Book excerpt: This study investigates the role of civil society in forging sustainable peace in Mindanao. Civil society?s involvement in peace efforts can improve the chances of a lasting settlement?both in terms of addressing underlying causes and in terms of building a constituency for the concessions needed for a peace agreement. There are limitations to the effectiveness of civil society, however, due both to certain characteristics of these organizations (such as their ideological divisions or their lack of representativeness of the whole Filipino community) and to the inherent nature of civil society (its inability to aggregate interests in order to achieve a wider settlement). In the end, civil society can have an impact in making it politically possible for policy elites to adopt positions other than that of ?victory? (which seems to be the preferred policy stance of the general Christian Philippine citizenry). Through articulation of issues and networking, through activities parallel to the formal peace process, and through their efforts to bridge communal divides, civil society organizations keep alive the prospect for peace in Mindanao that sometimes seems forever elusive.This is the seventeenth publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.

Book excerpt: For 50 years the Government of the Republic of the Philippines (GRP) has been confronted with a Muslim insurgency in Mindanao. The grievances which underpin this insurgency and the insurgents political objective of independence are deep rooted, extending back into the Spanish Colonial Period. The Marcos Administration launched a complex web of initiatives to defeat this insurgency. As variations of these efforts persistently failed over several decades across a succession of presidential administrations, many observers contend that this insurgency is a "wicked problem" that cannot be solved -- only managed. This Strategy Research Project (SRP) considers new strategic opportunities pursued by the current GRP for the purpose of forging a fair, just and lasting resolution to the Mindanao Muslim Insurgency. This paper argues that this long standing conflict is "ripe for resolution" and provides substantive recommendations to advance the GRP-MILF Peace Process towards a successful conclusion.

In the five decades of attempts to achieve peace, a key element is the Bangsamoros’ search for a kind of development that is compatible with their aspirations for freedom and their future. This book presents a study of the Bangsamoro communities and their social constructions of conflict, peace and development. It examines the viability of the sustainable human development framework for application in their challenging realities. The usefulness of the sustainable human development framework lies not only in its use of human development parameters like the Human Development Index. It also provides an approach towards development that synergizes with the sustainable peace framework – an imperative for Mindanao. At the centre of this approach is the Participatory Rural Appraisal and Participatory Learning and Action methodology for eliciting responses, stimulating discussion, documenting verbal and non-verbal ideas and carrying out small-scale projects to demonstrate community participation. The book concludes with two main points: that (a) both sustainable human development and peacebuilding are mutually reinforcing frameworks aimed at achieving the same human development goals, and (b) the pursuit of the right to self-determination is enhanced, as both frameworks are combined to provide a context for the attainment of peace in Mindanao.

The Magindanawn people, who embraced Islam after contact with Malay Muslims in the late 1400s, have experienced clan rivalries and other outsider aggressions leading to disenfranchisement and displacement from their ancestral domain in west Central Mindanao. In the activism and rebellion of the late 1960s and early 1970s, Magindanawn people were often caught between Philippine military forces and the Bangsamoro mujahideen. In the 1980s, there was some respite but, until the present-day, the people and the land have been subjected to continual skirmishes and sometimes all-out war. In the mid-1990s, Datu Ibrahim "Toto" Paglas III wanted to fulfill his father's dream of establishing a plantation in their homeland for community benefit. Touted as the "Datu Paglas miracle," the La Frutera banana plantation came into existence in the midst of intercultural disharmony and regional conflict. Transitional polycentrism is intrinsically awkward as a description of the security of states and their populations; it implies the loosening of state control and the emergence of newly asserted authority by mixed constellations of intergovernmental organizations and non-state actors. It implies a competition of agendas: threats to the integrity of borders and human security threats such as natural disasters, airliner crashes, and displacement by man-made pollution and food scarcity. Conversely, polycentrism could also imply a return to a more neo-realist oriented international order where great powers ignore ASEAN and steer regional order according to their perceived interests and relative military superiority. This book embraces these contradictory trends as a foundation of analysis and accepts that disorder can also be re-described from the perspective of studied detachment as polycentric order.
