Available in PDF, EPUB and Kindle. Book excerpt: Digital technologies are spreading rapidly, but digital dividends--the broader benefits of faster growth, more jobs, and better services--are not. If more than 40 percent of adults in East Africa pay their utility bills using a mobile phone, why can’t others around the world do the same? If 8 million entrepreneurs in China--one third of them women--can use an e-commerce platform to export goods to 120 countries, why can’t entrepreneurs elsewhere achieve the same global reach? And if India can provide unique digital identification to 1 billion people in five years, and thereby reduce corruption by billions of dollars, why can’t other countries replicate its success? Indeed, what’s holding back countries from realizing the profound and transformational effects that digital technologies are supposed to deliver? Two main reasons. First, nearly 60 percent of the world’s population are still offline and can’t participate in the digital economy in any meaningful way. Second, and more important, the benefits of digital technologies can be offset by growing risks. Startups can disrupt incumbents, but not when vested interests and regulatory uncertainty obstruct competition and the entry of new firms. Employment opportunities may be greater, but not when the labor market is polarized. The internet can be a platform for universal empowerment, but not when it becomes a tool for state control and elite capture. The World Development Report 2016 shows that while the digital revolution has forged ahead, its 'analog complements'--the regulations that promote entry and competition, the skills that enable workers to access and then leverage the new economy, and the institutions that are accountable to citizens--have not kept pace. And when these analog complements to digital investments are absent, the development impact can be disappointing. What, then, should countries do? They should formulate digital development strategies that are much broader than current information and communication technology (ICT) strategies. They should create a policy and institutional environment for technology that fosters the greatest benefits. In short, they need to build a strong analog foundation to deliver digital dividends to everyone, everywhere.

Available in PDF, EPUB and Kindle. Book excerpt: This book addresses the challenges in the differential diagnosis and management of paroxysmal movement disorders. It provides the latest information on the genetics and pathophysiology, neurophysiology and neuroimaging of the core group of disorders in the field, namely the paroxysmal dyskinesias (PxD). Focused and concise, this guide features chapters that discuss other conditions that may be paroxysmal such as, episodic ataxia, startle syndromes and other more complicated groups of paroxysmal movement disorders such as ATP1A3 spectrum disorders. A chapter on secondary (acquired) paroxysmal dyskinesia highlights medical and other disorders that may result in paroxysmal dyskinesia. The book features a particularly nuanced chapter that discusses recent discoveries in the genetic aspects of PxD, relaying that paroxysmal dyskinesias are not channelpathies, but in fact are synaptophies and transportopathies. Additionally, expertly written chapters are supplemented by high quality images, tables, and videos. Paroxysmal Movement Disorders: A Practical Guide is primarily written to educate the reader on how to make a syndromic diagnosis of paroxysmal movement disorders and how to build the diagnostic work-up accordingly, as well as how to manage patients with paroxysmal movement disorders.

Available in PDF, EPUB and Kindle. Book excerpt: Global value chains (GVCs) powered the surge of international trade after 1990 and now account for almost half of all trade. This shift enabled an unprecedented economic convergence: poor countries grew rapidly and began to catch up with richer countries. Since the 2008 global financial crisis, however, the growth of trade has been sluggish and the expansion of GVCs has stalled. Meanwhile, serious threats have emerged to the model of trade-led growth. New technologies could draw production closer to the consumer and reduce the demand for labor. And trade conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. World Development Report 2020: Trading for Development in the Age of Global Value Chains examines whether there is still a path to development through GVCs and trade. It concludes that technological change is, at this stage, more a boon than a curse. GVCs can continue to boost growth, create better jobs, and reduce poverty provided that developing countries implement deeper reforms to promote GVC participation; industrial countries pursue open, predictable policies; and all countries revive multilateral cooperation.

Available in PDF, EPUB and Kindle. Book excerpt: Investigations of what increasing digital connectivity and the digitalization of the economy mean for people and places at the world's economic margins. Within the last decade, more than one billion people became new Internet users. Once, digital connectivity was confined to economically prosperous parts of the world; now Internet users make up a majority of the world's population. In this book, contributors from a range of disciplines and locations investigate the impact of increased digital connectivity on people and places at the world's economic margins. Does the advent of a digitalized economy mean that those in economic peripheries can transcend spatial, organizational, social, and political constraints—or do digital tools and techniques tend to reinforce existing inequalities? The contributors present a diverse set of case studies, reporting on digitalization in countries ranging from Chile to Kenya to the Philippines, and develop a broad range of theoretical positions. They consider, among other things, data-driven disintermediation, women's economic empowerment and gendered power relations, digital humanitarianism and philanthropic capitalism, the spread of innovation hubs, and two cases of the reversal of core and periphery in digital innovation. Contributors Niels Beerepoot, Ryan Burns, Jenna Burrell, Julie Yujie Chen, Peter Dannenberg, Uwe Deichmann, Jonathan Donner, Christopher Foster, Mark Graham, Nicolas Friederici, Hernan Galperin, Catrihel Greppi, Anita Gurumurthy, Isis Hjorth, Lilly Irani, Molly Jackman, Calestous Juma, Dorothea Kleine, Madlen Krone, Vili Lehdonvirta, Chris Locke, Silvia Masiero, Hannah McCarrick,Deepak K. Available in PDF, EPUB and Kindle. Book excerpt: Prime Obsession taught us not to be afraid to put the math in a math book. Unknown Quantity heeds the lesson well. So grab your graphing calculators, slip out the slide rules, and buckle up! John Derbyshire is introducing us to algebra through the ages-and it promises to be just what his die-hard fans have been waiting for. "Here is the story of algebra." With this deceptively simple introduction, we begin our journey. Flanked by formulae, shadowed by roots and radicals, escorted by an expert who navigates unerringly on our behalf, we are guaranteed safe passage through even the most treacherous mathematical terrain. Our first encounter with algebraic arithmetic takes us back 38 centuries to the time of Abraham and Isaac, Jacob and Joseph, Ur and Haran, Sodom and Gomorrah. Moving deftly from Abel's proof to the higher levels of abstraction developed by Galois, we are eventually introduced to what algebraists have been focusing on during the last century. As we travel through the ages, it becomes apparent that the invention of algebra was more than the start of a specific discipline of mathematics-it was also the birth of a new way of thinking that clarified both basic numeric concepts as well as our perception of the world around us. Algebraists broke new ground when they discarded the simple search for solutions to equations and concentrated instead on abstract groups. This dramatic shift in thinking revolutionized mathematics. Written for those among us who are unencumbered by a fear of formulae, Unknown Quantity delivers on its promise to present a history of algebra. Astonishing in its bold presentation of the math and graced with narrative authority, our journey through the world of algebra is at once intellectually satisfying and pleasantly challenging.

Book excerpt: This paper looks at one possible development strategy for the inner city of Winnipeg, a strategy consistent with forecasts that the city will experience continued low growth to the year 2000. The proposed strategy of inner city stabilization recognizes that technological change has created an excess supply of downtown land in the inner city. The strategy involves the reclamation of obsolete industrial & commercial land in the downtown in order to create modern residential subdivisions which would border on a more compact downtown. It also proposes that land banking initiatives be undertaken in concert with the reclamation activities. Options for implementing the strategy are discussed and examples of potential reclamation parcels are identified.
