Book excerpt: Starting in 1994, Cameroon introduced regulatory and market-based reforms to regulate access to its rainforests, balance public and private interests in those forests, and integrate wider economic, cultural, and environmental perspectives of the value of forests. Based on historical data and extensive interviews, this report concludes that the reforms brought order over the most aggressively competing interests and started to address deeper social and environmental issues, but a significant unfinished agenda remains. On the positive side, information on the boundaries, ownership, use rights, and management of Cameroon s rainforests has become available for public scrutiny, along with information on detection and prosecution of illegal activities. Better and better known rules of the game have improved forest governance and collaboration between forest institutions and civil society. More than 60 percent of Cameroon s rainforests are under management systems that emphasize sustainability. Illegal logging has declined sharply managed parks and production forests, although it persists in rural areas. The restructured forest industry has adopted internationally recognized management practices that have started to align logging with the forest s capacity to regenerate. Cameroon has established rules to preserve customary rights to forests, and community forests have progressed despite unanticipated challenges. Yet further reform is needed. Deeper recognition of the customary rights of all people who depend on Cameroon s forests, regardless of ethnicity, is vital. Timber and nontimber forest products like medicinal plants and bush meat remain subject to illegal exploitation outside state forests. Cameroon needs qualified eco-investors to sustain conservation and diminish reliance on timber production. Community involvement in the management of all types of forests should expand further. Great attention to local markets and small firms will strengthen forest governance and the forest industry in important ways. Rewarding responsible corporate behavior with more lenient bank guarantees and tax incentives may prove as important for conserving forests as punishing corporate misbehavior.

Book excerpt: Deforestation in the Democratic Republic of the Congo (DRC) is significantly lower than in other heavily forested tropical countries. However, there is increasing concern that this rate is likely to accelerate. Many of those concerned about future deforestation argue that shifting cultivation is the primary driver and that if nothing is done to change the practice, it will cause even more forest loss. This study reviews the evidence in support of these claims. In the first section, we compare the results of the most recent remote sensing-based studies on the rate of change in forest cover and try to explain why and how they differ. We then review the literature on the relationship between agriculture and deforestation in the DRC, with particular attention to the role of shifting cultivation. Finally, we integrate the insights from both the remote sensing studies and the broader literature to arrive at a general picture of the current state of the forest in the DRC and the risks for its future. Overall, we find that while there is substantial variation in the recent deforestation estimates for the DRC depending on definitions, methods and approaches, some deforestation is taking place albeit at a slower rate than in the rest of the tropics. This deforestation is concentrated in Kinshasa and Bas-Congo provinces, in the eastern DRC and around medium-sized cities along the Congo River. Agriculture appears to be the main driver of deforestation and its impact will likely increase as the countrys population grows. While some researchers argue that this presents a real threat to the future of the DRCs forests, there is a lack of strong evidence to show the magnitude of this threat. If the impact continues to be felt mainly in the areas where it is currently taking place, the overall ensuing deforestation may not be very extensive. While the local impacts may be real, given the vast size of the DRC and the location of its large tracts of forests, there is a strong possibility that the overall biodiversity and carbon impacts of such deforestation will be limited.

