Book excerpt: Sir Keith Hancock makes a four-pronged reconnaissance of international relations and, consequently, the prospects of human survival. He begins by discussing total war and 'small wars' and considers the relevance of this discussion, particularly in its economic aspects, to 'the cold war' and its costs. Sir Keith then turns to treaty-making, and in particular to Smuts's experience at Vereeniging in 1902 and Paris in 1919; he concludes that it is impossible to make a satisfactory peace settlement in the aftermath of total war, but that there are better prospects for negotiations during the 'cold war'. He goes on to examine Gandhian non-violence, particularly its origins in the Gandhi-Smuts conflict. He outlines the limitations of Gandhi's techniques and suggests that although they were successful against Smuts and Halifax, they would not necessarily have succeeded against Hitler and Stalin: for non-violence is not a substitute for military readiness. In his final section, Sir Keith surveys the developing international community and considers the present-day world in the perspective of history.

Over the next four years people around the world will struggle to avoid the politicised public narratives of these remembrances. Nationalistic sentiment is no less palpable today than imperial sentiment was a century ago. Its opponents are still there too. Among the countless commemorative activities that will occur, there are innumerable counter narratives. Although they are compelling in their telling of oppositional stories, they have yet to capture the imagination of the dominant storytellers of our generation. Mainstream media, governments, and politicians of all persuasions, remain a captive of “soft jingoism”, and the myth making of Geoffrey Serle’s “fire-eating generals”. In such a view, war remains a lamentable, but necessary evil. The true costs of war are absorbed only partially. Given the destabilisation of much of the globe, and the increasing militarisation of domestic politics by Western governments, it is unsurprising that a widespread movement for peace is momentarily lost. But history provides hope. By looking back we can see the ebb and flow of peace movements, and the lessons here are instructive. The present commemorative phase provides historians with a license to tell the stories that underscore the feeble fabric of nationalistic hubris – ones that seek to analyse and understand the human condition rather than simply commemorate it. Tales of national re-birth are but one facet of war, complicated by a much richer, dirtier, and more nuanced reality. This reality challenges the necessity of war, and allows us to empathise with war’s victims, elucidate oppositional tactics, and provide explanations for the difficulties in sustaining a pacifist approach in the midst of war. Owen IV attributes this peculiar restraint to a synergy between liberal ideology and the institutions that exist within these states. Liberal elites identify their interests with those of their counterparts in foreign states, Owen contends. Free discussion and regular competitive elections allow the agitations of the elites in liberal democracies to shape foreign policy, especially during crises, by influencing governmental decision makers. Several previous analysts have offered theories to explain liberal peace, but they have not examined the state. This book explores the chain of events linking peace with democracies. Owen emphasizes that peace is constructed by democratic ideas, and should be understood as a strong tendency built upon historically contingent perceptions and institutions. He tests his theory against ten cases drawn from over a century of U.S. diplomatic history, beginning with the Jay Treaty in 1794 and ending with the Spanish-American War in 1898. A world full of liberal democracies would not necessarily be peaceful. Were illiberal states to disappear, Owen asserts, liberal states would have difficulty identifying one another, and would have less reason to remain at peace.
