Book Synopsis Forest Or Farm? by : Kléber Bertrand Ghimire
Download or read book Forest Or Farm? written by Kléber Bertrand Ghimire and published by Oxford University Press, USA. This book was released on 1992 with total page 238 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book proposes that the historical unequal distribution of cultivated land across tenure classes--and in particular the extremely small land units combined with the declining yields and population growth--has produced a gradual process of landlessness in Nepal. One result has been the high level of migration and spontaneous land settlement in forest areas in the Nepal Tarai, where prospects for land settlement are still substantial. The work demonstrates how recent state policies emphasizing forest protection seal off this "last" agricultural frontier and subject landless migrants to official intimidation, frequently accompanied by the destruction of their homes and crops and eviction from their settlements.

Available in PDF, EPUB and Kindle. Book excerpt: Despite almost four decades and billions of dollars in development activities, we are barely in a position to track the changing dynamics of poverty or to define with conviction the processes that entrap the poor in their misery. Accounting for about 90% of global poverty, rural poverty, through transmigration, is also a main contributor to urban poverty. It is in the rural areas of the world where poverty is most severe in human terms, where the hunger, hopelessness, hardship, and despair commonly associated with entrenched poverty are most pronounced, where basic health services, sanitation, educational opportunities, and other common amenities are most lacking. The alleviation of rural poverty is therefore tantamount to the alleviation of global poverty in its entirety. The State of World Rural Poverty offers the first comprehensive look at the economic conditions and prospects of the world's rural poor.

Download or read book Sustaining Forests written by World Bank and published by World Bank Publications. This book was released on 2004-05-01 with total page 106 pages. Available in PDF, EPUB and Kindle. Book excerpt: The World Bank's Forests Strategy, adopted in October 2002, charts a path for the Bank's proactive engagement in the sector to help attain the goal of poverty reduction without jeopardizing the environmental values intrinsic to sustainability. This strategy replaces the Bank's 1991 Forestry Strategy, and was developed on the basis of the findings of an independent review of the 1991 strategy and a two-year consultative process with development partners and stakeholders around the world. The revised strategy, Sustaining Forests, is built on three guiding pillars: harnessing the potential of forests to reduce poverty, integrating forests into sustainable economic development, and protecting global forest values. Recognizing the key role forests play in contributing to the livelihoods of people living in extreme poverty, government and local ownership of forest policies and interventions are emphasized along with the development of appropriate institutions to ensure good governance and the mainstreaming of forests into national development planning. The strategy also aims to support ecologically, socially and economically sound management of production forests by ensuring good management practices through application of safeguard procedures and independent monitoring and certification. Implementation of the strategy will center on building and strengthening partnerships with the private sector, non-governmental organizations, and other donor agencies to promote better forest conservation and management at country and global levels.

Book Synopsis Rich Forests, Poor People by : Nancy Lee Peluso
Download or read book Rich Forests, Poor People written by Nancy Lee Peluso and published by Univ of California Press. This book was released on 2023-09-01 with total page 339 pages. Available in PDF, EPUB and Kindle. Book excerpt: Millions of Javanese peasants live alongside state-controlled forest lands in one of the world's most densely populated agricultural regions. Because their legal access and customary rights to the forest have been severely limited, these peasants have been pushed toward illegal use of forest resources. Rich Forests, Poor People untangles the complex of peasant and state politics that has developed in Java over three centuries. Drawing on historical materials and intensive field research, including two contemporary case studies, Peluso presents the story of the forest and its people. Without major changes in forest policy, Peluso contends, the situation is portentous. Economic, social, and political costs to the government will increase. Development efforts will by stymied and forest destruction will continue. Mindful that a dramatic shift is unlikely, Peluso suggests how tension between foresters and villagers can be alleviated while giving peasants a greater stake in local forest management.

Book Synopsis Access to Land in Rural India by : Robin Mearns
Download or read book Access to Land in Rural India written by Robin Mearns and published by World Bank Publications. This book was released on 1999 with total page 56 pages. Available in PDF, EPUB and Kindle. Book excerpt: Abstract: May 1999 - Access to land is deeply important in rural India, where the incidence of poverty is highly correlated with lack of access to land. The author provides a framework for assessing alternative approaches to improving access to land by India's rural poor. He considers India's record implementing land reform and identifies an approach that includes incremental reforms in public land administration to reduce transaction costs in land markets (thereby facilitating land transfers) and to increase transparency, making information accessible to the public to ensure that socially excluded groups benefit. Reducing constraints on access to land for the rural poor and socially excluded requires five key issues: restrictions on land-lease markets, the fragmentation of holdings, the widespread failure to translate women's legal rights into practice, poor access to (and encroachment on) the commons, and high transaction costs for land transfers. Among guidelines for policy reform the author suggests: Selectively deregulate land-lease (rental) markets, because rental markets may be important in giving the poor access to land; Reduce transaction costs in land markets, including both official costs and informal costs (such as bribes to expedite transactions), partly by improving systems for land registration and management of land records; Critically reassess land administration agencies and find ways to improve incentive structures, to reduce rent-seeking and base promotions on performance; Promote women's independent land rights through policy measures to increase women's bargaining power within the household and in society generally; Improve transparency of land administration and public access to information, to reduce rent-seeking by land administration officers and to strengthen poor people's land rights (and knowledge thereof); Strengthen institutions in civil society to provide the awareness, monitoring, and pressure needed for successful reform and to provide checks and balances on inappropriate uses of state power; In a companion paper (WPS 2124) the author addresses these issues at the level of a particular state - Orissa, one of India ' s poorest states - in an empirical study, from a transaction costs perspective, of social exclusion and land administration. This paper - a product of the Rural Development Sector Unit, South Asia Region - is part of a larger effort in the region to promote access to land and to foster more demand-driven and socially inclusive institutions in rural development.

Book Synopsis The role of law in the reduction of rural poverty by : Food and Agriculture Organization of the United Nations
Download or read book The role of law in the reduction of rural poverty written by Food and Agriculture Organization of the United Nations and published by Food & Agriculture Org.. This book was released on 2020-03-01 with total page 56 pages. Available in PDF, EPUB and Kindle. Book excerpt: Considering the importance of legal frameworks in laying down governance and accountability frameworks, clarifying the responsibilities of relevant public and private entities and defining the long term and budgetary commitment of states, the capacity of countries to adopt and enforce laws in pertinent areas is crucial to reducing rural poverty. Countries have signed up to international and regional instruments that are of relevance to rural poverty and have adopted policies and legislation in these areas. However, a number of normative, institutional and operational challenges exist in different countries. These include regulatory gaps in some areas such as social security for agricultural workers; the existence of laws that sustain discriminatory practices, for example, in relation to inheritance of property; and inconsistencies in norms and institutional mandates in the area of natural resource governance. Even with relatively good laws, their practical implementation may be wanting due to limitations of capacity to implement them. These problems would require a range of measures on the part of state and non‐state actors, including the adoption or revision of laws as well as awareness‐raising and legal empowerment. This legal paper explores the significance of legislative frameworks to poverty reduction efforts, with a particular focus on human rights. It highlights sectoral areas for legislative intervention and identifies normative, procedural and institutional challenges that states encounter while implementing poverty reduction programmes. It further refers to examples from state practice and provides recommendations on how relevant actors can make use of legislation to address rural poverty.
