Book excerpt: Since 1989, French defense and security policy has been undercut by changes in the external environment and domestic pressures to deal with the challenge of economic modernization. The Soviet revolution of 1989, the reunification of Germany, the collapse of the Soviet Union, and the experience of coalition warfare during the Gulf War-all have challenged the assumptions and realities underlying the Gaullist synthesis. Above all, the French position on security independence has been put into question. The main hope has been for a European Alliance to supplant the American one over time in the face of a gradual process of change within Europe but change has not been gradual within Europe. The European Union is challenged by discontent within Western Europe. A new Central Europe has emerged that has yet to find its place in European or global politics. A new Russia is emergent in which nationalism is defining an assertive role for the Russians within Europe, but at the same time the economic weakness of Russia limits its ability to play such a role.

Book excerpt: A historic opportunity without precedent is gradually becoming reality in the 21st Century with the chance taken to pave the way in the period 1990-2000 towards the organisation of defence in Europe. The corresponding conditions have been brought about by concrete steps taken at the Masstricht, Amsterdam, Cologne, Helsinki, and Nice European Council meetings. In the end, the EU/WEU is developing into an 'equal' partner to the US by assuming greater responsibility in the security and defence sphere. The French and German bilateral relationship - which is the driving force behind every European integration process - is the historical force behind this development of the ultimate desire to reach a robust European 'Pillar of Defence' through reconfiguration of the transatlantic relationship. This book provides the first comprehensive and up-to-date analysis of German and French approaches to the European 'Pillar of Defence' from the view of 'Europeanisation' emanating from the process of integration.

Book excerpt: This title was first published in 2000: This study bridges the gap in the otherwise rich literature on European security through its analysis of past and present efforts at military integration. Previous works have concentrated on the transatlantic relationship or the intra-European dimension of the effort to create autonomous defense capabilities or even on the ramifications of the changed defense market. Evolution and Devolution combines these themes and subjects. The work integrates these topics against the backdrop of the current scholarly debate over international relations by examining the changing nature of sovereignty and the evolution of the nation state. In the end, the course toward more integration and yet continued participation of the U.S., is shown to be the optimum course for EU member states in light of the security threats and constraints facing national governments.

Book excerpt: National planning for the expeditious recovery and expansion of essential industrial production facilities is often geared only to largescale declared emergencies. Under the worst scenario of a global war, all necessary authorities and funding are assumed to be available. But more often, lesser emergencies require responses without the broad powers and commitment associated with a declared national emergency. A real emergency can provide insight into the appropriateness of planned management approaches and the adequacy of available authorities. This account of two actual emergencies provides lessons on how statutory procedures could be improved, regulations clarified, the government data base expanded, and steps taken to speed up the process to be followed in the event of other crises. In May 1988, the United States lost half of its capacity to produce ammonium perchlorate when explosions and fire destroyed one of the two producing plants. Ammonium perchlorate is the oxidizer essential to solid-fuel rocket motors. Here, without question, was an excellent test case. Existing ammonium perchlorate had to be carefully allocated and additional production capacity was needed; numerous ongoing production programs for both strategic and conventional systems needed the product, and some would be curtailed if sufficient ammonium perchlorate was not available. This paper documents the government's actions and decision-making process in dealing with various legal and administrative hurdles in both restoring the capacity and allocating available ammonium perchlorate.

Book excerpt: When political observers talk European security, they invariably refer to the challenges Western Europe faces on its peripheries, rarely imagining that the greatest dangers to the new Europe may come from within. Without necessarily suggesting a worst case ending, this study argues that there is indeed a series of crises converging on post Cold War Europe that threaten its stability and need to be addressed by European policy makers and taken into account by Americans. Areas of discussion include the welfare state in transition, crisis of the political system, the decline of the nation-state, and prospects for the future.

Weighing the fate of an alliance poised for renewal or decline, the contributors offer informed analysis and discussion of an organization that has changed profoundly over the past five years and continues to evolve in the face of an uncertain global environment.

Available in PDF, EPUB and Kindle. Book excerpt: On June 1, 1996, the last strategic missiles were shipped from Ukraine to Russia, bringing to an end a contentious issue that had marred the early stages of U.S.-Ukraine relations. In welcoming this development, President Clinton stated, "I applaud the Ukrainian government for its historic contribution in reducing the nuclear ... We remain committed to supporting Ukraine through its ambitious and far-sighted reforms and to working with Ukraine and our European partners to promote Ukraine's integration into the European community." Elimination of Ukraine's strategic warheads was a goal that had spanned two U.S. administrations and that had been at the center of Western concerns. There were many obstacles that had to be overcome on all sides. Through a combination of diplomacy and cajolling, Ukraine had undertaken a final ratification of the START Treaty in February 1994, and acceded to the Nuclear Non-Proliferation Treaty in November 1994. And in January 1994, in the Trilateral agreement, the United States, Ukraine, and Russia laid the foundation for the elimination of the warheads that was completed in 1996 and that led to President Clinton's positive assessment. This study examines the early history of U.S.-Ukraine relations over the nuclear weapons issue. It presents both the history of a 2-year period, 1992-1994, and posits a number of explanations as to why things developed the way they did. The goal is to establish a framework of this important period from which scholars can further proceed.

Perry testified before the House International Relations and National Security committees on the commitment of U.S. ground forces to the Former Yugoslavia. The commitment, crafted in Dayton, Ohio, had been avoided for some 4 years. Perry carefully discussed the mission, rules of engagement, and exit strategy for U.S. forces. Perry explained the rationale for the deployment an opportunity to end the bloody conflict, further American interests in the region, and prevent the spread of the war to neighboring nations. He clearly defined the mission of the Implementation Force (IFOR) as "to oversee and enforce implementation of the military aspects of the peace agreement."
