This study measures the size of fossil fuel subsidies such as underpricing of petroleum products and electricity, tax exemptions, and subsidized credit; examines the potential economic, energy, and environmental impacts of reducing them; and discusses options for social safety nets to mitigate the impacts of the reforms. It shows that the short-term adverse impacts of subsidy reform turn positive in the long term as households and industry respond to changing market realities by adjusting energy demand, supply, and production capacity. Policy options for sustainable energy use are provided to aid policy makers in their current subsidy reform process.

Available in PDF, EPUB and Kindle. Book excerpt: Countries around the world are spending up to $500 billion per year on subsidising fossil fuel consumption. By some estimates, the G20 countries alone are spending around another $450 billion on subsidising fossil fuel production. In addition, the indirect social welfare costs of these subsidies have been shown to be substantial – for instance due to air pollution, road congestion, climate change, and economic inefficiency, to name a few. Considering these numbers, there is no doubt that fossil fuel subsidies cause severe economic distortions that compromise countries’ prospects of achieving equitable and sustainable development. This book provides a guide to the complex challenge of designing, assessing, and implementing effective fossil fuel subsidy reforms. It shows that subsidy reform requires a careful balancing of complex economic and political trade-offs, as well as measures to mitigate adverse effects on vulnerable households and to assist firms with implementing efficiency enhancing measures. Going beyond the purely fiscal perspective, this book emphasises that smart subsidy reforms can contribute to all three dimensions of sustainable development – environment, society, and economy. Over the course of eight chapters, this book considers a wide range of agents and stakeholders, markets, and policy measures in order to distil the key principles of designing effective fossil fuel subsidy reforms. This book will be of great relevance to scholars and policy makers with an interest in energy economics and policy, climate change policy, and sustainable development more broadly.

Book excerpt: This report proposes a renewable energy subsidy mechanism for Indonesia to close the gap between the costs of renewable and conventional power generation. It takes into account the additional economic benefits of renewable power and considers how the government can support its rapid deployment in the power sector. The report emphasizes the need for Indonesia to adopt international best practice for planning, procurement, contracting, and risk mitigation to reduce the financial costs of renewable energy development. To achieve this, implementation of the subsidy should be part of a broader inter-ministerial electricity policy reform program.

Book excerpt: In the Middle East and North Africa (MENA) countries price subsidies are common, especially on food and fuels. However, these are neither well targeted nor cost effective as a social protection tool, often benefiting mainly the better off instead of the poor and vulnerable. This paper explores the challenges of replacing generalized price subsidies with more equitable social safety net instruments, including the short-term inflationary effects, and describes the features of successful subsidy reforms.

Book excerpt: The reform of energy subsidies is an important but challenging issue for sub-Saharan African (SSA) countries. There is a relatively large theoretical and empirical literature on this issue. While this paper relies on that literature, too, it tailors its discussion to SSA countries to respond to the following questions: Why it is important to reduce energy subsidies? What are the difficulties involved in energy subsidy reform? How best can a subsidy reform be implemented? This paper uses various sources of information on SSA countries: quantitative assessments, surveys, and individual (but standardized) case studies.

Book excerpt: Based on the OECD standard methodology, the study presents quantitative estimates of government support to consumers and producers of coal, oil and related petroleum products and natural gas, and electricity and heat generated from these fossil fuels. This report summarises the main findings of the analysis of fossil-fuel subsidy schemes in the six European Union's Eastern Partner (EaP) countries - Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova and Ukraine. The study updates the 2018 Inventory of Energy Subsidies in the EU's Eastern Partnership Countries by providing data and estimates for 2016-19. The analysis focuses on measuring two major types of fossil-fuel subsidies: direct transfers of funds to producers and consumers; and tax expenditure. This report also briefly discusses the taxation and energy pricing policies that have had direct or indirect impact on the evolution of fossil-fuel subsidies in the region. Detailed estimates of all individual support measures for each of the six countries are provided in Annexes to the report.

Available in PDF, EPUB and Kindle. Book excerpt: This open access book presents detailed pathways to achieve 100% renewable energy by 2050, globally and across ten geographical regions. Based on state-of-the-art scenario modelling, it provides the vital missing link between renewable energy targets and the measures needed to achieve them. Bringing together the latest research in climate science, renewable energy technology, employment and resource impacts, the book breaks new ground by covering all the elements essential to achieving the ambitious climate mitigation targets set out in the Paris Climate Agreement. For example, sectoral implementation pathways, with special emphasis on differences between developed and developing countries and regional conditions, provide tools to implement the scenarios globally and domestically. Non-energy greenhouse gas mitigation scenarios define a sustainable pathway for land-use change and the agricultural sector. Furthermore, results of the impact of the scenarios on employment and mineral and resource requirements provide vital insight on economic and resource management implications. The book clearly demonstrates that the goals of the Paris Agreement are achievable and feasible with current technology and are beneficial in economic and employment terms. It is essential reading for anyone with responsibility for implementing renewable energy or climate targets internationally or domestically, including climate policy negotiators, policy-makers at all levels of government, businesses with renewable energy commitments, researchers and the renewable energy industry. The rapid increase in fossil-fuel based energy consumption, which is subject to volatility in the world oil market, is the main challenge facing the country's energy supply. This study documents key issues that have constrained the development of geothermal power in Indonesia, including tariffs, tendering processes, financial considerations, permitting, and interagency coordination. It also makes recommendations to unlock the potential of the sector, including a new tariff regime, improvements to the tendering process, renegotiation of power purchase agreements, and innovative modes of financing.

Book excerpt: This book explores the opportunities and barriers within the Intended Nationally Determined Contributions (INDC) framework of the Paris Agreement for low-carbon technology diffusion. Further, it proposes appropriate and feasible mechanisms required at local, national and regional levels to achieve the INDC targets. The book employs both meta policy analysis and scenario building to examine, whether the diffusion of low-carbon energy future by 2030 is economically viable under the INDC framework and how international technology cooperation could accelerate investments on the scale required for achieving the INDC targets. Further, this book provides new perspectives on market and non-market mechanisms for the globalization of low-carbon technologies, within the framework conditions of the Paris Agreement, which will be of significant value to senior policy makers, multi-disciplinary academia, and investing communities.
