Book excerpt: An examination of environmental satellite data sharing policies, offering a model of data-sharing policy development, case and practical recommendations for increasing global data sharing. Key to understanding and addressing climate change is continuous and precise monitoring of environmental conditions. Satellites play an important role in collecting climate data, offering comprehensive global coverage that can't be matched by in situ observation. And yet, as Mariel Borowitz shows in this book, much satellite data is not freely available but restricted; this remains true despite the data-sharing advocacy of international organizations and a global open data movement. Borowitz examines policies governing the sharing of environmental satellite data, offering a model of data-sharing policy development and applying it in case studies from the United States, Europe, and Japan—countries responsible for nearly half of the unclassified government Earth observation satellites. Borowitz develops a model that centers on the government agency as the primary actor while taking into account the roles of such outside actors as other government officials and non-governmental actors, as well as the economic, security, and normative attributes of the data itself. The case studies include the U.S. National Aeronautics and Space Administration (NASA) and the U.S. National Oceanographic and Atmospheric Association (NOAA), and the United States Geological Survey (USGS); the European Space Agency (ESA) and the European Organization for the Exploitation of Meteorological Satellites (EUMETSAT); and the Japanese Aerospace Exploration Agency (JAXA) and the Japanese Meteorological Agency (JMA). Finally, she considers the policy implications of her findings for the future and provides recommendations on how to increase global sharing of satellite data.

Available in PDF, EPUB and Kindle. Book excerpt: On the occasion of its 75th anniversary, the American Meteorological Society engaged a number of eminent pioneers and leading practitioners to write about the fields they helped develop. They were joined by several professional historians of science and technology. The resulting essays constitute a substantial sampling of what has been learned since 1919 in the atmospheric sciences and services--in research, in education, and in the private sector. This volume will be of interest to weather professionals and enthusiasts, historians of science, and to students of science and history. It will help us calibrate where we are, where we have been, and where we might be going as a discipline. Hopefully it will inspire others to value the past and to dig into it more deeply. Such attention to history is a necessary step in the maturation of a scientific discipline.

Available in PDF, EPUB and Kindle. Book excerpt: Climate, climate change, climate fluctuations and climatic trends are only a few of the terms used today, in not only conferences, scientific symposia and workshops, but also parliaments and in discussions throughout society. To climatologists these terms may be well known; to the vast majority of people, however, they are new, and they require definition and explanation. The World Meteorological Organization (WMO) inherited an interest and involvement in the studies of climate and climate change from its predecessor, the International Meteorological Organization (IMo), which was established in 1873. By 1929 the IMO had set up a Commission for Climatology to deal with matters related to climate studies. When, in 1950, the World Meteorological Organization assumed the mantle of the IMO, it retained the commission which, among other responsibilities, had already recognized the need for the definition and explana tion of terms used in climatology. It must also be said that much of what we now know about climate derives from the scientific and technical programmes co ordinated by IMO and now, to a much greater extent, by WMO. In 1979, the First World Climate Conference made an assessment of the status of knowledge of climate and climate variability, and recommended the establishment of a World Climate Programme. This recommendation was fully endorsed by the Eighth World Meteorological Congress, and the World Climate Programme was subse quently established by WMO in co-operation with the International Council of Scientific Unions (ICSU) and the United Nations Environment Programme (UNEP).

Available in PDF, EPUB and Kindle. Book excerpt: Weather, Religion and Climate Change is the first in-depth exploration of the fascinating way in which the weather impacts on the fields of religion, art, culture, history, science, and architecture. In critical dialogue with meteorology and climate science, this book takes the reader beyond the limits of contemporary thinking about the Anthropocene and explores whether a deeper awareness of weather might impact on the relationship between nature and self. Drawing on a wide range of examples, including paintings by J.M.W. Turner, medieval sacred architecture, and Aristotle’s classical Meteorologica, Bergmann examines a geographically and historically wide range of cultural practices, religious practices, and worldviews in which weather appears as a central, sacred force of life. He also examines the history of scientific meteorology and its ambivalent commodification today, as well as medieval "weather witchery" and biblical perceptions of weather as a kind of "barometer" of God’s love. Overall, this volume explores the notion that a new awareness of weather and its atmospheres can serve as a deep cultural and spiritual driving force that can overcome the limits of the Anthropocene and open a new path to the "Ecocene", the age of nature. Drawing on methodologies from religious studies, cultural studies, art history and architecture, philosophy, environmental ethics and aesthetics, history, and theology, this book will be of great interest to all those concerned with studying the environment from a transdisciplinary perspective on weather and wisdom.
