In simple words and full-color illustrations, this book explains why some kids move to foster homes, what foster parents do, and ways kids might feel during foster care. Children often believe that they are in foster care because they are “bad.” This book makes it clear that the troubles in their lives are not their fault; the message throughout is one of hope and support. Includes resources and information for parents, foster parents, social workers, counselors, and teachers.

Book excerpt: "I'm excited to be a sister in our foster family, but I'm worried about new rules. I feel happy and sad at the same time. What about when our help isn't needed anymore?" It's Okay to Wonder is a story about Avery, a loquacious girl whose parents have decided to become foster parents. While Mom and Dad attend another foster training class, Avery shares with her Nana and Pop about her mixed-up feelings. She and her grandparents learn together what it might be like to become a foster family--that it's okay to feel two emotions at the same time and that it's okay to wonder! The Joy of Avery series offers resources for foster care families and brings the world of foster care to life by exploring Avery's feelings as her family welcomes foster children into their home. It's Okay to Wonder is the first book in the series.

Book excerpt: In the 1930s, buoyed by the potential of the New Deal, child welfare reformers hoped to formalize and modernize their methods, partly through professional casework but more importantly through the loving care of temporary, substitute families. Today, however, the foster care system is widely criticized for failing the children and families it is intended to help. How did a vision of dignified services become virtually synonymous with the breakup of poor families and a disparaged form of "welfare" that stigmatizes the women who provide it, the children who receive it, and their families? Tracing the evolution of the modern American foster care system from its inception in the 1930s through the 1970s, Catherine Rymph argues that deeply gendered, domestic ideals, implicit assumptions about the relative value of poor children, and the complex public/private nature of American welfare provision fueled the cultural resistance to funding maternal and parental care. What emerged was a system of public social provision that was actually subsidized by foster families themselves, most of whom were concentrated toward the socioeconomic lower half, much like the children they served. Analyzing the ideas, debates, and policies surrounding foster care and foster parents' relationship to public welfare, Rymph reveals the framework for the building of the foster care system and draws out its implications for today's child support networks.

Book excerpt: In this heartfelt story from the bestselling author of My Mouth is a Volcano!, Foster meets new friends and a kind foster mom who help him navigate the fears and feelings associated with going into foster care. Foster has lived with his mom and "sometimes dad" all of his life...until now. And like so many others entering foster care, he has more questions than answers and so many new feelings to deal with. "I don't know what's going to happen to me. Will I end up being like Zeke? Will I have a new forever mom? Can I visit my mom once a week?" I have so much going on inside me right now. I feel angry, guilty, scared, hurt, and sad. But maybe the others are right. Maybe being here isn't so bad." Written in an honest, approachable way, Foster Care will encourage children entering or already in foster care and help them understand they are not alone. Foster, Daisy, Zeke, Simpson, and Rex all have different circumstances which brought them to foster care. Together they talk through their stories and realize this is right where they need to be for now; under the caring watch of foster mom, Miss Beulah.

Book excerpt: First published in 1998. Part of the Children of Poverty series which includes studies on the effects of single parenthood, the feminization of poverty and homelessness, this volume looks at the shortcomings of the child protection services in relation to young people in foster care. The purpose of the study was to determine the impact of systemic shortcomings on the domestic and educational conditions of youth in the foster care system. In addition to studying the impact of systemic failures on foster care arrangements, the study also examined the impact of the protection services' failure to work more closely with youth, and with teachers on student educational outcomes.

Available in PDF, EPUB and Kindle. Book excerpt: The inadequacy of the foster care system has long been recognized. One of the biggest obstacles to reforming the system is the relative unavailability of research data from the field, information that would shed light on key empirical trends and pressing issues. ø This long overdue volume provides a much-needed overview of the current state of foster care. Leading researchers and practitioners summarize and discuss the results of their current research, providing through their data an unparalleled, detailed glimpse of the inner workings of the foster care system in its entirety. The volume is also valuable for its survey and syntheses of important issues and trends affecting foster care. Subjects discussed include welfare reform, reporting systems, family reunification, mental health services, and the needs of minority children. Wide-ranging and detailed in its coverage, this collection is destined to become an essential reference and guide to the foster care system.

Available in PDF, EPUB and Kindle. Book excerpt: Working with children in foster care is a demanding and rigorous aspect of social work practice. Difficult decisions in fast-moving and often complex situations have to be made, and for students and practitioners alike, there is a vast array of legislation, law and social policy to understand. This book is written to help social workers and social work students get to grips with the complexity of foster care. The child is placed at the heart of the text and there are substantial chapters on law, policy frameworks and the overreaching theoretical and research evidence to support good practice. There is also a strong focus on practical skills such as empathy and relationship-based practice. This is an essential text for experienced social workers or those currently in training.

Book excerpt: The Systematic Mistreatment of Children in the Foster Care System tells the stories of 10 children in the foster care system from diverse ethnic and cultural backgrounds and the efforts by advocates to find them permanent places to live, appropriate schooling, and other essentials they need to survive. The children’s case studies highlight the difficulties in placing and maintaining them in healthy living situations with supportive educational, mental health, and other services. The book shows how children fall-sometimes over and over again-through the "deep cracks" that exist within and between the various agencies of the multi-agency system of care that was designed to help them. Appropriate placement and services for children in foster care typically requires the coordination and collaboration of several agencies, including the juvenile court, child protective services (CPS), school districts, and departments of mental health (DMH). The Systematic Mistreatment of Children in the Foster Care System shows how these agencies frequently fail to meet their legal obligations to children in the system and what can be done to address these failures-and the outcomes they produce. The Systematic Mistreatment of Children in the Foster Care System includes: an introduction to the child protective services system the general route by which children in the United States are removed from their parents’ custody because or abuse and neglect the major components of the Individuals with Disabilities Education Act and the problems in getting foster children’s educational needs met the difficulties in securing stable out-of-home placements strategies for stabilizing home placements problems in funding for out-of-home placements strategies for advocating the removal of children from inadequate out-of-home placements legislation and practices for bringing about needed policy changes and much more Equally valuable as a professional tool and as a classroom resource, The Systematic Mistreatment of Children in the Foster Care System includes introductions to specific issues presented in each chapter; case studies that illuminate the issues presented; subsections for each case study chapter entitled "Prevention," "Intervention," "Advocacy Considerations," and "What Had Gone Wrong;" boxed items highlighting practical strategies, laws, and other relevant information; and a conclusion and summary of each chapter.

Available in PDF, EPUB and Kindle. Book excerpt: America's foster care system has a noble goal—to care for children that for various reasons can no longer be cared for by their families—but years of inattention and inadequate funding have left many foster youth in a precarious state. This resource provides a comprehensive and authoritative overview of the American foster care system. Areas of coverage include the scaffolding of foster care systems in the various states (each of which operate their own unique systems through their social service agencies); conditions under which children are taken out of their families of origin and placed in foster care; the experiences of both young children and older teens in foster homes; challenges for foster children who "age out" of the system; and proposals to reform and improve foster care across the nation. Geared for students, this book contains chapters devoted to the background and history of foster care in America; the systems's problems, controversies, and solutions; original essay contributions exploring various facets of the system; profiles of leading foster care activists and organizations; governmental data and excerpts of primary documents on the topic; and an annotated list of important books, scholarly journals, and nonprint sources for further research. It closes with a detailed chronology, glossary of terms, and subject index.
