The rate of change has been significant, with the size of Paris as a financial centre growing significantly faster than New York, Frankfurt, and even London and Tokyo. The modernisation that has been undertaken, which is responsible for this growth, has affected all aspects of the French financial markets; particularly, the status of the players and the institutional regime, and also the financial instruments and back-office tools. This book is essential reading for anyone dealing with this increasingly important European financial centre.

Book excerpt: Excerpt from The Paris Bourse and French Finance: With Reference to Organized Speculation in New York This study grew out of the difficulty of the writer in find ing anywhere in print or in the words of financial practi tioners a clear account either of the relations between the banks and the stock exchanges, or of the somewhat compli cated methods employed by the latter in handling their enormous and highly significant business of speculation. Parts Of four years' graduate study in Economics in the Universities of Indiana, Illinois, Pennsylvania and Columbia were devoted to this problem, and later, two years with an international banking firm in New York gave an Opportun ity for direct Observation. Book excerpt: This Financial System Stability Assessment paper on France provides summary of an assessment of the financial system. Dominated by internationally active financial conglomerates, the French financial system has made important progress since the last financial stability assessment program (FSAP). In order to address a build-up of systemic risks, the authorities have proactively used macroprudential measures and public communication. The government is pursuing a strategy to prepare Paris as a key financial hub, including by promoting crypto-assets, fintech, green finance, and market entry. Banking and insurance business lines, and the corporate sector, carry important financial vulnerabilities that need close attention. The FSAP thus has recommended augmenting policy tools to contain vulnerabilities and continue to act pre-emptively if systemic risks intensify. In order to mitigate intensification of corporate—and potentially household—vulnerabilities, the FSAP proposed: active engagement with the European Central Bank on the possible use of bank-specific measures; considering fiscal measures to incentivize corporates to finance through equity rather than debt; and a sectoral systemic risk buffer.

Available in PDF, EPUB and Kindle. Book excerpt: From the author of How Paris Became Paris, a sweeping history of high finance, the origins of high fashion, and a pair of star-crossed lovers in 18th-century France. Paris, 1719. The stock market is surging and the world's first millionaires are buying everything in sight. Against this backdrop, two families, the Magoulets and the Chevrots, rose to prominence only to plummet in the first stock market crash. One family built its name on the burgeoning financial industry, the other as master embroiderers for Queen Marie-Thérèse and her husband, King Louis XIV. Both patriarchs were ruthless money-mongers, determined to strike it rich by arranging marriages for their children. But in a Shakespearean twist, two of their children fell in love. To remain together, Louise Magoulet and Louis Chevrot fought their fathers' rage and abuse. A real-life heroine, Louise took on Magoulet, Chevrot, the police, an army regiment, and the French Indies Company to stay with the man she loved. Following these families from 1600 until the Revolution of 1789, Joan DeJean recreates the larger-than-life personalities of Versailles, where displaying wealth was a power game; the sordid cells of the Bastille; the Louisiana territory, where Frenchwomen were forcibly sent to marry colonists; and the legendary "Wall Street of Paris," Rue Quincampoix, a world of high finance uncannily similar to what we know now. The Queen's Embroiderer is both a story of star-crossed love in the most beautiful city in the world and a cautionary tale of greed and the dangerous lure of windfall profits. And every bit of it is true.

Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from French Public Finance: In the Great War and to-Day, With Chapters on Banking and Currency We publish this book knowing that every effort has been made to have the statements and figures contained in it accurate. The principal sources of information are listed at the back of the book. All of the statistical data used in the preparation of the tables has been obtained from official sources. The book was submitted in proof form, in whole or in part, to many distinguished financial and economic authorities in France, who gave the proofs critical reading, checked some of the tables, and contributed valuable assistance. This has enabled us to make in this volume the first complete comparative statement to be published of the public finance statistics of France for each of the years which have elapsed since the beginning of the war in 1914. Desiring to relieve these authorities from any implication of responsibility that the specific mention of their names might entail, we content ourselves with expressing generally our thanks for their help, corrections and suggestions. We will feel that we were justified in asking for the critical assistance which these distinguished French authorities have given so carefully, and that our purpose in publishing this book had been achieved, should it contribute to a more sympathetic understanding in this country of the financial problems that France had to solve during the war, and of the integrity, courage and resourcefulness with which she is meeting her problems of today.
