Januar 2006 seinen siebzigsten Geburtstag feierte. In Jena geboren und dort zur Schule gegangen, hat Bodo Gemper den Übergang vom Dritten Reich zum Sozialismus in der SBZ/DDR und den Aufstand am 17. Juni 1953 erlebt. Den realen Sozialismus lernte er kennen, als er während des Studiums der Nationalökonomie zur Bewährung in die Produktion geschickt wurde. Er beschloß daraufhin, in die Bundesrepublik Deutschland zu flüchten. Hier schätzte er zunehmend nicht nur die Werte der Freiheit und der von Erhard durchgesetzten Sozialen Marktwirtschaft - seit 1972/73 vermittelte er als Hochschullehrer an der Universität Siegen Generationen von Studentinnen und Studenten die Grenzen der Freiheit und die Grenzen der Bindung der Wirtschaft. Als Ordnungspolitiker verwies Bodo Gemper immer wieder auf die von Erhard realisierte Soziale Marktwirtschaft als Leitbild. Seine Kollegen der Universität Siegen und seine Freunde widmen ihm diese Festschrift. Sie erläutern und diskutieren verschiedene Facetten der Freiheit und der Bindung - oder der Verantwortung im Sinne Ludwig Erhards. This book on the economic reconstruction of post-war West Germany traces the development of economic and socio-political ideas, and their gradual absorption by mainstream politicians, officials and the general public during the period of transition between 1945 and 1949. In the aftermath of World War II, several German think-tanks, political parties and individuals gave impulse to and then shaped the development of a viable socio-political and economic model between the extremes of laissez-faire capitalism and the collectivist planned economy. In their endeavours to bring into effect their particular economic ideas - often diametrically opposed to one another - the parties of left and right stimulated not only academic and political debate, but also public debate about the political and economic reconstruction of occupied post-war Germany. While all the various neo-liberal approaches assigned to the people sovereign and decisive status in the institutional economic order, and recognised the interdependence of politics, economics and the public, one particular school of economic thought outpaced the others in communicating a model of coordinated economic and social policy, namely the Social Market Economy. Christian Glossner here investigates whether or not it was primarily the subtlety of the political campaign for this model that led to its implementation by the then Economic Council and eventual validation by the German electorate. The programmes published by the principal academic and political groups of the time and the practical day-to-day decisions of the first parliament in post-war Germany are analysed with reference to popular preferences. By examining both the formative involvement of German parties in post-war reconstruction and the role of the public during the process of economic liberalisation, this book provides explanations for why the Social Market Economy prevailed as the socio-political and economic model for the Federal Republic of Germany. It will be of interest to scholars of German, economic and twentieth-century history.

The project was begun in 1934, and resulted a decade later in this volume, arguably the most important work in comparative and historical economics to emerge in the World War Two period. Indeed, Brady's theorems such as the bureaucratic authoritarian model of development, became a touchstone for the study of Third World economies.Brady saw the direction of business moving in a variety of directions: from the totalitarian model set by fascism with its highly centralized approach to special interests, profit making and policy made in the interests of those who rule; and the alternative democratic model set by the democracies of the West, which expound the latitude of direct public participation in decision-making and social organization of the economy as a whole. Brady does not indulge in cheap conspiracy theory. Rather he sees the business classes worldwide as possessing a collective mind, but not a collective will. In this setting the business civilization itself is at stake.The volume offers a fascinating study of German Nazism, Italian fascism and Japanese militarism as a series of policies rather than historical inevitabilities. But the work is also a foreboding and a warning to democratic varieties of capitalism. As business becomes increasingly global in character, unbound by national interests or democratic aims, it also becomes more rational in its own terms. Its drive for maximizing profits with scant regard to what may be less cost effective, but more open to popular control or participation, becomes transparent. Brady provides a remarkably prescient, albeit controversial, study of trends in Western democracy and big business. Robert S.
