Book excerpt: The last 20 years have challenged the Canadian farming community. The expansion of the 1970s, followed by the high debt, drought and trade wars of the 1980s, have shown clearly the vulnerability of the sector to changing markets, economic factors and weather. This document discusses the the strength of the Canadian agri-food industry, and reviews the agri-food policies and practices. It also examines the process of choosing a new vision, and proposes directions for a change.

The SDS aligns with the federal government's work thus far to develop a vision of a sustainable Canada, supports areas for sustainable development action, and describes horizontal action to cooperate with other departments on shared interests. The Department also commits to greening its own operations.

Book excerpt: In farming systems across Canada, effective risk management is necessary to deal with drought, flooding, and extreme weather, and to adapt to altered climate and weather conditions. Unfortunately, climate change risks and opportunities are not always well understood among researchers and policy makers in the Canadian agri-food sector. This book addresses that gap by providing a wide-ranging synopsis of what climate change means for Canadian agriculture, exploring different approaches to the topic, and presenting examples of current research. It covers all agricultural regions and a wide variety of commodity production and farming systems. This comprehensive survey synthesizes twenty years of research on climate change and Canadian agriculture.

Book excerpt: The strategy presented in this paper is intended to provide decision makers in the agriculture and agri-food sector with useful tools and information to help make the sector's environmental performance a factor that enhances its growth prospects rather than limits them. The strategy follows four directions: improving the capacity of decision makers to integrate environmental considerations in daily management on a proactive basis; promotion of stewardship and sustainable use of the environment and agricultural resource base; focusing of research, development, and technology transfer to address environmental challenges and foster sustainability in the sector; and encouragement of marketing and trade that promote environmental quality and sustainability. For each strategic direction, priorities for action are described. Includes glossary and a profile of Agriculture & Agri-Food Canada.

Book excerpt: This dissertation begins by providing an overview of Canadian agriculture policy during the first half of the twentieth century. It examines the origins of railway transportation subsidies, farm income subsidies, and the Canadian Wheat Board (CWB), policy instruments that became structural features of the agricultural industry on the prairies. It then analyzes the structural pressures that led governments to rethink these features beginning in the 1970s, and the demographic and political context in which farmer support for collective institutions was eroded and neoliberal farm groups came to influence public policy over the decades that followed. Subsequent chapters examine the way that the federal government attempted to reform farm income subsidies in the 1990s and 2000s, in order to adhere to newly established international trade rules, and the relative success of those efforts. Two chapters are then devoted to the political struggle between the neoliberal and collectivist coalitions (farm groups, opposition parties, and governments) over the future of the CWB's single desk. The second of these chapters focuses on the final political struggle that occurred once the Harper Conservatives won a majority government in 2011, and how the single desk was finally brought to an end. Two concluding chapters then examine the new politics that has emerged around issues pertaining to food security, food safety, and environmental sustainability in Canada, how these issues affect, but often fail to intersect with, the continuing debates about the future of Canadian farming. The dissertation ends by exploring ways that prairie farmers might make connections to these issues, and with the groups working on them, in order to ensure their involvement in the future of agri-food policy in Canada.

This book was released on 2008-09-06 with total page 393 pages. Available in PDF, EPUB and Kindle. Book excerpt: In recent decades, Canada's agricultural industry, one of the world's largest, has had to adjust to global trade developments such as the North American Free Trade Agreement (NAFTA) and the World Trade Organization. Internationalization and Canadian Agriculture examines the patterns of continuity and change in Canadian agricultural policy making in important areas like farm income support programs, prairie grain marketing, supply management, animal and food product safety, and the regulation of genetically modified crops and foods. Arguing that the effects of internationalization have been mediated by Canada's political institutional framework, Grace Skogstad demonstrates how the goals and strategies of authoritative political actors in Canada's federal and parliamentary systems have been decisive to policy developments. Skogstad details the interaction between agriculture and the political economy of Canada, shows how international and domestic trade shape Canadian agricultural policies, and argues that while agricultural programs have changed, the post-war state assistance agricultural paradigm has persisted. A thorough political analysis and history of late twentieth- and early twenty-first-century Canadian agricultural policy and policy-making, Internationalization of Canadian Agriculture is an important contribution to political economy and public policy.
