However, major barriers -- especially economics -- currently prevent the widespread use of these fuels and technologies. Because of these barriers, and the potential benefits, there is continued congressional interest in providing incentives and other support for their development and commercialization. In the 110th Congress, alternative fuels and advanced technology vehicles have received a good deal of attention, especially in discussions over U.S. energy security. In his January 24, 2007, State of the Union Address, President Bush called for the increased use of renewable and alternative motor fuels to 35 billion gallons annually by 2017. U.S. consumption was roughly 5 billion gallons in 2006. Therefore, such an initiative would mean a seven-fold increase in the use of these fuels over 11 years. In the fall of 2005, hurricanes along the Gulf Coast led to disruptions in refining capacity and oil supply, which then led to higher gasoline and diesel prices. Since then, some Members of Congress have been seeking ways to reduce the vulnerability of the fuel system. High crude oil and gasoline prices in spring and summer 2006 further increased interest in moving away from a petroleum-based transportation system. The 109th Congress passed the Energy Policy Act of 2005 (P.L. 109-58, H.R. 6), which contains many provisions relevant to alternative fuels and advanced technology vehicles. Among its provisions, the act expanded existing tax incentives for the purchase of advanced vehicles, authorized R&D funding for hydrogen fuel and fuel cells, and required that the nationwide gasoline supply contain a minimum amount of ethanol or other renewable fuel. H.R. 6 was signed by President Bush on August 8, 2005. This report replaces CRS Issue Brief IB10128, Alternative Fuels and Advanced Technology Vehicles: Issues in Congress, by Brent D. Yacobucci and supersedes CRS Report RL33564.

The RFS generally mandates that transportation fuels—typically gasoline and diesel—sold in the United States contain increasing amounts of biofuels. In addition, the RFS is designed to reduce greenhouse gas emissions by replacing petroleum-based fuels with biofuels expected to have lower associated greenhouse gas emissions. The most common biofuel currently produced in the United States is corn-starch ethanol, distilled from the sugars in corn. EPA uses RINs associated with biofuels blended with petroleum-based fuels to regulate compliance with the program. In 2014, GAO found that refiners’ costs for complying with the RFS had increased, and in 2016, GAO found that greenhouse gas emissions are unlikely to be reduced to the extent anticipated because production of advanced biofuels—which reduce greenhouse gas emissions more than corn-starch ethanol—has not kept pace with the yearly increases or the target of 21 billion gallons by 2022 called for by the statute. GAO was asked to review additional issues related to the effects of the RFS. This report examines what is known about (1) the effect the RFS has had to date on retail gasoline prices in the United States and (2) the RFS’s effect on greenhouse gas emissions and whether the RFS will meet its goals for reducing those emissions. The report also provides information about RINs. Because the RFS was implemented on a nationwide basis at the same time that other factors, such as the global price of crude oil and domestic demand for retail gasoline, were affecting retail gasoline prices across the nation, it is not possible to directly isolate and measure the effect the RFS had on gasoline prices nationwide given data available to GAO. Instead GAO developed and extensively tested an econometric model that estimated the effects on retail gasoline prices of state ethanol mandates.