Book excerpt: Tropical forests are of global importance with respect to their influence on biogeochemical cycles, climatic patterns, and as large reservoirs of biodiversity. Yet, few studies have quantified their structure, biomass, and carbon pools; basic information necessary to better understand the global function of tropical forests. The RADAMBRASIL project was conducted in the 1970's to inventory Brazil's natural resources. Describing a relationship between total aboveground biomass (TAGB) and the RADAMBRASIL forest inventories could add to the usefulness of RADAMBRASIL data base for the estimation of TAGB and carbon pools of the Amazon Basin. Our study quantified TAGB and forest structure of 20 undisturbed primary forest stands that were a part of Projeto RADAMBRASIL. This study was located in Rondonia, Brazil; an area in which a large portion of Amazonian deforestation occurred. TAGB ranged from 533 Mg ha-1 in a dense forest site to 288 Mg ha-1 in an open forest site with a mean TAGB of 341 Mg ha-1. TAGB and structure in each stand was described by partitioning and measuring the vegetation components. Non-tree components included palm, vines, litter, rootmat, and dead vegetation. The non-tree component of TAGB was highly variable (i.e.; 12% and 41%). We tested the hypothesis that there was a high correlation between these enumerated TAGB estimates from our study and predictive models that use commercial volumes from RADAMBRASIL to estimate TAGB (Fearnside, 1992 and Brown and Lugo 1992). No significant correlation was found between the modeled TAGB and the field measured TAG B. The Brown and Lugo model underestimated the mean for dense forests by> 1 00 Mg ha-1 (28%), conversely the Fearnside model overestimated the mean for open forests by> 100Mg ha-1(35%). No correlation was found between the TAGB estimates from this study and commercial volume reported in RADAMBRASIL, therefore no model was possible for TAGB based on commercial volume. Determining relationships between classifications from forest inventories and actual biomass data could improve models of global climate change and biogeochemical cycles. Given results from this study, current estimates of TAGB for Amazonian rainforests that are lower than 290 Mg ha-1 based upon forest inventories should be viewed with caution.

Farmers were asked to rank, based on their knowledge of the fertilizing patterns of associated species, ten trees species with the most positive effects on soil fertility. The ranking was tested with respect to the amount of litter fall and the quantity of minerals released (N, P, K, Ca and Mg) as factors affecting the nutrient recycling process. In decreasing order of importance, the top ten species identified were Milicia excelsa, Alstonia boonei, Terminalia superba, Irvingia gabonensis, Ceiba pentandra, Ficus mucoso, Musanga cecropoides, Coula edulis, Eribroma oblungum and Zanthoxylum heitzi. The mean litter fall ranged from 19.03 to 0.52 kg/ha and N was the main nutrient in the leaf litter of the different tree species with its concentration varying from 29.81 to 53.56 g/kg and a mean of 42.31 g/kg. P was present in very low concentrations (from 0.4 to 1.96 g/kg) while K varied widely from 0.76 to 6.82 g/kg. Book excerpt: Savannas account for around 30% of global terrestrial net primary production (NPP); however due to limited field measurements, high spatial variability, and high structural diversity, estimates of NPP and aboveground carbon (C) storage are still highly uncertain. This is especially the case in the Brazilian savanna (cerrado), which has received little attention compared to Amazon forests. We measured woody growth using dendrometers and aboveground herbaceous growth using destructive harvests for several different cerrado ecosystems in the southern Amazon Basin over a one year period. Soil and foliage samples were obtained and were analyzed for nutrient contents. Ecosystems were located in the Cuiaba Basin and northern Pantanal of southern Mato Grosso, Brazil, and varied substantially in physiognomy (woodlands and forests) and hydrology (seasonally flooded vs upland). Aboveground woody and herbaceous growth data were used to calculate total aboveground growth (TAG) and to analyze relationships between TAG and nutrient availability. Most of the TAG consisted of woody growth (ca. 70-100%), and herbaceous growth was negatively related to tree growth and stand leaf area index. TAG was highly correlated with soil pH, cation exchange capacity, and nutrient availability, including phosphorus (P), potassium (K), calcium (Ca), and magnesium (Mg). These data indicate that herbaceous production, which is often ignored, can be an appreciable part of aboveground production, but only in woodlands or grass-dominated cerrado where tree cover is low. Furthermore, our data indicate that aboveground production varies significantly with soil fertility, especially cation (K, Ca, and Mg) availability, which is often low throughout the cerrado domain. These data illustrate how soil variation affects cerrado productivity, and will help increase our understanding of how cerrado structure and function will be affected by land use and climate change that is already occurring throughout the southern Amazon Basin.
