The new reporting and monitoring tools designed under the Act significantly enhance Treasury's ability to undertake a data-driven, objective analysis of an economy's foreign exchange policies and their impact on bilateral trade with the United States and the broader multilateral trade position. The Act sets up a process in which Treasury delineates clear, objective criteria -- based on relevant economic indicators -- to determine whether an economy may be pursuing foreign exchange policies that could give it an unfair competitive advantage against the United States.

Following the first major reform of the U.S. tax code in three decades, the United States saw business investment and productivity accelerate notably in 2018. The President's Budget for FY 2020, released in March, aims to bring down the U.S. fiscal deficit over the medium term by curtailing spending, with the deficit falling to 2.6 percent of GDP by 2024 under the Administration's proposals and policies.The Administration is working actively to dismantle unfair barriers to trade and achieve fairer and more reciprocal trade with major U.S. trading partners. This includes combatting unfair currency practices that facilitate competitive advantage, such as unwarranted intervention in currency markets. The U.S.-Mexico-Canada trade agreement incorporates commitments that all three countries will avoid unfair currency practices and publish related economic information. Additionally, in March, Korea for the first time reported publicly on its foreign exchange intervention. Treasury welcomes this important development in Korea's foreign exchange practices.

Book excerpt: The pattern of international trade adjustment is affected by the continuing international role of the dollar and related evidence on exchange rate pass-through into prices. This paper argues that a depreciation of the dollar would have asymmetric effects on flows between the United States and its trading partners. With low exchange rate pass-through to U.S. import prices and high exchange rate pass-through to the local prices of countries consuming U.S. exports, the effect of dollar depreciation on real trade flows is dominated by an adjustment in U.S. export quantities, which increase as U.S. goods become cheaper in the rest of the world. Real U.S. imports are affected less because U.S. prices are more insulated from exchange rate movements -- pass-through is low and dollar invoicing is high. In relation to prices, the effects on the U.S. terms of trade are limited: U.S. exporters earn the same amount of dollars for each unit shipped abroad, and U.S. consumers do not encounter more expensive imports. Movements in dollar exchange rates also affect the international trade transactions of countries invoicing some of their trade in dollars, even when these countries are not transacting directly with the United States.