Book excerpt: High petroleum and gasoline prices, concerns over global climate change, and the desire to promote domestic rural economies have greatly increased interest in biofuels as an alternative to petroleum in the U.S. transportation sector. Biofuels, most notably corn ethanol, have grown significantly in the past few years as a component of U.S. motor fuel supply. Ethanol, the most commonly used biofuel, is blended in nearly half of all U.S. gasoline (at the 10% level or lower in most cases). However, current biofuel supply only represents about 4% of total gasoline demand. While recent proposals have set the goal of significantly expanding biofuel supply in the coming decades, questions remain about the ability of the U.S. biofuel industry to meet rapidly increasing demand. Current U.S. biofuel supply relies almost exclusively on ethanol produced from Midwest corn. In 2006, 20% of the U.S. corn crop was used for ethanol production. To meet some of the higher ethanol production goals would require more corn than the United States currently produces, if all of the envisioned ethanol was made from corn. Due to the concerns with significant expansion in corn-based ethanol supply, interest has grown in expanding the market for biodiesel produced from soybeans and other oil crops. However, a significant increase in U.S. biofuels would likely require a movement away from food and grain crops as feedstocks. Other biofuel feedstock sources, including cellulosic biomass, are promising, but technological barriers make their future uncertain. Therefore, some proposals would require ever-larger amounts of biofuels produced from feedstocks other than corn starch, including sugarcane, oil crops, and cellulose, to promote the development of these fuels. The Senate-passed energy bill (H.R. 6) would require the use of 36 billion gallons of renewable fuels annually in 2022, of which only 15 billion gallons could be ethanol from corn starch. The remaining 21 billion gallons would be so-called "advanced biofuels." The current RFS would only require the use of 7.5 billion gallons in 2012, increasing to an expected 8.6 billion gallons in 2022, of which only 250 million gallons of cellulosic biofuels would be required. Issues facing the U.S. biofuels industry include potential agricultural "feedstock" supplies, and the associated market and environmental effects of a major shift in U.S. agricultural production; the energy supply needed to grow feedstocks and process them into fuel; and barriers to expanded infrastructure needed to deliver more and more biofuels to the market. A key question is whether a renewable fuel mandate is the most effective policy to promote the above goals. This report outlines some of the current supply issues facing biofuels industries, including implications for agricultural feedstocks, infrastructure concerns, energy supply for biofuel production, and fuel price uncertainties. This report supersedes CRS Report RL33928, Ethanol and Biofuels: Agriculture, Infrastructure, and Market Constraints Related to Expanded Production.

This report considers issues related to wider use of natural gas as a fuel in passenger cars and commercial vehicles. The attractiveness of natural gas as a vehicle fuel is premised in large part on its low price (on an energy-equivalent basis) compared to gasoline and diesel fuel. When prices for gasoline and diesel are relatively low or natural gas prices are relatively high, natural-gas-based fuels lose much of their price advantage. While natural gas has other benefits-such as producing lower emissions than gasoline and diesel and protecting users of transportation fuels from the volatility of the international oil market-it is largely the cost advantage, if any, that will determine the future attractiveness of natural gas vehicles. There are a number of technology pathways that could lead to greater use of natural gas in transportation. Some require pressurized systems to use natural gas in a gaseous state, and others convert natural gas to a liquid. Two of the most widely discussed options use compressed natural gas (CNG) and liquefied natural gas (LNG). Other technological approaches use liquefied petroleum gas (LPG), propane, and hydrogen. In addition, natural gas can be used to generate electricity to power electric vehicles. Increasing the use of natural gas to fuel vehicles would require creation of an extensive nationwide refueling infrastructure. Although a small number of CNG vehicles have been on U.S. roads for more than 20 years, CNG use has been limited to vehicles that return to a central garage for refueling each day, such as refuse trucks, short-haul trucks, and city buses. LNG, on the other hand, requires large insulated tanks to keep the liquefied gas at a very low temperature and is therefore seen as more suitable for long-haul trucks. In both cases, the limited availability of refueling stations has limited the distances and routes these vehicles may travel. Congress has taken a strong interest in spurring production and use of natural gas vehicles. Legislation has been introduced on a wide range of proposals that would equalize the tax treatment of LNG and diesel fuels, provide tax credits for natural gas vehicles and refueling equipment, require the production of vehicles that could run on several different fuels (such as gasoline and CNG), increase federal research and development on natural gas vehicle tank and fuel line technologies, and revise vehicle emission regulations to encourage manufacturers to produce more CNG passenger cars. Legislation pending in the 113th Congress includes proposals that would extend expired tax credits for refueling property and fuel cell vehicles (S. 2260), authorize the use of energy savings performance contracts to support the use of natural gas and electric vehicles (S. 761), and require the U.S. Postal Service to study the feasibility of using natural gas and propane in long-haul trucks (S. 1486).
