Standard environmental histories have often depicted this as an era of reckless deforestation, akin to the resource misuse that devastated European forests at the same time. This comprehensive new study shows that the reality was more complex: as old-growth forests were cut down, new economic arrangements emerged to develop renewable timber resources. Historian Meng Zhang traces the trade routes that connected population centers of the Lower Yangzi Delta to timber supplies on China's southwestern frontier. She documents innovative property rights systems and economic incentives that convinced landowners to invest years in growing trees. Delving into rare archives to reconstruct business histories, she considers both the formal legal mechanisms and the informal interactions that helped balance economic profit with environmental management. Among the uncertainties are the lack of formalization of lessons learned regarding the impacts of previous programs and projects. Beyond the challenges of generating the proper information on these impacts, there are other difficulties that relate with how to socialize the information and knowledge gained so that change is transformational and enduring. The main complexities lie in understanding the interactions of social-ecological systems at different scales and how they varied through time in response to policy and other processes. This volume is part of a broad research effort to develop an independent evaluation of certification impacts with stakeholder input, which focuses on FSC certification of natural tropical forests. More specifically, the evaluation program aims at building the evidence base of the empirical biophysical, social, economic, and policy effects that FSC certification of natural forest has had in Indonesia as well as in other tropical countries. The contents of this volume highlight the opportunities and constraints that those responsible for managing natural forests for timber production have experienced in their efforts to improve their practices. As such, the goal of the studies in this volume is to serve as the foundation to design an impact evaluation framework of the impacts of FSC certification of natural forests in a participatory manner with interested parties, from institutions and organizations, to communities and individuals.

A century later woodland cover had tripled. Most of the newly established forestry plantations were created on elevated land with wet peaty soils and high wind exposure, not exactly the condition in which forests naturally thrive. Jan Oosthoek tells in this book the story of how 20th century foresters devised ways to successfully reforest the poor Scottish uplands, land that was regarded as unplantable, to fulfil the mandate they had received from the Government and wider society to create a timber reserve. He raises the question whether the adopted forestry practice was the only viable means to create forests in the Scottish Highlands by examining debates within the forestry community about the appearance of the forests and their longterm ecological prospects. Finally, the book argues that the long held ecological convictions among foresters and pressure from environmentalists came together in the late 20th century to create more environmentally sensitive forestry.

Book excerpt: The Complex Forest systematically examines the theory, processes, and early outcomes of a research and management approach called adaptive collaborative management (ACM). An alternative to positivist approaches to development and conservation that assume predictability in forest management, ACM acknowledges the complexity and unpredictability inherent in any forest community and the importance of developing solutions together with the forest peoples whose lives will be most affected by the outcomes. Building on earlier work that established the importance of flexible, collaborative approaches to sustainable forest management, The Complex Forest describes the work of ACM practitioners facing a broad range of challenges in diverse settings and attempts to identify the conditions under which ACM is most effective. Case studies of ACM in 33 forest sites in 11 countries together with Colfer's systematic comparison of results at each site indicate that human and institutional capabilities have been strengthened. In Zimbabwe, for example, the number of women involved in decisionmaking soared. In Nepal, community members detected and sanctioned dishonest community elites. In Cameroon and Bolivia, learning programs resulted in better conflict management. These are early results, but a wide range of recent research supports Colfer's belief that these new capabilities will eventually contribute to higher incomes and to sustainable improvements in the health of forests and forest peoples. The Complex Forest reinforces calls for change in the way we plan conservation and development programs, away from command-and-control approaches, toward ones that require bureaucratic flexibility and responsiveness, as well as greater local participation in setting priorities and problem solving.

Book excerpt: It was in late 2002 that the idea of preparing a collection of multi-authored chapters on different aspects of ag- st forestry as a compendium for the 1 World Congress of Agroforestry, June 2004, was tossed around. With the approval of the idea by the Congress Organizing Committee, serious efforts to make it a reality got under way in early 2003. The rigorously peer-reviewed and edited manuscripts were submitted to the publisher in December 2003. Considering the many differentindividualsinvolved in the task as authors and manuscriptreviewers, we feel quite pleased that the task could be accomplished within this timeframe. We are pleased also about the contents on several counts. First of all, the tropical-temperate mix of topics is a rare feature of a publication of this nature. In spite of the scienti?c commonalities between tropical and temperate practices of agroforestry, the differences between them are so enormous that it is often impossible to mesh them together in one publication. Secondly, several of the chapters are on topics that have not been discussed or described much in agroforestryliterature. A third feature is that some of the authors, though well known in their own disciplinary areas, are somewhat new to agroforestry; the perceptions and outlooks of these scholars who are relatively unin?uenced by the past happenings in agroforestry gives a whole new dimension to agroforestry and broadensthescopeofthesubject.
