Subsequently, government legislation is focusing on measurable results of environmental programs, requiring researchers to employ effective and efficient methods for acquiring high-quality data. Focusing on pollution issues and impacts resulting from human activities, Environmental Monitoring is the first to bring together the conceptual basis behind the complex and specific approaches to the monitoring of air, water, and land. Coverage includes integrated monitoring at the landscape level, as well as case studies of existing monitoring programs such as the Chesapeake Bay Program. The book also addresses the recent legislative focus on high-quality data results and conducting monitoring programs in different ecosystems and environmental media.

Book excerpt: This unique dictionary and introduction to Global Environmental Governance (GEG), written and compiled by two veterans of the international stage, provides a compilation of over 5000 terms, organizations and acronyms, drawn from hundreds of official sources. An introductory essay frames the major issues in GEG and outlines the pitfalls of talking past one another when discussing the most critical of issues facing the planet. It challenges those who are concerned with the management of our planet and its inhabitants to understand and accept a vocabulary common to the often-opposing objectives sought in the many GEG instruments. The result is a practical tool that should find a central place on the desk of anyone involved in environmental management, development or sustainability issues anywhere in the world, including the United Nations, government policy makers, NGOs and other stakeholder groups, the business community, and students and professionals.

The World Bank is both a compiler and a user of environmentally sustainable development (ESD) indicators. Although the Bank is more a user than a compiler of indicators in general, it believes in ensuring proper communication between users and compilers, especially for users who are policymakers. It is essential that policymakers have at least rough indicators of whether environmental conditions are improving or deteriorating in broad areas of concern. This report showcases improvements in ESD indicators by using them to analyze policy-oriented issues. The report examines issues in developing indicators that are understood by compilers and users, including definitions, methodology, and practical considerations. It addresses the gray area where physical indicators of environmental conditions blend into policymaking and proposes a change in the role of national accounting, where poor measurement of environmental aspects can send distorted signals to decisionmakers.

Available in PDF, EPUB and Kindle. Book excerpt: Our planet is under siege. Assaults on the atmosphere -the greenhouse effect, the depletion of the ozone layer and increasing air pollution - pose a still unquantified threat to human life. The dumping of hazardous wastes, and land based sources of pollution, present a similar threat to the oceans. On land we are destroying a tropical forest the size of Austria every year, and more than a hundred species of wild plants and animals are lost forever each day. When the General Assembly of the United Nations established UNEP it charged us with reporting on the changing state of the world's environment, tracking the underlying causes of change, and working with governments to develop responses to those changes. Every year since 1974, UNEP has produced a State of the Environment report, focusing on one or more emerging environmental issues and always stressing the human factor -the impact of environmental quality on people and society. Three times since its inception (1982, 198 7 and 1992) UNEP has undertaken a more wide-ranging study. The results of the present study are the most disturbing of the three. However, not all the signs are negative. Throughout the 19 70s and into the 1980s, UNEP was able to report progress in some important areas. Environmental monitoring capacity was being rapidly improved in many parts of the world, and Ministries of the Environment were being set up in an attempt to deal with environmental threats in a more coherent way.

Available in PDF, EPUB and Kindle. Book excerpt: First published in 1992. In 1972, the UN Conference on the Human Environment initiated the process of world environmental cooperation. This study is about GEMS (the Global Environment Monitoring System) which the Conference recommended be set up to generate data and information necessary for worldwide environmental assessment. This book examines the genesis and evolution of GEMS, and the complex task involved in establishing GEMS and making it perform its functions. It relates GEMS to the factors which have shaped the international environmental agenda and cooperation since 1972. In particular, it highlights North-South differences and the problems inherent in the international organizations belonging to the UN system, vis-á-vis the novel and multifaceted challenges involved in dealing with systemic, cross-sectoral nature of global environmental problems. The lessons of GEMS and other issues presented in this book are highly relevant to the continuing efforts to set up effective programmes for ‘earthwatching’ and to promote international environmental cooperation. They also relate more broadly to the challenges of managing global interdependence and to the need to devise supporting organizational structures through reform and strengthening of the UN system. The comprehensive nature of the political and institutional analyses presented in this book make it an academic reference work of lasting value. Its frank tone and willingness to derive prescriptive conclusions will appeal in particular to the many actors engaged in the processes and structures of global multilateral cooperation. The book will be of special use to those interested in environmental issues and international organization

Book excerpt: How do we take stock of the state and direction of the world’s environment, and what can we learn from the experience? Among the myriad detailed narratives about the condition of the planet, the Global Environment Outlook (GEO) reports—issued by the United Nations Environment Programme—stand out as the most ambitious. For nearly three decades the GEO project has not only delivered iconic global assessment reports, but through its multitude of contributors has inspired hundreds of similar processes worldwide from the regional to the local level. This book provides an inside account of the evolution of the GEO project from its earliest days. Building on meticulous research, including interviews with former heads of the United Nations Environment Programme, diplomats, leading contributing scientists, and senior leaders of collaborating organizations, the story is told from the perspective of five GEO veterans who all played a pivotal role in shaping the periodic assessments. The GEO’s history provides striking insights and will save valuable time to those who commission, design and conduct, as well as critique and improve, assessments of environmental development in the next decade.

Available in PDF, EPUB and Kindle. Book excerpt: The Global Politics of Pesticides explores the varied, and often conflicting, interests involved in the formulation of international policies on chemical pesticide manufacture and use in each of the main areas of environmental pollution, trade, development, public health, food security, biotechnology and industrial safety and explains why some aspects of pesticide use are subject to strict international guidelines whilst others are not. The book breaks new ground in objectively examining the competing viewpoints of food producers and other pesticide users, the chemical industry, health officials, traders, environmental/consumer pressure groups and the public. It also considers how international regulation can occur in spite of the fundamental differences of opinion and seemingly opposing interests held by the key actors.
