Book excerpt: Formula funding models can be used to achieve broad objectives while maintaining the recipients autonomy to take decisions. In order to avoid the transfers becoming a complex web of specific grants, formula funding models can incorporate a veil of ignorance which permits the recipient to spend the resources on a different pattern from the one on which they were earned. The Research Selectivity Exercise, operated by the Higher Education Funding Council for England is one such model. This article analyses the use of formula funding to shed light on whether the outcome reflects national policy objectives.

Book excerpt: In 2000, the federal government distributed over $260 billion of funding to state and local governments via 180 formula programs. These programs promote a wide spectrum of economic and social objectives, such as improving educational outcomes and increasing accessibility to medical care, and many are designed to compensate for differences in fiscal capacity that affect governments' abilities to address identified needs. Large amounts of state revenues are also distributed through formula allocation programs to counties, cities, and other jurisdictions. Statistical Issues in Allocating Funds by Formula identifies key issues concerning the design and use of these formulas and advances recommendations for improving the process. In addition to the more narrow issues relating to formula design and input data, the book discusses broader issues created by the interaction of the political process and the use of formulas to allocate funds. Statistical Issues in Allocating Funds by Formula is only up-to-date guide for policymakers who design fund allocation programs. Congress members who are crafting legislation for these programs and federal employees who are in charge of distributing the funds will find this book indispensable.

Book excerpt: This book analyses how different institutional intergovernmental transfer designs influence patronage and favoritism in public fund allocations in Indonesia. Presenting original research and investigating existing theories on the determinants of public fund allocations, the book uses Indonesia as a case study. Indonesia, often claimed to be characterized by money politics, provides an ideal setting for this analysis. The countries' decentralized fiscal system consists of various institutional intergovernmental transfer designs allocating public funds to a large variety of districts to finance public service provision. The author exploits those distinctive differences between various institutional intergovernmental transfer designs and investigates their influence on the prevalence of favoritism and patronage in public funds allocations while holding the political system, the observation period, and the government officials involved constant. A valuable contribution to the literature on the political economy of redistribution, this book will be of interest to academics working on economics and political science, particularly in public finance and development economics, but also in development studies or Southeast Asian studies.

Available in PDF, EPUB and Kindle. Book excerpt: The use of formulae has become widespread in recent years across most developed countries. In the UK, a conservative estimate is that annually £150 billion of public service expenditure is distributed using formulae, in services such as health care, local government, social security and higher education. This book offers a comprehensive introduction to the theory and practice underlying the use of such formulae as a basis for funding public services. The philosophy, design and economic consequences of funding formulae have become key policy issues worldwide. However, till now, there has been no text which brings together the economic, statistical and political issues underlying formula funding. This key book fills that gap. Written by a leading international expert on the design of funding formulae, this important book includes empirical evidence from a range of countries and will be a valuable resource for all those involved in this field.

This book was released on 2009-07-17 with total page 416 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Barnett Formula is the mechanism used by the United Kingdom Government to allocate more than half of total public expenditure in Scotland, Wales and Northern Ireland. The Formula has been used for the last thirty years to determine the annual increase in allocation (the increment). Each year these increments are added on to the previous year's allocation (the baseline) to create what is now a significant block grant of funds. The Formula accounted for almost £49 billion of public spending in 2007-08. Despite the political changes within the United Kingdom the Formula has continued to be used and has never been reviewed or revised. The Formula was only intended to be a short term measure and should no longer be. A UK Funding Commission should be established to assess relative need in the UK's regions and advise on a new method of distributing funding to reflect those needs. The baseline has never been reviewed to take account of changing population patterns; this means that the grant provides funds without reference to the needs of each of the countries and regions of the UK. There should be a link between the grant of funds made to each of the administrations and their actual per capita funding needs. The Committee's research suggests that England and Scotland have markedly lower overall needs per head of population than Wales and Northern Ireland. The Committee suggest that the UK Funding Commission undertake an assessment of relative need now and in the future and that they undertake periodic reviews as well as publish annual data about the allocation of funding between the devolved administrations.

How should policies for universities be designed in countries with different industrial and higher education structures? Are there ways to effectively link universities with regional enterprises and social actors? And finally, what are the new institutional models and best practices for overcoming obstacles to interaction, collaboration, and co-creation?

Available in PDF, EPUB and Kindle. Book excerpt: Affordability, access, and accountability have long been among the central challenges facing higher education—and they remain so today. Here, Donald E. Heller and other higher education scholars and practitioners explore the current debates surrounding these key issues. As students and their families struggle to meet rising tuition prices, and as state funding for higher education dwindles, policymakers confront issues of affordability within state and institutional budgets. Changing demographics and challenges to affirmative action complicate the admissions process even as colleges and universities seek to diversify enrollments. And issues of institutional accountability have forced the restructuring of higher education governing boards and a reexamination of the role of public trustees in governance. This collection analyzes how issues of affordability, access, and accountability influence the way in which state governments approach, monitor, and set public higher education policy. The contributors examine the latest research on pressing challenges, explore how states are coping with these challenges, and consider what the future holds for public postsecondary education in the United States.

Available in PDF, EPUB and Kindle. Book excerpt: Bridging the gap between higher education research and policy making was always a challenge, but the recent calls for more evidence-based policies have opened a window of unprecedented opportunity for researchers to bring more contributions to shaping the future of the European Higher Education Area (EHEA). Encouraged by the success of the 2011 first edition, Romania and Armenia have organised a 2nd edition of the Future of Higher Education – Bologna Process Researchers’ Conference (FOHE-BPRC) in November 2014, with the support of the Italian Presidency of the European Union and as part of the official EHEA agenda. Reuniting over 170 researchers from more than 30 countries, the event was a forum to debate the trends and challenges faced by higher education today and look at the future of European cooperation in higher education. The research volumes offer unique insights regarding the state of affairs of European higher education and research, as well as forward-looking policy proposals. More than 50 articles focus on essential themes in higher education: Internationalization of higher education; Financing and governance; Excellence and the diversification of missions; Teaching, learning and student engagement; Equity and the social dimension of higher education; Education, research and innovation; Quality assurance, The impacts of the Bologna Process on the EHEA and beyond and Evidence-based policies in higher education. "The Bologna process was launched at a time of great optimism about the future of the European project – to which, of course, the reform of higher education across the continent has made a major contribution. Today, for the present, that optimism has faded as economic troubles have accumulated in the Euro-zone, political tensions have been increased on issues such as immigration and armed conflict has broken out in Ukraine. There is clearly a risk that, against this troubled background, the Bologna process itself may falter. There are already signs that it has been downgraded in some countries with evidence of political withdrawal. All the more reason for the voice of higher education researchers to be heard. Since the first conference they have established themselves as powerful stakeholders in the development of the EHEA, who are helping to maintain the momentum of the Bologna process. Their pivotal role has been strengthened by the second Bucharest conference." Peter Scott, Institute of Education, London (General Rapporteur of the FOHE-BPRC first edition)
