Book excerpt: John Sculley In the short history of personal computing, the task of the software programmer has been one of the least recognized-but one of the most significant-in the industry. In addition to defining the prob lems, and presenting the solutions, the software programmer is con fronted with the challenge of having to predict what combination of ideas and technologies will move the industry forward in the most compelling way. Even though we've seen the development of tremendous applications in a surprisingly short period of time, the most difficult problems often surface when we try to elevate a suc cessful local idea to the international arena. In the case of Apple Computer, these challenges become especially profound when you consider that Apple sells Macintosh not just in the United States, but in Japan, China, the Middle East, Africa, East ern Europe, and even to the United Nations itself. Of course, this means that the personal computer must work everywhere around the world. But more significantly, it also means that the software must reflect the uniqueness of a given culture, its language, morals, and even its sense of humor. To step away from a narrowly-defined, nationally-based paradigm for software development, programmers, management, and entire corporations must learn to recognize what elements of an interface, problem solving technique, documentation illustration, package de sign, and advertisement are local, and which elements are appro priate for global markets.

Book excerpt: Although forest health may be difficult to define and measure, a strong demand exists for assessment of forest conditions at various state, regional, and national scales. Forest Health Monitoring (FHM) is a national program designed to measure the status, changes, and trends of forest conditions annually. This report presents a broad view of forest health issues affecting the Interior West region of Montana, Idaho, Wyoming, Utah, Nevada, Colorado, New Mexico, and Arizona. We found that the forests of the Interior West have changed considerably in the past century. What is more difficult to assess is whether humans have promoted change that is irreversible, or whether the change we see in the forested landscape is within healthy bounds. Discussions of forest health and forest cover change, the developed and wildland interface, insect and disease disturbances, watershed health, biodiversity, and air quality comprise the body of this report. This initial report sets the stage for more in-depth reports on forest health in the Interior West by introducing the FHM program, defining "the forest" regionally, discussing prominent issues, and displaying summary FHM data taken from 1996-1999. A website address is provided on the inside back cover of this report to solicit reader suggestions for improving future FHM reports.

Book excerpt: The public's attitude toward air pollution in the United States evolved substantially during the 1960s. One of the results of the nation's emerging environmental ethic was the creation of the U. S. Environmental Protection Agency (EPA) in December of 1970. Prior to this time, research was focused on the impacts of air pollution on human health and welfare and was largely conducted by several federal research agencies, which included the Department of Health, Education, and Welfare; the National Oceanic and Atmospheric Administration; and the U. S. Department of Agricul ture. After the creation of the EPA, much of this work was consolidated in one regulatory agency, which resulted in periodic evaluations of the various effects of atmospheric pollution on human health, materials, agriculture, and forest ecosystems. At the same time that environmental interest was growing in the United States, concern increased in the European scientific community and public over the ecological impacts of acidic deposition. As the magnitude of the damage to European lakes and streams and the widespread decline in Norway spruce and silver fir was reported, concern that similar problems were occurring in the United States increased substantially. This concern was heightened by press reports of high elevation spruce-fir forest declines in the Adirondack and Appalachian Mountains and the decline and death of sugar maples in the northeastern United States and Canada.

Book excerpt: Excerpt from Disturbance and Forest Health in Oregon and Washington Citizens, forest owners, and resource managers must all be come active to solve forest health problems in Oregon and Washington. Without cooperation and interaction among groups with diverse and opposing viewpoints, future needs and desires for products and services from regional forests will not be met. East of the Cascades, forest fuel reduction, thinning over stocked stands, and changing species are needed to reduce the risks of uncontrollable, stand-replacing wildfires and widespread insect outbreaks. West of the Cascades, the continued introduction of exotic insects, diseases, and plants threaten the existence of native forests and, without continual vigilance, chances of establish ment and spread are much greater. Air pollution, unless controlled and reduced in the Puget Sound area and the Willamette Valley, will affect increasing numbers of forest species, influencing their ability to grow and reproduce. On both sides of the Cascades, the incidence and severity of many native insects and diseases is closely linked to forest management. Awareness of the effects of different manage ment activities on insects and diseases is essential to achieve desired forest conditions. Forest management, forest health monitoring, research, and public education are the tools needed to create and main tain the forests that are so important to the people of Oregon and Washington. Book excerpt: Epiphytic lichen communities are included in the national Forest Health Monitoring (FHM) program because they help us assess resource contamination, biodiversity, and sustainability in the context of forest health. In 1996, field crews collected lichen samples on 141 field plots systematically located across all forest ownership groups in Idaho. Results presented here are the baseline assessment of the statewide field survey. Seventy-five epiphytic macrolichen species were reported from Idaho. Mean species richness varied significantly from seven to 12 species per plot depending on ecoregion province (p

Book excerpt: The American chestnut, whitebark pine, and several species of ash in the eastern United States are just a few of the North American tree species that have been functionally lost or are in jeopardy of being lost due to outbreaks of pathogens and insect pests. New pressures in this century are putting even more trees at risk. Expanded human mobility and global trade are providing pathways for the introduction of nonnative pests for which native tree species may lack resistance. At the same time, climate change is extending the geographic range of both native and nonnative pest species. Biotechnology has the potential to help mitigate threats to North American forests from insects and pathogens through the introduction of pest-resistant traits to forest trees. However, challenges remain: the genetic mechanisms that underlie trees' resistance to pests are poorly understood; the complexity of tree genomes makes incorporating genetic changes a slow and difficult task; and there is a lack of information on the effects of releasing new genotypes into the environment. Forest Health and Biotechnology examines the potential use of biotechnology for mitigating threats to forest tree health and identifies the ecological, economic, and social implications of deploying biotechnology in forests. This report also develops a research agenda to address knowledge gaps about the application of the technology.
