The question arises whether demographic change will constrain the capacity of aging states like Germany to conduct foreign policy and pursue their national security interests. Since contemporary military operations still display a strong human element, particular scrutiny is given to the empirical analysis of the determinants of military propensity and military service among youth. An additional human capital projection until 2030 illustrates how the decline in the youth population will interact with trends in educational attainment and adolescent health to further complicate military recruitment in the future. A concluding review of recruiting practices in other NATO countries provides insight in best-practice policy options to reduce the military’s sensitivity to demographic change. Following this approach, the book gives prominence to a topic that has thus far been under-represented in the greater discussion of demographic change today, namely the demographic impact on international affairs and strategic calculations.

Drawing on a wide range of sources, Conway describes how Western Europe's postwar democratic order was built by elite, intellectual, and popular forces. Much more than the consequence of the defeat of fascism and the rejection of Communism, this democratic order rested on universal male and female suffrage, but also on new forms of state authority and new political forces—primarily Christian and social democratic—that espoused democratic values. Above all, it gained the support of the people, for whom democracy provided a new model of citizenship that reflected the aspirations of a more prosperous society. This democratic order did not, however, endure. Its hierarchies of class, gender, and race, which initially gave it its strength, as well as the strains of decolonization and social change, led to an explosion of demands for greater democratic freedoms in the 1960s, and to the much more contested democratic politics of Europe in the late twentieth century. Western Europe's Democratic Age is a compelling history that sheds new light not only on the past of European democracy but also on the unresolved question of its future.

Its adherents lack a clear rationale for their policies. Yet a justification for social democracy is implicit in the United Nations Covenants on Human Rights, ratified by most of the worlds countries. The covenants commit all nations to guarantee that their citizens shall enjoy the traditional formal rights; but they likewise pledge governments to make those rights meaningful in the real world by providing social security and cultural recognition to every person. This new book provides a systematic defence of social democracy for our contemporary global age. The authors argue that the claims to legitimation implicit in democratic theory can be honored only by social democracy; libertarian democracies are defective in failing to protect their citizens adequately against social, economic, and environmental risks that only collective action can obviate. Ultimately, social democracy provides both a fairer and more stable social order. But can social democracy survive in a world characterized by pervasive processes of globalization? This book asserts that globalization need not undermine social democracy if it is harnessed by international associations and leavened by principles of cultural respect, toleration, and enlightenment. The structures of social democracy must, in short, be adapted to the exigencies of globalization, as has already occurred in countries with the most successful social-democratic practices.
