It was with Guesde that Karl Marx drafted the world’s first Marxist program, and Guesde who aroused the enthusiasm of countless worker-militants who saw him as their most important leader. Jules Guesde represents the first book-length study of the French socialist leader translated into the English language. For the radical Left today, Guesde is often considered a dogmatist who supported the Union sacrée during World War I and rejected the Bolshevik revolution; for the governmental Left, he embodies an intransigent ideologue who held back the modernization of the French Left. The theme provided an organizing principle for Roger Kaplan's analysis of the evolution of the French left in the wake of events for which it was politically and intellectually unprepared. Kaplan provides a basis for understanding the performance of a French socialist regime in power, one more uncertain of its mission than at any other time in its history. The paradox of French radicalism is that when it was out of office, it was quite certain about its mission. When it attained power, it lost its sense of mission, and hence its confidence as to the proper uses of power. "Conservative Socialism" for Kaplan is not simply an invention of the Mitterand Era, but an ideology rooted in French history. Unwilling or unable to embrace the social democratic idea of the "third way," French socialism became a force to conserve particularism in French culture and nationalism in its foreign policies. While socialism had long become a force to inhibit the rise of capitalism and freedom in France, the decline of its radicalism was inevitable. In France, the Left has abandoned the idea of radicalism so as to exercise power. For the first time in the Fifth Republic, a socialist had become head of state. The new prime minister Pierre Mauroy formed a ministry that consisted mainly of socialists. Their power was enormous after winning clearly the majority in the National Assembly one month after the presidential elections, reducing both the communists and the conservatives by half. Mitterrand formed a coalition of socialist and communist parties whose goal was to redistribute power between state and society and within society itself. This paper’s purpose is to assess the achievements and the drawbacks of the socialist experiment launched by Mitterrand in 1981. It proceeds in a chronological order; thus the first part is dedicated to Keynesian redistribution and its limits in 1981-82, the second will deal with austerity measures implemented from 1982-84, the third addresses Fabius’ modernization efforts from 1984-86, and the fourth will cover the 1986-88 cohabitation period. The fifth part will be devoted to the relationship between state and society under Mitterrand. Finally, some concluding remarks will finish the paper in the sixth part.

In the first decades after World War II, many newly independent Asian and African countries and established Latin American states pursued a socialist development model. Jeremy Friedman traces the socialist experiment over forty years through the experience of five countries: Indonesia, Chile, Tanzania, Angola, and Iran. These states sought paths to socialism without formal adherence to the Soviet bloc or the programs that Soviets, East Germans, Cubans, Chinese, and other outsiders tried to promote. Instead, they attempted to forge new models of socialist development through their own trial and error, together with the help of existing socialist countries, demonstrating the flexibility and adaptability of socialism. All five countries would become Cold War battlegrounds and regional models, as new policies in one shaped evolving conceptions of development in another. Lessons from the collapse of democracy in Indonesia were later applied in Chile, just as the challenge of political Islam in Indonesia informed the policies of the left in Iran. Efforts to build agrarian economies in West Africa influenced TanzaniaÕs approach to socialism, which in turn influenced the trajectory of the Angolan model. Ripe for Revolution shows socialism as more adaptable and pragmatic than often supposed. When we view it through the prism of a Stalinist orthodoxy, we miss its real effects and legacies, both good and bad. To understand how socialism succeeds and fails, and to grasp its evolution and potential horizons, we must do more than read manifestos. We must attend to history.
