His father, Johnny Metzgar, fought ardently for workplace rules as a means of giving "the men" some control over their working conditions and protection from venal foremen. He pursued grievances until he eroded management's authority, and he badgered foremen until he established shop-floor practices that would become part of the next negotiated contract. As a passionate advocate of solidarity, he urged coworkers to stick together so that the rules were upheld and everyone could earn a decent wage. Striking Steel's pivotal event is the four-month nationwide steel strike of 1959, a landmark union victory that has been all but erased from public memory. With remarkable tenacity, union members held out for the shop-floor rules that gave them dignity in the workplace and raised their standard of living. Their victory underscored the value of sticking together and reinforced their sense that they were contributing to a general improvement in American working and living conditions. The Metzgar family's story vividly illustrates the larger narrative of how unionism lifted the fortunes and prospects of working-class families. It also offers an account of how the broad social changes of the period helped to shift the balance of power in a conflict-ridden, patriarchal household. Even if the optimism of his generation faded in the upheavals of the 1960s, Johnny Metzgar's commitment to his union and the strike itself stands as an honorable example of what a collective action can and did achieve. Otherwise the oxygen will decarbonize the steel and thus keep it from hardening. Steel will crack from sudden contraction if the fire is so shallow or the steel so placed in the fire that a cold blast strikes it. Especially is this so if the piece has thin projections, which owing to their small size are very susceptible to changes in temperature. If a big piece of steel is to be heated it is necessary to have the fire large enough to heat the piece uniformly. Charcoal is considered an ideal fuel for heating steel as it is practically pure carbon, but if it is used the fire should be kept well supplied with new coal, or it will be necessary to use a strong blast, which is likely to reach the steel and cause it to crack. It is stated by E. R. Markham in his most excellent work "The American Steel Worker," that high carbon steel will not become so hard on the surface if heated in charcoal fire as if heated in one burning coke. The best way is to heat in such a manner that the steel will not come in contact with the fuel: as in a muffle furnace, a piece of pipe or an iron box. When, however, the work is to be turned in a lathe afterwards, the open fire is better because it heats rapidly. Furnaces.--The muffle furnace (Fig. 166) is neat and easily managed. The high-carbon steels require extreme care in the various heat-treating processes, and their use is discouraged by some on this account. The arguments advanced against its use appear to a skilled man without foundation, because men skilled in this branch of work can be had if they are given the necessary inducements. The higher the carbon the lower the critical point of the steel. If the operator bears this fact in mind he will have no trouble in determining the proper heats to employ in forging, annealing and hardening high-carbon steel. The idea entertained by some manufacturers that they must use a steel that fits the ability of their employees seems to be without proper foundation. It is better to use steel suited to requirements, and then employ workmen capable of properly treating it. The percentage of carbon is many times denoted by the term "temper." When used in this connection it has no association with the "letting down" process known as drawing the temper after hardening. The following table gives the uses of steel of various carbon contents as adopted by at least one manufacturing concern, and conforms very closely to general usage. It cannot be regarded as absolutely correct under all conditions, but answers as an approximate guide. orffi!
