It is thus not surprising that the phenomenon was, for half a century, buried under a thick blanket of denial and traumatic memories, which this book is trying to finally remove.

Book excerpt: At the end of the nineteenth century, Southeastern Europe became a prime sending region of emigrants to overseas countries, in particular the United States. This massive movement of people ended in 1914 but remained consequential long thereafter, as emigration had created networks, memories, and attitudes that shaped social and political practices in Southeastern Europe long after the emigrants had left. This book’s main concern is to reconstruct the political and socioeconomic impact of emigration on Southeastern Europe. In contrast to migration studies’ traditional focus on immigration, this book concentrates on the sending countries. The author provides a comparative analysis of the socioeconomic causes and consequences of emigration and argues that migrant networks and emulation effects were crucial for the persistence of migration inclinations. It also brings the state back in the emigration story and discusses political responses towards emigration by governments in the region before 1914. Emigration policy became closely aligned with nation-building and social engineering. These stances continued even after emigration had subsided: interwar Yugoslavia, which is studied in detail, tried to create a Yugoslav “diaspora” in America by turning emigrants from its territory into expatriate citizens. Hence, a nationalizing state exploited transnational linkages. The book closes with the emigration policies of communist Yugoslavia until the early 1960s,when experiments and experiences of the government were crucial for its eventual decision to liberalize labor migration to the West (the only communist government to do so). A paramount reason for this was the fact that emigrants, both as a place of memory and a source of remittances, continued to be significant. This book therefore presents emigration as a complex social phenomenon that requires a multifaceted historical approach in order to reveal the effects of migration on different temporal and spatial scales.

First, it documents developments over the past five decades in EMs and uses a cluster analysis to better understand convergence and the investment-growth nexus. Second, it looks at the performance of EMs since 2000 and develops a taxonomy to classify countries according to their factor endowments as well as their real and financial external linkages. The taxonomy offers insights on growth dynamics pre and post the global financial crisis. Results highlight the high degree of heterogeneity in EMs and the need for more granular and targeted near and long-term policy advice.

This contradicts the popular belief of many experts in the 1970s that revolutions occurred mainly in monarchies and empires. Instead, the revolutions of this century have several new characteristics, which call for a renewed analysis of the subject. This handbook offers a comparative perspective on the new wave of revolutions of the last decade. Presenting case studies on the color revolutions, the Arab revolutions of 2010–2011, and the global wave of revolutions in 2013–2018 that spanned regions ranging from Africa to the Caucasus, it offers a better understanding of the varied forms, features, and historical backgrounds of revolutions, as well as their causes. Accordingly, it highlights recent revolutions in their historical and world-systems contexts. The handbook is divided into seven parts, the first of which examines the history of views on revolution and important aspects of the theory of revolution. The second part analyzes revolutions within long-term historical trends and in their world-system contexts. In turn, the third part explores specific major revolutionary waves in history. The fourth part analyzes the first revolutionary wave of the 21st century (2000–2009), the so-called color revolutions, while the fifth discusses the second wave – the Arab Spring (2010–2013) – as an important turning point. The sixth part is dedicated to analyzing revolutions and revolutionary movements beyond the Arab Spring and some revolutionary events from the third wave that began in 2018. The seventh and final part offers forecasts on the future of revolutions. Given its scope, the book will appeal to scholars and students from various disciplines interested in historical trends, sociopolitical change, contentious politics, social movements, and revolutionary processes involving both nonviolent campaigns and political violence. Slovenia punches above its weight as it influences decision-making in multilateral organisations in line with its priorities, notably on water and gender. Partners value its strong support to the Western Balkans, anchored in its European Union accession experience, as well as its support to demining efforts around the world. This peer review provides a set of recommendations to focus its approach, ensure cross-government co-ordination, match financial and human resources to ambitions, and build stronger relationships with partners.
