This thought-provoking collection of papers carefully considers the recent past and makes a detailed analysis of the many facets of the regional economy. Individual chapters cover foreign investment, transport, small businesses, earnings, the rural dimension and outline the policy perspective. The book then looks forward and outlines the policy options for change which may provide a prosperous future for the region in an increasingly competitive world. This book was released on 2008-03-10 with total page 270 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Government has set itself the challenging target of halving the number of children living in poverty by 2010-11 and eradicating child poverty by 2020. With 2010 fast approaching, Ministers are still committed to the targets, and the Committee wanted to ascertain whether DWP has the right measures in place to meet its objectives. Significant progress has been made, but the target remains challenging: there are still 2.8 million children living in poverty and the most recent data shows a slight increase in this number. The Committee is convinced of the damaging effect of poverty on a child's self-esteem and expectations, and also its effects in contributing to social exclusion. Children growing up in poverty are also more likely to have poorer health and poorer educational outcomes. There are groups of children who have a much higher risk of growing up in poverty, for example if they or a parent are disabled, and there are higher poverty rates amongst Pakistani, Bangladeshi and black children. Getting parents into sustainable work should be the focus of the strategy to lift them and their children out of poverty, but there are concerns that the Jobseekers' Allowance regime is not sufficiently flexible to reflect the complexity of lone parents' lives. To eradicate child poverty by 2020, the Government needs a long-term strategy on benefit income for those who are unable to work. If benefits are uprated in line with inflation, the gap between the incomes of those in work and those on benefits will only get wider, as benefits will not keep pace with earnings. As poverty is measured as a percentage of median earnings, the implications for the 2020 target, in particular, are serious.

Book excerpt: This Welsh Affairs Committee report, "Globalisation and its impact on Wales" (HC 184-I, ISBN 9780215526373), examines the effects of global trade on a variety of economic sectors, including employment and skills, broadcasting, and food supply and production. The Committee found evidence of existing skills gaps in Wales, for example in specialist areas such as science, and recommends that to avoid dependence on low skilled, low paid jobs, the UK and Welsh Assembly Governments work with the higher education sector to raise the skills base. Universities are the drivers of the knowledge economy, which is key to success in the global marketplace. The Committee believes it is imperative that the UK and Welsh Assembly Governments fully integrate the commercial potential of higher education into their policies. Welsh companies can increase their value and stimulate the local economy by exploiting a strong local identity and values, and by making use of higher level and specialist skills to offer premium goods and services that cannot be sourced abroad, particularly in the farming and food production industries, where Wales is developing a global reputation for excellence. Also in the report, the Committee: welcomes the use of innovative methods of broadcasting used by S4C to engage with audiences outside Wales; recommends the commissioning of more programmes reflective of Welsh identity; supports initiatives helping Welsh companies to exploit their global potential in the creative industries.

Book excerpt: This document proposes a comprehensive education and lifelong learning program for Wales through 2010. The primary goal of the proposal is to transform Wales into a learning country where high-quality, lifelong learning provides the skills people need to prosper in the new economy, liberates talent, extends opportunities, and empowers communities. The proposal places strong emphasis on partnership with local communities to meet locally determined needs and priorities more flexibly and precisely and on promoting lifelong learning with consistent commitment to the following goals: realize sustainability; tackle social disadvantage; promote equality of opportunity; and sustain an environment that celebrates diversity and makes genuine progress toward realizing the benefits of bilingualism. Chapters 1-10 discuss the following aspects of developing a comprehensive education and lifelong learning program for Wales: (1) differences between England and Wales that necessitate different educational policies and practices; (2) solid foundations in the early years; (3) the vision of comprehensive education and lifelong learning; (4) learning and equality of opportunity; (5) progress and practitioners; (6) beyond compulsory education; (7) access and the future of higher education; and (8) outcomes. Contact addresses and a list of abbreviations are appended. The Learning Skills Development Agency's response to the proposal is also included. (MN).

Book excerpt: Active labour market policies aim to assist people not in work to move into employment through a range of interventions including job search, preparation, training and in-work support and development. While policies, programmes and scholarship predominantly focus on jobseekers’ engagement with these initiatives, this book is the first text to shed light on the employer’s perspective. Bringing together renowned scholars from social and public policy and human resource management, the book draws on empirical research, comparative case studies and real-life examples from practice, providing a comprehensive analysis of this under-explored issue. This go-to resource will inform HRM and public policy scholarship and promote collaborations between the disciplines.
