Available in PDF, EPUB and Kindle. Book excerpt: In the conflict between logging as a material resource and preservation the forests are becoming depleted throughout the world and this depletion is aggravated by the effects of air pollution. The concept of utilization is thus now being expanded to include vital societal values. These issues are nowhere more acute than in Central and Eastern Europe, where obsolete, poorly maintained industrial plant is common. Air pollutant levels are so high that one area has been called the Black Triangle. Timber is required in this region as a building material and logging for fuelwood is practised, giving rise to a complex linkage between industry, energy supply, deforestation, agriculture, value-added forestry products and economic development. This book presents current information on national and regional issues relating to environmental threats to forest land, focusing on: ecology, environment and science; forest ownership and management; forest product utilization; government and public agency roles. The recommendations, action items and the human network needed for regional-level implementation are detailed in `situation', `position' and `state of the art' papers. The final objective is to develop a plan of action to help abate the negative impacts while sustaining or expanding the forests, the economy and the energy sufficiency of the region.

Book excerpt: Forestry in Central and Eastern European countries is going through a turbulent phase, caused by an uncertain economic situation, ownership changes and envisaged memberships of the European Union. Additionally, recent developments in the environment give reasons for concern, like the effects of air pollution, acidification and possible climate change. Another recent development in Europe is the tendency to shift towards a more nature oriented forest management. The aim of the book is to give insight in possible future development directions of the forests of CEC and NIS countries in order to contribute to current discussions about sustainability, the future biological potential, management options and impacts of environmental changes. With a large scale scenario model (EFISCEN), a quantitative assessment of future wood production in Czech Republic, Poland, Hungary and Ukraine, its degree of sustainability under various scenarios of forest growth and timber harvest, and the overall consequences of forest decline and climate change on future wood supply was made.

Book excerpt: In West and Central Asia, governments, the private sector, communities, farmers and civil society organizations are making substantial efforts to improve the management of forest and tree resources. However, most countries face enormous challenges in this regard. This publication, the main report of the Forestry Outlook Study for West and Central Asia (FOWECA), provides a long-term perspective of changes in the forest sector. Implemented in partnership with the countries, the study covered 23 countries in West Asia, Central Asia and the southern Caucasus. This report outlines the probable developments, including broader regional and global issues which need to be taken into account in developing national policies and programmes. It then discusses what needs to be done to enhance the contribution of forests and trees to society. It focuses particularly on probable development scenarios, their implications for society in terms of the availability of goods and services, and the priorities and strategies that may be pursued to improve the situation. This analysis will be of particular interest to planners, investors and decision-makers at the regional, subregional and national levels.

Book excerpt: The objective of this publication is to present the policy and management approach of each member country on its protective forests. The goal of the member countries is to increase the resilience of mountain forests and ensure the sustainability of their protective functions for society. Each country report covers the following topics: 1) definition of protective forests; 2) characteristics of the national protective forest system; 3) challenges encountered in the management and strengthening of protective forests, including climate change impacts; 4) governance of the protective forest system; and 5) monitoring and planning systems for protective forests. Countries have defined, characterized, and identified challenges inherent to their protective forests, and it is through their appropriate governance, management and planning that the forests are able to provide ecosystem services in a sustainable way. In the context of a changing climate, the approach has to be revisited and adapted to novel and increasingly more uncertain conditions. This review of reports from 12 countries shows that especially mountain regions in Europe are facing common challenges and that different approaches can be learnt from each another. We hope that this report may provide a basis for further actions in transboundary and international cooperation for maintaining and enhancing protective forests.

Book excerpt: This study, prepared jointly by FAO and UNECE, sets out data on long term trends and projections for future developments in the forestry sector for 38 countries in western and eastern Europe (including the three Baltic states and four major CIS countries including Russia) covering the years 1960 to 2020. It is based on scientific analysis and covers forest resources, and the production, trade and consumption of roundwood, sawnwood, panels, pulp and paper; as well as the outlook for non-wood products and forest services. It also examines the links with other sectoral policies, such as energy, environmental, trade and rural development policies, and sets out a number of policy conclusions and recommendations.

Book excerpt: The countries of Eastern Europe and Central Asia urgently need to accelerate the integration of environmental concerns into their agricultural and forestry sectors. Policies and laws promoting integration have undoubtedly improved, but implementation is lagging, particularly in the east and in agriculture. Integrating Environment into Agriculture and Forestry raises awareness of the pressing need to step up progress on implementation. Failure to integrate environment into agriculture and forestry will have major economic and human health implications, eg. soil salinity in Uzbekistan is estimated to cost $1 billion per year, while soil erosion is estimated to cost Moldova at least $40 million per year. Agriculture and forestry are also highly sensitive to climate change and it is critical for the countries in the sub-region to build awareness and the capacity to proactively integrate climate change adaptation into agriculture and forestry sector policies, programs and investments. These sectors contribute about 15 percent of GDP and support the 35% of the population who live in rural areas of the sub-region. Report recommendations include: the imperative of using economic cost-benefit analysis as a base for decision making, scaling up of successful pilot projects, and development and implementation of climate change risk management adaptation plans. The report includes a companion CD-ROM which contains 21 in-depth reviews of Eastern European and Central Asian countries.

Available in PDF, EPUB and Kindle. Book excerpt: In Europe, forest policy discussions are moving towards a European-Union-wide strategy. This will further strengthen the relations between the European countries in the field of forests and forest management. European-wide forest planning and decision-making require that policy-makers have insight in the long-term development of European forests under alternative regimes. The European Forest Information Scenario Model (EFISCEN) was used to make projections of the development of the European forests under four different scenarios. This book addresses the consequences of each scenario for wood production, biodiversity, and the environmental functions of the forest. The results provide policy-makers with a challenge of whether to intervene in the ongoing trend of build-up of growing stock and whether to choose between enhancing biodiversity, increasing the use of domestically produced wood products, or to combine them.
