Book Synopsis New landscape of policing by : Great Britain: Parliament: House of Commons: Home Affairs Committee

This book was released on 2011-09-23 with total page 356 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this report the Home Affairs Committee examines the Government's proposals for policing reform. Key findings: (i) it is unacceptable that, more than a year after the Government announced it was phasing out the National Policing Improvement Agency, it still has not announced any definite decisions about the future of the vast majority of the functions currently performed by the Agency - the phasing out of the Agency should be delayed until the end of 2012; (ii) after the Olympics, the Home Office should consider making counter-terrorism a separate command of the New National Crime Agency, rather than it being the responsibility of the Metropolitan Police; (iii) the Government must urgently appoint a head of the new National Crime Agency; (iv) a Professional Body for policing could ultimately become a useful part of the policing landscape; (v) the Home Office should be more active in encouraging and supporting forces to collaborate with one another; (vi) IT across the police service as a whole is not fit for purpose and the Home Office must make revolutionising police IT a top priority; (vii) the review of pay and conditions is having an inevitable impact on morale in the police service, but it is possible to do more to mitigate this; (viii) The Committee commends the work of Jan Berry, the former Reducing Bureaucracy in Policing Advocate, in emphasising that reducing bureaucracy in the police service is not simply about reducing paperwork but addressing the causes of that paperwork.
Download or read book The Railway Police written by Nigel Wier and published by Author House. This book was released on 2011-09-28 with total page 201 pages. Available in PDF, EPUB and Kindle. Book excerpt: The book is about the railway police and most readers probably do not realise that it is the oldest police force in the United Kingdom and it can be traced back in history to 1826. I am no doubt that some historians of the Metropolitan Police will disagree. The book will follow the railway police through its history up until the present day and it will give you a flavour of what they are all about and of course what work they get involved in. I think some of you will be very surprised at what they actually do. I have written this book because I feel that they do not get the credit they deserve and are overlooked somewhat and I hope that after you have read this book you will agree with me that we do need the railway police as much as we need any other police.

This book was released on 2008 with total page 426 pages. Available in PDF, EPUB and Kindle. Book excerpt: The White Paper, 'Delivering a sustainable railway' (Cm. 7176, ISBN 9780101717625) published on July 2007 and set the Government's general vision for the railways for the next thirty years. Network Rail's engineering overruns at New Year 2008 caused tremendous inconvenience to passengers across the country and inevitably shaped the Committee's oral evidence sessions. The Committee's investigation, along with analyses from the Office of Rail Regulation (ORR) have led them to believe that the engineering overruns are symptonatic of crucial system flaws which have to be resolved if there is to be any hope of getting a sustainable railway, as promised in the White Paper. This report covers both subjects

Book Synopsis HC 428 - Security on the Railway by : Great Britain: Parliament: House of Commons: Transport Committee
Download or read book HC 428 - Security on the Railway written by Great Britain: Parliament: House of Commons: Transport Committee and published by The Stationery Office. This book was released on 2014-09-05 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: Crime on Britain's railways decreased year-on-year over the past decade. That trend shows the effectiveness of the specialist rail policing provided by the British Transport Police (BTP). The Committee were impressed by the BTP's commitment to tackling crime while minimising delays for the travelling public. Despite the welcome decline in overall crime, we identified areas where the BTP could improve its performance. The British Transport Police Authority (BTPA) is the body with responsibility for setting the BTP challenging but achievable targets to tackle crime on the railway. The BTPA must fulfil its remit and avoid any perception that it is too close to the people whom it should be holding to account. The Committee concluded that the BTP model of developing specialist policing skills and securing funding from transport providers might usefully be applied to other transport modes, such as aviation. Such an approach could minimise delays, maximise security and reduce the cost of policing to taxpayers. In the course of the inquiry, the Committee heard that vulnerable children and young people are often found in and around railway stations and were surprised to learn that the BTP currently has no targets in relation to child protection. The Department for Transport, the BTPA, the BTP and the charity sector should work together to tackle this emerging issue by examining the available data and reviewing current practice.

Book Synopsis Human Factors in Effective Counter-Terrorism by : Richard Warnes
Download or read book Human Factors in Effective Counter-Terrorism written by Richard Warnes and published by Taylor & Francis. This book was released on 2024-02-29 with total page 235 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book seeks to provide a comparative assessment of the significance of ‘human factors’ in effective counter-terrorism. The phrase ‘human factors’ is used to describe personal relationships, individual capabilities, effective leadership, technical interface, organisational culture and the community engagement necessary to effectively minimise, counter and control the threat of terrorism. Unlike many works in the field, this book is constructed around the input of ‘experienced knowledge’ from over 170 semi-structured interviews of specialist military, policing, intelligence and security practitioners - those actors actually involved in countering terrorism. These practitioners come from seven countries – the United Kingdom, Ireland, France, Spain, Israel, Turkey and the United States – all of which have suffered over the years from different types of terrorist threat and responded with a mixture of counter-terrorist measures. Where military practitioners also discussed overseas counter-insurgency measures, that material has been included, since terrorism forms a key aspect of such wider insurgencies. The resulting interview data was analysed through a variant of ‘Grounded Theory’ to identify key emerging themes and issues, both positive and negative, relevant to ‘human factors’ in the individual countries and more generically. This book incorporates the informed operational experiences and insights of the interviewees while seeking to provide examples of successful counter-terrorist measures at the strategic, operational and tactical levels. This book will be of much interest to students of counter-terrorism, defence studies and security studies in general.
