Book excerpt: The fourth volume in the popular series 'Essays on the Political Economy of Urban Form', 'Reform!' argues that sometimes the most effective path to meaningful change is to work within existing institutions and slowly, surely, push for it. This is all the more relevant for architecture, which by definition is entrenched in larger social, economic, and political contexts. Architecture’s captivity to external interests should not be seen as a weakness, but rather as a unique opportunity to change things up. Edited by Marc Angélil and Sarah Nichols, the book collects four essays debating reform in topics as diverse as urban planning policy in Mumbai, troubling city fabrics in Detroit, the failings of municipal housing in Diyarbakir (Turkey), and building processes in Tirana (Albania).

In four essays, it raises the question of whether domestic institutions help explain if countries join international agreements, and in case they do, what type of international organization they join. The book examines how specific democratic design elements channel and mediate domestic demands directed at politicians, and how under certain circumstances entering international agreements helps politicians navigate these demands to their benefit. The volume also distinguishes between different types of international instruments with a varying expected constraining effect upon member states, and empirically tests if this matters for incentives to join. The volume addresses scholars, students, and practitioners interested in a better understanding of how the shape of domestic institutions affects politicians’ incentives to enter into binding international agreements.

Book excerpt: This research aims to study the relationship between economic performance, economic reforms, corruption, ethnic diversity and business environment. In chapter two, meta-analysis and meta-regression analysis methods are applied to study the relationship between economic growth and corruption. This shows that despite severe publication bias, there seems to be a genuine negative effect of corruption on growth. This impact is systematically affected by whether the authors are academics and whether the study controls for endogeneity and heterogeneity. As for mechanisms, the findings show that corruption significantly undermines the positive influence of institutions and trade openness on economic growth. Chapter three investigates the effect of dynamic ethnic diversity as endogenous variable on economic growth in the transition context. For this purpose, a unique data set is constructed based mostly on primary data (national censuses). Once diversity is instrumented; it shows a significant negative impact on economic growth which is robust to different specifications, polarization measures, econometric estimators, as well as to the use of an index of ethnic-religious-linguistic fractionalization. Chapter four provides evidence of the role of economic reforms on economic performance in developing countries measured by economic growth and industrial growth. This research focuses on, and constructs individual indicators for the following reforms: external stability, macroeconomic stability, financial development, trade liberalization and institutional quality. The main finding is that economic reforms strongly support growth in the long-run. They mostly have mixed effects in the short-run. Moreover, institutions are imperative to boost economic performance over the long run. Finally, chapter five demonstrates the relationship between firm performance and business environment, ownership, competition and exports in Syrian industrial private sector. Performance is measured in level and growth variables. The main findings show that firm performance is positively boosted by finance and technology and hindered by poor investment climate, in particular, corruption. However, competition and foreign ownership seem to not have first-order effects.

Book excerpt: This book brings together leading contributors to explore the development of political economy in eighteenth century France from an interdisciplinary perspective, in particular the ideas for social reform proposed before the Revolution. Political economy in the Eighteenth century encompassed not only what we traditionally regard as economics but also moral philosophy, natural jurisprudence and political theory. This volume explores the different arguments that were made for reforming the economic organisation of the Ancien Régime before the French Revolution. In doing so, the contributors show that political economy in France laid the foundation for social reform ideas throughout the whole of the eighteenth century.

Available in PDF, EPUB and Kindle. Book excerpt: Winner of the Donner Prize for the best book on public policy by a Canadian in 2014.Whenever governments change policies - tax, expenditure, or regulatory policies, among others - there will typically be losers: people or groups who relied upon and invested in physical, financial, or human capital predicated on, or even deliberately induced by the pre-reform set of policies. Theissue of whether and when to mitigate the costs associated with policy changes, either through explicit government compensation, grandfathering, phased or postponed implementation, is ubiquitous across the policy landscape. Much of the existing literature covers government takings, yet compensationfor expropriation comprises merely a tiny part of the universe of such strategies.Dealing with Losers: The Political Economy of Policy Transitions explores both normative and political rationales for transition cost mitigation strategies and explains which strategies might create an aggregate, overall enhancement in societal welfare beyond mere compensation. Professor Michael J.Trebilcock highlights the political rationales for mitigating such costs and the ability of potential losers to mobilize and obstruct socially beneficial changes in the absence of well-crafted transition cost mitigation strategies. This book explores the political economy of transition costmitigation strategies in a wide variety of policy contexts including public pensions, U.S. home mortgage interest deductions, immigration, trade liberalization, agricultural supply management, and climate change, providing tested examples and realistic strategies for genuine policy reform.

Available in PDF, EPUB and Kindle. Book excerpt: In a concise, compelling argument, one of the founders and most influential advocates of the law and economics movement divides the subject into two separate areas, which he identifies with Jeremy Bentham and John Stuart Mill. The first, Benthamite, strain, “economic analysis of law,” examines the legal system in the light of economic theory and shows how economics might render law more effective. The second strain, law and economics, gives equal status to law, and explores how the more realistic, less theoretical discipline of law can lead to improvements in economic theory. It is the latter approach that Judge Calabresi advocates, in a series of eloquent, thoughtful essays that will appeal to students and scholars alike.
