The park’s creation required the relocation of more than 1200 people who lived within its boundaries. Government officials claimed the mass eviction was necessary both to allow visitors to view “nature” without the intrusion of a human presence and to improve the lives of the former inhabitants. But unprecedented resistance by the mostly Acadian residents, many of whom described their expulsion from the park as a “second deportation,” led Parks Canada to end its practice of forcible removal. One resister, Jackie Vautour, remains a squatter on his land to this day. In Kouchibouguac, Ronald Rudin draws on extensive archival research, interviews with more than thirty of the displaced families, and a wide range of Acadian cultural creations to tell the story of the park’s establishment, the resistance of its residents, and the memory of that experience.

The name caught the public’s imagination and by the close of the century, other National Parks had been declared, not only in the USA, but also in Australia, Canada, and New Zealand. Yet as it has spread, the concept has evolved and diversified. In the absence of any international controlling body, individual countries have been free to adapt the concept for their own physical, social and economic environments. Some have established national parks to protect scenery, others to protect ecosystems or wildlife. Tourism has also been a fundamental component of the national parks concept from the beginning and predates ecological justifications for national park establishment though it has been closely related to landscape conservation rationales at the outset. Approaches to tourism and visitor management have varied. Some have stripped their parks of signs of human settlement, while increasingly others are blending natural and cultural heritage, and reflecting national identities. This edited volume explores in detail, the origins and multiple meanings of National Parks and their relationship to tourism in a variety of national contexts. Taking a global comparative approach, this book examines how and why national parks have spread and evolved, how they have been fashioned and used, and the integral role of tourism within national parks. Book excerpt: This critical book focuses on the geomorphological landscapes of eastern Canada and provides a companion volume to “Landscapes and Landforms of Western Canada” (2017). There are a number of unique characteristics of eastern Canada’s landscapes, notably its magnificent coastlines, the extraordinary variety and extent of wetlands, the huge Great Lakes-St. Lawrence basin, the high incidence of meteorite craters, the spectacular Niagara Falls, urban karst in Montreal and Ottawa, youthful, glaciated karst in Ontario, Newfoundland, Quebec and Nova Scotia, the ubiquitous permafrost terrain of Nunavut, Labrador and northern Quebec and the magnificent arctic fjords and glaciers. Looking at coastlines, the tidal extremes of the Bay of Fundy are world renowned; the structural complexity of the island of Newfoundland is less well known, but produces an astounding variety of coastlines in close succession; the arctic fjordlands of Baffin and Ellesmere islands and the extravagant raised beaches of Hudson Bay bear comparison with the classic fjords of Norway and the Baltic Sea raised beaches. As for wetlands, there are distinctive Arctic, Subarctic, Boreal, Eastern Temperate and Atlantic wetlands, and their extent is second only to those of Russia. In the Hudson and James Bay regions, between 75-100% of the terrestrial surface is comprised of wetlands. One of North America’s largest river basins, the Great Lakes-St. Lawrence basin, has its source in Minnesota, straddles the USA-Canada border and debouches into Quebec as the St. Lawrence River and evolves through its estuary into the Gulf of St. Lawrence, a journey of almost 5,000 km. As far as meteorite craters are concerned, 10% of the world’s total are located in eastern Canada, including some of the largest and most complex landforms. They are preserved preferentially in the ancient Shield terrain of Quebec. Finally, the three million km2 of permafrost controlled relief in eastern Canada serves as a reminder of the vulnerability of eastern Canada’s landscapes to climate change. Effects of warming are expressed through thawing of the permafrost, disruption of transportation corridors and urban construction problems, ever-present geomorphic hazards.

In Canada many public projects, programs, and services perform well, and many are very successful. However, these cases are consistently underexposed and understudied in the policy literature which, for various reasons, tends to focus on policy mistakes and learning from failures rather than successes. In fact, studies of public policy successes are rare not just in Canada, but the world over, although this has started to change (McConnell, 2010, 2017; Compton & 't Hart, 2019; Luetjens, Mintrom & 't Hart, 2019). Like those publications, the aims of Policy Success in Canada are to see, describe, acknowledge, and promote learning from past and present instances of highly effective and highly valued public policymaking. This exercise will be done through detailed examination of selected case studies of policy success in different eras, governments, and policy domains in Canada. This book project is embedded in a broader project led by 't Hart and OUP exploring policy successes globally and regionally. It is envisaged as a companion volume to OUP's 2019 offering Great Policy Successes (Compton and 't Hart, 2019) and to Successful Public Policy in the Nordic Countries (de La Porte et al, 2022). This present volume provides an opportunity to analyze what is similar and distinctive about introducing and implementing successful public policy in one of the world's most politically decentralized and regionally diverse federation and oldest democratic polities.
