They included troops from not only all parts of Europe but also places as far away as Madagascar, West Africa, and New York City. Beginning in 1789, the French revolutionaries, driven by a new political ideology that placed "the nation" at the center of sovereignty, began aggressively purging the army of men they did not consider French, even if those troops supported the new regime. Such efforts proved much more difficult than the revolutionaries anticipated, however, owing to both their need for soldiers as France waged war against much of the rest of Europe and the difficulty of defining nationality cleanly at the dawn of the modern era. Napoleon later faced the same conundrums as he vacillated between policies favoring and rejecting foreigners from his army. It was not until the Bourbon Restoration, when the modern French Foreign Legion appeared, that the French state established an enduring policy on the place of foreigners within its armed forces. By telling the story of France’s noncitizen soldiers—who included men born abroad as well as Jews and blacks whose citizenship rights were subject to contestation—Christopher Tozzi sheds new light on the roots of revolutionary France’s inability to integrate its national community despite the inclusionary promise of French republicanism. Drawing on a range of original, unpublished archival sources, Tozzi also highlights the linguistic, religious, cultural, and racial differences that France’s experiments with noncitizen soldiers introduced to eighteenth- and nineteenth-century French society. The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The large scale imprisonment and rape of thousands of women, who were euphemistically called "comfort women" by the Japanese military, first seized public attention in 1991 when three Korean women filed suit in a Toyko District Court stating that they had been forced into sexual servitude and demanding compensation. Since then the comfort stations and their significance have been the subject of ongoing debate and intense activism in Japan, much if it inspired by Yoshimi's investigations. How large a role did the military, and by extension the government, play in setting up and administering these camps? What type of compensation, if any, are the victimized women due? These issues figure prominently in the current Japanese focus on public memory and arguments about the teaching and writing of history and are central to efforts to transform Japanese ways of remembering the war. Yoshimi Yoshiaki provides a wealth of documentation and testimony to prove the existence of some 2,000 centers where as many as 200,000 Korean, Filipina, Taiwanese, Indonesian, Burmese, Dutch, Australian, and some Japanese women were restrained for months and forced to engage in sexual activity with Japanese military personnel. Many of the women were teenagers, some as young as fourteen. To date, the Japanese government has neither admitted responsibility for creating the comfort station system nor given compensation directly to former comfort women. This English edition updates the Japanese edition originally published in 1995 and includes introductions by both the author and the translator placing the story in context for American readers.
