Book excerpt: This military study looks at the forward deployment of American naval forces to Australia. Per the 2006 Quadrennial Defense Review (QDR), the U.S. Navy intends to increase its presence in the Pacific Ocean. Unfortunately, the size of the Pacific means that U.S-based ships spend a smaller proportion of each deployment available in theater. Forward-Deployed Naval Forces (FDNF) represent an attractive alternative, but current overseas bases cannot easily accommodate more ships. Australia, a strong U.S. ally in the heart of the theater, offers a number of potential advantages including numerous suitable ports, an educated English-speaking population, and the opportunity for strengthening diplomatic ties and military interoperability. Calculations of transit times and distances reveals potential savings in both transit costs and ship constructions (FDNF can "do more with less") that might repay the required initial investment in basing. Other possible benefits of increasing the FDNF footprint include reassurance of regional allies, a counter-balance to growing Chinese influence, and a chilling effect on terrorism, piracy, and drug trafficking. Potential drawbacks include initial investment requirements, an Australian backlash against the alliance, or a perceived threat to Chinese or North Korean interests. Nevertheless, Australia, America, and other Pacific Rim nations might accept, and could benefit from, such basing. Book excerpt: This is the second volume in a series of chronological histories prepared by the Marine Corps History and Museums Division to cover the entire span of Marine Corps involvement in the Vietnam War. This volume details the Marine activities during 1965, the year the war escalated and major American combat units were committed to the conflict. The narrative traces the landing of the nearly 5,000-man 9th Marine Expeditionary Brigade and its transformation into the ΙII Marine Amphibious Force, which by the end of the year contained over 38,000 Marines. During this period, the Marines established three enclaves in South Vietnam’s northernmost corps area, I Corps, and their mission expanded from defense of the Da Nang Airbase to a balanced strategy involving base defense, offensive operations, and pacification. This volume continues to treat the activities of Marine advisors to the South Vietnamese armed forces but in less detail than its predecessor volume, U.S. Marines in Vietnam, 1954-1964; The Advisory and Combat Assistance Era.

Available in PDF, EPUB and Kindle. Book excerpt: Jerry Thigpen's study on the history of the Combat Talon is the first effort to tell the story of this wonderfully capable machine. This weapons system has performed virtually every imaginable tactical event in the spectrum of conflict and by any measure is the most versatile C-130 derivative ever produced. First modified and sent to Southeast Asia (SEA) in 1966 to replace theater unconventional warfare (UW) assets that were limited in both lift capability and speed the Talon I quickly adapted to theater UW tasking including infiltration and resupply and psychological warfare operations into North Vietnam. After spending four years in SEA and maturing into a highly respected UW weapons system the Joint Chief of Staff (JCS) chose the Combat Talon to lead the night low-level raid on the North Vietnamese prison camp at Son Tay. Despite the outcome of the operation the Talon I cemented its reputation as the weapons system of choice for long-range clandestine operations. In the period following the Vietnam War United States Air Force (USAF) special operations gradually lost its political and financial support which was graphically demonstrated in the failed Desert One mission into Iran. Thanks to congressional supporters like Earl Hutto of Florida and Dan Daniel of Virginia funds for aircraft upgrades and military construction projects materialized to meet the ever-increasing threat to our nation. Under the leadership of such committed hard-driven officers as Brenci Uttaro Ferkes Meller and Thigpen the crew force became the most disciplined in our Air Force. It was capable of penetrating hostile airspace at night in a low-level mountainous environment covertly to execute any number of unconventional warfare missions.

Book excerpt: Prior to September 11, 2001, most Americans viewed globalization as primarily -perhaps exclusively-an economic phenomenon.1 The economic evidence -rapidly shifting flows of world capital, expansion of overseas markets and investments, the global connections of e-commerce and the Internet, as examples -seemed readily apparent, even if some critics viewed globalization itself as an illdefined term. But appropriately defined or not, the concept of globalization had already achieved considerable stature, causing corporate boards and shareholders to thirst after presumably growing international markets, Internet junkies to claim their own transnational community, and antiglobalization protestors to smash municipal trash cans from Seattle to Washington.

