Available in PDF, EPUB and Kindle. Book excerpt: Over the course of his professional life, John Maynard Keynes altered his views from free trade in the classical tradition to restricted foreign trade, and ultimately, at the end of his career, back to his original position. There is no general agreement among economists as to whether Keynes ended his career in the camp of the free traders or aligned himself with the protectionists. John Maynard Keynes: Free Trader or Protectionist? seeks an answer to this question by analyzing Keynes’ own views on this issue, as stated in his major publications, letters, speeches, testimony before government bodies, newspaper articles, participation in conferences, and other sources. Through this detailed review of what Keynes himself had to say on the issue as opposed to what others have alleged, this book strives to make a significant contribution to the resolution of this issue.

Available in PDF, EPUB and Kindle. Book excerpt: How did the rich countries really become rich? In this provocative study, Ha-Joon Chang examines the great pressure on developing countries from the developed world to adopt certain 'good policies' and 'good institutions', seen today as necessary for economic development. His conclusions are compelling and disturbing: that developed countries are attempting to 'kick away the ladder' with which they have climbed to the top, thereby preventing developing countries from adopting policies and institutions that they themselves have used.

Available in PDF, EPUB and Kindle. Book excerpt: Free trade, indeed economic globalization generally, is under siege. The conventional arguments for protectionism have been discredited but not banished. And free trade faces strong new challenges from a variety of groups, including environmentalists and human rights activists as well as traditional lobbies who wrap their agendas in the language of justice and rights. These groups, claiming a general interest and denouncing free trade as a special interest of corporations and other capitalist forces, have organized large and vocal protests in Seattle, Prague, and elsewhere. Based on his acclaimed Stockholm lectures and picking up where his widely influential Protectionism left off, Jagdish Bhagwati applies critical insights from revolutionary developments in commercial policy theory--many his own--to show how the pursuit of social and environmental agendas can be creatively reconciled with the pursuit of free trade. Indeed, he argues that free trade, by raising living standards, can serve these agendas far better than can a descent into trade sanctions and restrictions. After settling the score in favor of free trade, Professor Bhagwati considers alternative ways in which it can be pursued. Chiefly, he argues in support of multilateralism and advances a withering critique of recent bilateral and regional free trade agreements (including NAFTA) as preferential arrangements that introduce growing chaos into the world trading system. He also makes a strong case for "going it alone" on the road to trade liberalization and endorses the reemergence of unilateral liberalization at points around the globe. Forcefully, elegantly, and clearly written for the public by one of the foremost economic thinkers of our day, this volume is not merely accessible but essential reading for anyone interested in economic policy or in the world economy.

Available in PDF, EPUB and Kindle. Book excerpt: The global financial crisis of 2008/9 is the Great Depression of the 21st century. For many though, the similarities stop at the Wall Street Crash as the current generation of policymakers have acted quickly to avoid the mistakes of the past. Yet the global crisis has made room for mistakes all of its own. While governments have apparently kept to their word on refraining from protectionist measures in the style of 1930s tariffs, there has been a disturbing rise in "murky protectionism." Seemingly benign, these crisis-linked policies are twisted to favour domestic firms, workers and investors. This book, first published as an eBook on VoxEU.org in March 2009, brings together leading trade policy practitioners and experts - including Australian Trade Minister Simon Crean and former Mexican President Ernesto Zedillo. Initially its aim was to advise policymakers heading in to the G20 meeting in London, but since the threat of murky protectionism persists, so too do their warnings.

Due to the various political barriers surrounding other countries, the future of world trade has become uncertain. Understanding these barriers and their implications is imperative to implementing successful foreign trade policies. International Trade Policies in the Era of Globalization provides relevant theoretical frameworks and the latest empirical research findings on international trade and improves the understanding of the strategic role of trade policies and their importance in the global economy. The content within this publication contains reports on global trade, trade wars, and foreign policy. This research is designed for policymakers, government officials, economists, business professionals, researchers, and international business students.

Book excerpt: Given the widely-accepted premise that free trade is the best means of maximising overall societal welfare, why has it proven so difficult to achieve in certain industries? This book tackles arguably the most perennial and deep-rooted of all questions in political economy, and questions the incumbent orthodox liberal theories of collective action. Using a historical institutionalist framework to explore and explain the political economy of trade protectionism and liberalization, this book is based on detailed case studies of the textiles and clothing sector in the EU, United States, China, Caribbean Basin and sub-Saharan Africa. From this, the book expands to discuss the origins of trade protectionism and examine the wider political effects of liberalization, offering an explanation of why a successful conclusion to the WTO ‘Doha’ round has proven to be so elusive. The book argues that the regulation of global trade - and the economic consequences that this has for both developed and developing countries - has been the result of the particular way in which trade preferences are mediated through political institutions. The Global Political Economy of Trade Protectionism and Liberalization will be of interest to those studying and researching international and comparative political economy, developing area studies, economics, law and geography.

Book excerpt: Foreign (or international) trade has been an important part of countries' economies and their economic policies since the period of mercantilism. Section 1 outlines the principal features of mercantilism, particularly those relating to foreign trade, and the opposing arguments it engendered in favour of free trade or protectionism. Section 2 focuses on the Corn Laws that prevented free trade in wheat and other grains in Britain in the early nineteenth century, and describes their eventual repeal. Section 3 examines the welfare implications of free trade according to the classical and neoclassical schools of thought. Section 4 considers monopoly power in trade and the protectionist policy that it inspires. Section 5 evaluates the infant industry argument for protection. Section 6 highlights the role of non-economic objectives and the way they can modify the choice between free trade and protectionism. Section 7 examines the debate between the advocates of unilateralism and reciprocity in trade liberalization and the role of the General Agreement on Tariffs and Trade after World War Two (until it was superseded by the World Trade Organization in 1995). Section 8 concludes.
