Book excerpt: Using national drug arrest data from 1980 to 2007, this report illuminates the persistence and extent of racial disparities in the so-called?war on drugs? in the United States. Although blacks and whites engage in drug offenses at roughly comparable rates, blacks have been consistently arrested for drug offenses at rates that are from 2.8 to 5.5 times higher nationwide than white drug arrest rates. In addition, this report reveals that among individual states, black drug arrest rates in a single year, 2006, ranged from 2 to 11.3 times higher than white rates. Finally, the report shows that since 1980, the preponderance of drug arrests have been for possession, not sales. Millions of Americans have acquired a criminal record because they engaged in the minor non-violent offense of drug possession. Human Rights Watch calls on the United States to revise its drug control policies to reduce reliance on criminal prosecution and address these troubling racial disparities.

Book excerpt: The SAGE Handbook of Health Care Ethics is an influential collection of work by leading scholars on the fundamental and emerging themes which define health care ethics. Combining international and interdisciplinary perspectives, the Handbook provides a cutting-edge account of debates in five key areas: - health care ethics in an era of globalization - beginning and end-of-life - vulnerable populations - research ethics and technologies - public health and human rights. This authoritative Handbook brings together experts with backgrounds in philosophy, sociology, law, public policy and the health professions and reflects the increasing impact of globalisation and the dynamic advances in the fields of bioscience and genetics, which keep ethics at the centre of debates about the future direction of healthcare. It is an invaluable resource for all students, practitioners, academics and researchers investigating ethical issues in relation to healthcare.

The underestimated topics concern several ethical themes such as the Balance sheets of suffering, Good Death, Euthanasia, Assisted suicide, and the question of the 'Do not attempt resuscitation'. In addition, the role of volunteers, the approach to non-malignant diseases such as diabetes and Amyotrophic Lateral Sclerosis are also addressed. Finally, the features and utility of different tools in order to facilitate optimal decision making for both physicians and patients, are given in details. This book will aid several figures facing the daily challenges of palliative care. Clinicians, nurses, volunteers, students and resident trainees, and other professionals can find this volume useful in their very difficult but extraordinarily fascinating mission.

Book excerpt: Using the experience of patients, users, healthcare professionals and other stakeholders to innovate and rethink healthcare organizations and systems is gaining ground. Deploying these innovative methods and practices, however, requires an understanding and mastery of theoretical principles, as well as experimenting with them in the field. Experience in Healthcare Innovation alternates between theoretical presentations and case studies/examples in order to present the key notions of innovation in healthcare and the experiences of the people at the heart of healthcare ecosystems. It brings together diverse and complementary perspectives, shedding new light on the issue of healthcare experience through the prism of innovation. It includes a wealth of resources, ideas and results for all of those in healthcare wishing to implement innovative approaches that place the human experience at the heart of healthcare ecosystems.
