Book excerpt: Excerpt from Foxy Government: Or, Fallacies of the Des Moines Plan A preface to a book is like a man introducing himself - an awkward and generally a useless piece of business. A prologue to a promised epic might serve the purpose of an advertisement, but in this instance would be distasteful. The writer is not seeking notoriety; he is no defeated office-seeker nor aspirant for any political office, and writes from a sense of duty only, that the unwary may evade the man pitfalls in that form of municipal government known as the Des Moines plan. Our thought today is hurry and short cuts. We think initiative, recall, referendum and commission government is what we want. Novelty and changes are expected and we want them right now with no thought of the dangers inherent in them. Our consideration of modes and means are hasty and erratic. We announce immediate cures for the body politic and the public jumps at the panacea. The result is mistake after mistake, all of them costly. No attempt is made to cover the field strewn with blunders, failures and political chicanery where this new government has been set in motion: only brief mention has been made with the hope that what has been humbly said may throw a small ray of light on this prodigy, and that such information will meet with a reception at the hands of the public, sufficient to arouse the people to a realization of what foisting upon them such government means. In what has been said nothing is intended to harm or wound the feelings of any city official or other person. It is the sophistry of this style of government and the pernicious methods its operation permits to which attention is directed. Whatever visionary speculations are advanced by advocates of commission government, there is nothing to verify the predictions. Wherever the scheme is in operation there is found instead of political freedom, aristocracy and the very climax of boss rule. If but a small portion of American citizens about to become disfranchised by this plan of government; who delegate their brains to the keeping of three incompetents, and who are willing to be taxed without a voice in conducting the affairs of their city will peruse this brief synopsis of the so-called Des loines Plan, it will be ample appreciation for the effort undertaken. Book excerpt: Although the commission government movement is often treated by historians as an element of the reform surge of the Progressive Era, this is the first full-scale study of the origins, spread, and decline of the commission idea. Commission government originated in Galveston, Texas, where business leaders conceived the plan as a temporary measure to speed recovery from the great hurricane of 1900. Other cities in Texas and across the nation soon followed; by 1920, about 500 municipalities had adopted the plan in which elected representatives serve as heads of city departments and, collectively, as a policy-making body. Beginning with Galveston and Houston and Des Moines, Iowa, Bradley Robert Rice presents detailed case studies of the earliest commission cities and shows how the plan was developed and modified to suit each community’s needs. He goes on to chronicle the adoption of the commission plan by other cities across the country that strove for “businesslike efficiency” as a reaction against corruption and machine politics in urban government. Most commission charters included a wide-ranging package of municipal reforms, such as the short ballot, at-large representation, nonpartisanship, civil service, and direct legislation. Yet Rice shows that the commission plan generally offered little in the way of social reform to accompany its reorganization of municipal government. Applying a model of innovation diffusion, the author analyzes how and why the new form of city government spread across Progressive Era America. He also thoroughly explores the relationship between the commission plan and other Progressive Era reforms and reports on the reasons for its decline from both a social and a practical perspective. Progressive Cities is described by Professor Bruce M. Stave, editor of the Journal of Urban History, as “a sound piece of work which should make a useful and worthwhile contribution to the existing scholarship on urban reform and should appeal to an audience which cuts across disciplines: history, political science, urban studies and urban planning.”
