However, loss reduction strategies have tended to focus on technological solutions and hence have overlooked the relevance of socio-economic factors, including gender relations, that influence the functioning of the fisheries value chain. This document provides guidance on integrating gender concerns into food loss interventions within the fish value chains. It describes the different steps to understand the key components of a gender-sensitive food loss value chain analysis. In particular, it recommends highlighting the dynamics and factors that influence women’s and men’s natural social disposition and participation in fisheries activities according to dominant assigned gender roles. While addressing the existing knowledge gaps and contributing to the development of an approach tailored to African small-scale fish value chains, this document also provides introductory information on the application of the FAO Gender-Responsive Fish Loss Assessment Methodology (GRFLAM).

The use of locally made fish boxes to improve on board handling and the use of drying racks are described. And although the intention was to focus on small-pelagic fish value chains, some of the examples have a more general application such as those for infrastructure, value addition and the microfinance models that are included. It is important to note that this is not a definitive study and that the focus has been primarily on initiatives is Ghana, Malawi, Senegal, Sierra Leone, Tanzania and Uganda. The report and guidance align with and aim to support the implementation of the FAO Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). The guidelines promote the role of SSFs in food security and nutrition, the right to adequate food, equitable development and poverty alleviation, and to the provision of decent work for fishers and fish workers.

Book excerpt: Global growth in aquaculture is underway – a “blue revolution” featuring rapid increases in demand for fish and a corresponding surge in aquaculture production. This paper describes the fast-growing tilapia value chain in Ghana to demonstrate the features of a nascent blue revolution in sub-Saharan Africa (SSA) and to illustrate its potential for job creation and reducing poverty and food insecurity there. Tilapia production has been growing at 15 percent annually in SSA, but imports are also surging to satisfy the growing appetite for tilapia. This paper illustrates how aquaculture can grow sustainably in SSA within the context of growing demand and global competition. A value chain analysis is conducted using secondary data analysis, desk reviews of experiences and lessons from other countries, interviews with 95 actors in the tilapia value chain in Ghana, and detailed production and profitability data from Ghanaian tilapia farmers. A profitable farmed tilapia industry has been established in Ghana with the potential to expand supply to satisfy local demand and to export to neighboring countries. Productivity in the industry has grown mainly through reducing the mortality rates of fingerlings and improvements in the supply of locally-produced high-quality fish feed. Feed costs remain high. However, there is potential to reduce those costs by improving the productivity of crops that are used in fish feed, particularly maize and soybean. Reducing local feed costs will have positive spillover effects on both other pond-based aquaculture systems and on the livestock feed sector. Moreover, Ghana can expand it fish feed production to be an important source of feed within SSA. The industry can further increase aquaculture productivity through the adoption of faster-growing fish strains and better management practices. Ghana’s aquaculture sector could grow even faster by adopting lessons from other countries, including on infrastructure provision, fiscal incentives for the production of fish feed ingredients, and sustainable fish farming practices, particularly through paying close attention to water and feed quality and addressing food safety concerns within the sector.

By using this knowledge wisely within a human rights-based approach in line with the SSF Guidelines, and by empowering small-scale fishers and fishworkers, a more inclusive, equitable, sustainable and resilient small-scale scale fisheries subsector can be achieved. Realizing this goal would benefit hundreds of thousands in fishing communities and society at large. Book excerpt: "More than 60 percent of global production of smoked fishery products occurs in Africa and Asia, highlighting their tremendous significance in food and nutrition security, as well as livelihood support in these regions. However, prevailing processing technologies present critical challenges, especially in terms of safety and quality aspects, and thus there is an urgent need for the development of more efficient and safer systems. The FAO-Thiaroye fish processing technique (FTT) was developed to address these challenges by yielding products that comply with international limits on polycyclic aromatic hydrocarbons in particular, while fostering many social, economic and environmental benefits. This document examines the conditions in which improved fish smoking systems in general, and the FTT in particular, have been adopted in the context of benefits, trade-offs and policy implications in selected developing countries. In fact, experience from some African and Asian countries points to the need for a context-driven balance that ensures that the gains associated with the use of this new technique can be realized without making expensive compromises, especially in terms of fisheries resources status and trade dynamics. Policy and regulatory frameworks need to be informed by a risk-based approach and supportive of consistent benchmarking and differentiation of FTT products. This document reviews the lessons from those countries, and makes the case for a hard, evidence-based, policy backbone to safeguard the sustainable, eco-friendly supply of safe smoked (and dried) fishery products to support food security, particularly in the developing world. It aims to enlighten policy makers, fisheries planners and decision makers and any development practitioner interested in developing small-scale fisheries or promoting sustainable food systems, as well as private sector entrepreneurs who wish to implement this technology to improve their products.