Available in PDF, EPUB and Kindle. Book excerpt: In Australia and New Zealand, many public projects, programs and services perform well. But these cases are consistently underexposed and understudied. We cannot properly ‘see’—let alone recognise and explain—variations in government performance when media, political and academic discourses are saturated with accounts of their shortcomings and failures, but are next to silent on their achievements. Successful Public Policy: Lessons from Australia and New Zealand helps to turn that tide. It aims to reset the agenda for teaching, research and dialogue on public policy performance. This is done through a series of close-up, in-depth and carefully chosen case study accounts of the genesis and evolution of stand-out public policy achievements, across a range of sectors within Australia and New Zealand. Through these accounts, written by experts from both countries, we engage with the conceptual, methodological and theoretical challenges that have plagued extant research seeking to evaluate, explain and design successful public policy. Studies of public policy successes are rare—not just in Australia and New Zealand, but the world over. This book is embedded in a broader project exploring policy successes globally; its companion volume, Great Policy Successes (edited by Paul ‘t Hart and Mallory Compton), is published by Oxford University Press (2019).

Book excerpt: This is the third volume in an operational and chronological series covering the Marine Corps’ participation in the Vietnam War. This particular volume details the continued build-up in 1966 of the III Marine Amphibious Force in South Vietnam’s northernmost corps area, I Corps, and the accelerated tempo of fighting during the year—the result being an “expanding war.” Although written from the perspective of III MAF and the ground war in I Corps, the volume treats the activities of Marine advisors to the South Vietnamese Armed Forces, the Seventh Fleet Special Landing Force, and Marines on the staff of the U.S. Military Assistance Command, Vietnam, in Saigon. There are separate chapters on Marine air, artillery, and logistics. An attempt has been made to place the Marine role in relation to the overall effort.

Book excerpt: This publication represents the ninth volume in an operational and chronological series covering the Marine Corps’ participation in the Vietnam War. This particular volume details the final chapter in the Corps’ involvement in South-East Asia, including chapters on Cambodia, the refugees, and the recovery of the container ship SS Mayaguez. Although largely written from the perspective of the III Marine Amphibious Force, this volume also describes the roles of the two joint commands operating in the region: the Defense Attaché Office, Saigon, and the United States Support Activities Group, Thailand. Thus, while the volume emphasizes the Marine Corps’ role in the events of the period, significant attention also is given to the overall contribution of these commands in executing U.S. policy in South-east Asia from 1973 to 1975. Additionally, a chapter is devoted to the Marine Corps’ role in assisting thousands of refugees who fled South Vietnam in the final weeks of that nation’s existence.

Book excerpt: Sir Arthur Tange was perhaps the most powerful Secretary of the Australian Defence Department and one of the most powerful of the great 'mandarins' who dominated the Commonwealth Public Service between the 1940s and the 1970s. His strong, and often decisive, influence on both administration and policy was exerted by virtue of his intellectual capacity, his administrative ability and the sheer force of his personality. Controversies from his time in Defence, including those associated with 'the Tange report' and 'the Tange reforms', echo to this day, and it is still easy to identify both staunch admirers and vitriolic critics in defence and public service circles. Tange wrote this account in his last years. It is a memoir - based largely on memory supplemented by limited reference to documentary material - that focuses upon his career after he came to Defence in 1970. It records his own account of his part in those administrative reforms and policy shifts, as well as his involvement-or non-involvement or alleged involvement-in several of the political crises of the 1970s, including the downfall of John Gorton as Prime Minister and the dismissal of the Whitlam Government.

Book excerpt: Hold High the Torch, the first of a series of regimental and squadron histories by the Historical Branch, G-3 Division, Headquarters U.S. Marine Corps, is designed primarily to acquaint the members of the 4th Marines, past and present, with the history of their regiment. In addition, it is hoped this volume will enlarge public understanding of the Marine Corps’ worth both in limited war and as a force in readiness. During most of its existence the 4th Marines was not engaged in active military operations, but service of the regiment in China, the Dominican Republic, and off the west coast of Mexico, was typical of the Marine Corps’ support of national policy. In many of its combat operations, the 4th Marines was only one element of a much larger force. In other instances, as in the Dominican Republic and China, the regiment was a subordinate unit in situations which were essentially political and diplomatic. Only so much of these higher echelon activities as are essential to an understanding of the 4th Marines story have been told. This is a regimental history and the focus is therefore on the 4th Marines.

Book excerpt: Infrastructure is a priority around the world for all stakeholders. Infrastructure projects can continue for several years, from planning and construction to the provision of services. As development in Asia and the Pacific accelerates, governments must invest more in infrastructure to ensure continued economic growth. This book draws on lessons and case studies from Japan and worldwide, covering broad and long-term infrastructure projects. It describes the principles of developing quality infrastructure and focuses on the various steps of a project--from design, planning, and construction to operation and management. It also discusses overseas development assistance, taking examples from Asian Development Bank and World Bank projects. This book is an important reference tool for policy makers in Asia who are planning and implementing large-scale public infrastructure.
