Among the items thus made available in English are his first surviving work, a middle school essay of 1912 in praise of Shang Yang; his very extensive "Classroom Notes" of late 1913 on the lectures of his most influential teachers, Yang Changji and "Yuan the Big Beard"; a dozen letters to his then close friend Xiao Zisheng (Siao-yu), who described a shared odyssey in "Mao-Tse-tung and I were Beggars"; his marginal annotations of 1918 to the German philosopher Friedrich Paulsen's work on ethics, in which Mao proclaimed himself a believer in "individualism" and an admirer of Nietzsche; and many important letters, articles, and other writings documenting his evolution from liberalism to anarchism and finally to Marxism in 1919-1920.

Em examines how the project of national sovereignty shaped the work of Korean historians and their representations of Korea's past. The goal of Korea attaining validity and equal standing among sovereign nations, Em shows, was foundational to modern Korean politics in that it served a pedagogical function for Japanese and Western imperialisms, as well as for Korean nationalism. Sovereignty thus functioned as police power and political power in shaping Korea's modernity, including anticolonial and postcolonial movements toward a radically democratic politics. Surveying historical works written over the course of the twentieth century, Em elucidates the influence of Christian missionaries, as well as the role that Japan's colonial policy played in determining the narrative framework for defining Korea's national past. In Personal Liberty and Public Good, Douglas Howland refutes this view, turning to the central text of liberalism in that era: John Stuart Mill's On Liberty. Howland offers absorbing analyses of the translations of the book into Japanese and Chinese, which at times reveal astonishing emendations. As with their political leaders, Mill's Japanese and Chinese translators feared individual liberty could undermine the public good and standards for public behaviour, and so introduced their own moral values - Christianity and Confucianism, respectively- into On Liberty, filtering its original meaning. Howland mirrors this mistrust of individual liberty in Asia with critiques of the work in England, which itself had trouble adopting liberalism. Personal Liberty and Public Good is a compelling addition to the corpus of writing on the work of John Stuart Mill. It will be of great interest to historians of political thought, liberalism, and translation, as well as scholars of East Asian studies.

The need to incorporate nature into politics was revealed by a series of large-scale industrial disasters in the 1890s. The Ashio Copper Mine unleashed massive amounts of copper, arsenic, mercury, and other pollutants into surrounding watersheds. Robert Stolz argues that by forcefully demonstrating the mutual penetration of humans and nature, industrial pollution biologically and politically compromised the autonomous liberal subject underlying the political philosophy of the modernizing Meiji state. In the following decades, socialism, anarchism, fascism, and Confucian benevolence and moral economy were marshaled in the search for new theories of a modern political subject and a social organization adequate to the environmental crisis.
