Available in PDF, EPUB and Kindle. Book excerpt: Volume Four of The GATT Uruguay Round: A Negotiating History (1986-1994) deals with the final sessions of the world's most ambitious trade negotiations to date and its most significant accomplishment--the creation of the World Trade Organization. It includes the negotiating history of important modifications made during the end-game in 1993 and before the signing ceremony in Marrakesh in April 1994. This period saw major changes in the text and the extent of obligations undertaken in the agriculture and services sectors, as well as the final completion of negotiations in subsidies and countervailing duties, customs valuation, and other sectors. It was also during this last period that the final agreements in trade-related aspects of intellectual property rights (TRIPS) and trade-related invested measures (TRIMS) emerged. Like the earlier volumes in this treatise, Volume Four is useful for its revelation not only of what was resolved but also of what was not resolved. This work belongs in the collection of all concerned with the evolution and continuing development of international trade as a vital component of our contemporary world.

Book excerpt: Excerpt from Gatt Standards Code Activities of the National Institute of Standards and Technology In 1986, a second round of negotiations, called the Uruguay Round of Multilateral Trade Negotiations, began and resulted in a revised Agreement. The negotiations formally concluded on April 15, 1994 with an executive signing in Marrakesh, Morocco. The Uruguay Round also created a new institution as a successor to the gatt the World Trade Organization (wto), which will become effective January 1, 1995. It is the responsibility of participating countries to secure domestic approval of the results of the Uruguay Round by July 1, 1995. The wto will require, for the first time, the full participation of all members in all aspects of the current gatt and the Uruguay Round agreements. As a result, more then 100 countries will apply the Standards Code to their standards activities. The primary u.s. Objectives in the renegotiation of the Code were: 1) to update and expand the Agreement's coverage of procedures for issuing product approval; 2) to fully and explicitly cover standards which reference processes and production methods in order to address issues such as the European Union's (formerly the European Community) ban on the use of growth-promoting hormones; 3) to cover non-governmental regional standards development (particularly in the European Union), including obligations to enhance the transparency of their activities; 4) to improve transparency in bilateral standards-related agreements; and 5) to enhance the ability of a foreign-based laboratory or firm to gain recognition under another country's laboratory accreditation, inspection or quality system registration schemes. In 1993, 46 countries were signatories to the Standards Code. Indonesia, Malaysia, Morocco and Thailand signed the Agreement in 1993. The former Czechoslovakia split into two separate countries Czech Republic and Slovak Republic. Thirty-six signatories have actively implemented the Code in their countries. The other signatories have either not: 1) ratified the Agreement; 2) established an inquiry point for standards information; 3) reported any proposed government mandatory regulations (see Table I); or 4) some combination of the foregoing. The Code is administered by the gatt Secretariat in Geneva, Switzerland. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Free trade lies at the heart of the new era of globalization. This is a review of the history of 20th-century trade agreements, tracing what happened to the General Agreement on Tariffs and Trade (GATT) before the USA pushed the world into the Uruguay Round. This renegotiation of the rules of international trade, enshrined in the World Trade Organisation agreements, is now taking free trade much further than ever before. The author examines the benefits and hidden costs of the WTO Agreements, their implications for weaker economies and their likely consequences in terms of environmental protection, labour standards and political sovereignty. Alternatives do exist, he argues, to an over-reliance on free trade. These include managed trade, fair trade and self-reliant trade. He also sets out a series of innovative proposals for reforming the WTO, IMF and World Bank.

Book excerpt: The shift in orientation toward relatively open trading systems was reflected in the attitudes and participation of developing countries in the Uruguay Round. They involved themselves fully in formulating the rules of the new trading system, and also made significant offers both in the conventional area of reducing tariff protection on manufactures trade, and in the "new" areas, such as trade in services, trade in agriculture, and trade-related intellectual property.

This book was released on 2004-01-01 with total page 244 pages. Available in PDF, EPUB and Kindle. Book excerpt: The World Trade Organisation cannot be deemed truly international without the full participation of China, a massive market with an increasing number of highly sophisticated sectors. Yet'although China did accede to the WTO in 2001, after fifteen years of negotiations'WTO members persist in classifying China as a non-market economy, with all the trade restrictions such labelling entails. The EC in particular continues to curtail the flow of Chinese-European trade, despite some recent liberalisation in EC import and antidumping regulations. In this important book Dr. Hoogmartens clearly points the way to an equitable resolution of the complex problems raised by the friction between China's planned economy and EC trade policy instruments. The 'economic interface' he constructs takes account of such crucial elements as the following: China's 'unfinished' legal and economic reforms;the danger that the EC may develop an abusive protectionist stance;the challenge to the EC of increased Chinese competition;the persistence of Chinese state-owned enterprises;the absence of a satisfactory methodology to deal with the Chinese variant of a non-market economy;the possible adjustment of EC antidumping regulations vis-à-vis China;emergency safeguards;the role of the rule of law in trade regulation; andthe 'translatability' of Western social and political institutions. Addressing as it does a highly salient present and future aspect of the global economy, EC Trade Law Following China's WTO Accession will be of enormous value to policymakers in international economic law at all national and supranational levels. The author's reasoned and cautious analysis builds a sound platform for the ongoing development of peaceful and mutually beneficial commercial relations between Europe and China.
