probability of being unemployed or inactive (positive self-selection), while marriage, drug abuse, and domestic violence increase the probability of dropping out of school.
