Book excerpt: The Federal Aviation Administration (FAA) provides air-ground voice and data communications for pilots and air traffic controllers to safely coordinate all flight operations, ground movement of aircraft at airports, and in-flight separation distances between aircraft. However, the anticipated growth in air traffic, coupled with FAA's efforts to reduce air traffic delays and introduce new air traffic services, will create a demand for additional channels of voice communications that FAA's current system cannot provide. FAA and the aviation industry agree that the existing communications system, even with enhancements, cannot meet aviation's expanding need for communications. To ensure that the technology it wants to use for Next Generation Air/Ground Communications (NEXCOM) will meet its future needs, FAA, in collaboration with the aviation industry, conducted a comparative analysis of numerous technologies, to assess each one's ability to meet technical requirements, minimize program risk, and meet the agency's schedule. However, before making a final decision on the technology for NEXCOM, FAA will need to efficiently address three major issues: whether the preferred technology is technically sound and will operate as intended, if the preferred technology and the equipment it requires can be certified as safe for use in the National Airspace System, and whether it is cost effective for users and the agency.

Book excerpt: Pursuant to a congressional request, GAO reviewed the status of the Federal Aviation Administration's (FAA) plans for the transition of the Radio Communications Link (RCL) system, an integrated voice and radar data transmission system that is the largest of three components in the FAA program to replace and expand the existing Radar Microwave Link communication system, from analog to digital technology. GAO found that: (1) digital technology has advanced while analog technology has become obsolete, and cost differences between the two technologies for long-distance communications have narrowed, making digital technology more attractive from a cost viewpoint; (2) in August 1991, FAA began installing equipment on the RCL system to enable the transmission of digital data over digital communications lines, while maintaining its current analog-based RCL system; (3) several studies performed for FAA in 1988 and 1989 concluded that digital technology would be needed to meet future FAA air traffic control requirements, while offering performance improvements with reduced operating costs; (4) FAA decided to convert its system gradually because it wanted to realize a return of the substantial investment already made in analog technology, believed the analog RCL system would provide enough capacity to meet the communications work load through the end of the century, and wanted to further study when to convert to digital technology; and (5) to assist in the transition planning, FAA initiated two contractor studies to design a future digital communications architecture and determine when to fully change FAA interfacility communications system, including the RCL system, to digital technology.

Book excerpt: At the request of the House and Senate Appropriations Committees, Subcommittees on Transportation and Related Agencies, the General Accounting Office identified the Federal Aviation Administration's (FAA) communications resources. GAO's objectives were to (1) identify communications systems and ascertain their functions and costs, and (2) identify the agency's organizations that manage the operation and acquisition of communications resources. To accomplish these objectives, GAO gathered descriptive information on FAA communications services, supporting resources, and associated costs; FAA'S communications management and acquisition processes; and planned communications projects. Examined were key communications documents such as current and future telecommunications plans, the National Airspace System (NAS) Plan, budget submissions, contractor reports, and telecommunications management and operations studies. GAO met with FAA headquarters and regional officials responsible for communications requirements formulation, budgeting, acquisition, management, and operations to discuss their efforts in these areas. GAO also discussed communications planning efforts with Martin Marietta, the contractor responsible for NAS systems engineering and integration.?KAR) p. 11.
