Was bedeutet Freiheit? Wie kann sie erreicht werden? In welchem Maß ist sie gewährbar? Wie muss sie gegebenenfalls eingeschränkt werden? Dies sind Fragen, die beschäftigen, wenn man sich mit der Freiheit im politischen Sinne beschäftigt. Es soll hier darum gehen, Freiheit aus dem Blickwinkel der Politik zu betrachten. Genauer gesagt: Welchen Einfluss und welchen Gestaltungsspielraum hat die Politik auf die Freiheit der Menschen und welche Überlegungen stehen dahinter? Der anfangs wiedergegebene Satz von Matthias Claudius sagt, dass Freiheit mit der Nichtschädigung Dritter zusammenhängt. Dies soll den Schwerpunkt bilden: In welchem Maße ist Freiheitseinschränkung sinnvoll, möglich und notwendig, um eventuell gewisse Freiheiten für jedermann zu garantieren? Eine Freiheit ohne ihre gleichzeitige Begrenzung kann nicht existieren, da eine absolute Freiheit sich selbst ad absurdum führen würde.
