Book excerpt: The Internal Revenue Service (IRS) Restructuring and Reform Act of 19981 requires the Treasury Inspector General for Tax Administration (TIGTA) to annually evaluate the adequacy and security of the IRS Information Technology Program. This report provides our assessment of the IRS's Information Technology Program for Fiscal Year2 (FY) 2014. The IRS collects taxes, processes tax returns, and enforces Federal tax laws. In FYs 2012 and 2013, the IRS collected about $2.5 trillion and $2.9 trillion, respectively, in Federal tax payments, processed hundreds of millions of tax and information returns, and paid about $373 billion and about $364 billion, respectively, in refunds to taxpayers. Further, the size and complexity of the IRS add unique operational challenges. The IRS employs more than 92,000 people in its Washington, D.C., Headquarters and more than 650 offices in all 50 States, U.S. territories, and some U.S. embassies and consulates. The IRS relies extensively on computerized systems to support its financial and mission-related operations. As such, it must ensure that its computer systems are effectively secured to protect sensitive financial and taxpayer data. In addition, successful modernization of IRS systems and the development and implementation of new information technology applications are necessary to meet evolving business needs and to enhance services provided to the American taxpayer. The IRS also needs to ensure that it leverages viable technological advances as it modernizes its major business systems and improves its overall operational environment. According to March 2014 budget information provided by the Associate Chief Information Officer (ACIO), Strategy and Planning, the IRS Information Technology (IT) organization's FY 2014 budget was approximately $2.5 billion, which is up slightly from last year's budget of about $2.3 billion. Figure 1 provides a breakdown of the FY 2014 budget by ACIO organization. Figure 2 provides a breakdown of the FY 2014 budget by funding source.
