Book excerpt: Producer services such as managerial and engineering consulting can provide domestic firms with the substantial benefits of specialized knowledge that would be costly in terms of both time and money for domestic firms to develop on their own. These intermediate services are often non-traded, or costly to trade, and are best transferred through foreign direct investment. This has important implications for public policy since policies that impact on foreign direct investment are often quite different from those that impact on trade in goods. We develop a model of these services in this paper. Results show that: (1) while imported services are partial-equilibrium substitutes for domestic skilled labor, they may be general-equilibrium complements, (2) imported services lead to differential productivity effects in final goods production so that, for example, the pattern of trade in goods can reverse when FDI is permitted, and (3) the optimal tax on FDI (which we do not advocate as a practical matter) is negative

We build on earlier monopolistic-competition models of intermediate producer services in this paper. Results show that: (1) while foreign services are partial-equilibrium substitutes for domestic skilled labour, they may be general-equilibrium complements, (2) service trade can provide crucial missing inputs that reverse comparative advantage in final goods, (3) the 'optimal' tax on imported services may be a subsidy, and (4) in our dynamic formulation, there may be earnings losses for immobile workers along a transition path that suggest potentially important equity consequences of reform.

Book excerpt: The report reviews lessons from the International Finance Corporation's (IFC) investment, and advisory experience in the developing world, which show the interactions between policy frameworks, and the volume and structure of foreign direct investments (FDI). Case studies show how the Corporation promotes successful project structures, and regulatory changes, as it tries to attain the strongest development impact for investments. In developing countries, FDI has flowed mainly into manufacturing, and processing industries. In the past, investment attractiveness had been closely linked to possession of natural resources, or a large domestic market, while production and trade globalization, competitiveness as a location for investment, and exporting, have become the main determinants of attractiveness. Sources of FDI in the past, came almost exclusively from industrial countries, though recently those sources have widened, emerging from developing countries in their own right, and for their own regions. IFC, as an international initiative to promote FDI in developing countries, is liable to promote bilateral trade agreements, bilateral and multilateral financial institutions, and investment promotion programs; its advisory role may vary from diagnostic studies overviewing constraints to FDI, to investment policy studies giving specific solutions on either changes, or strategies. The study further looks at how policy environment is set, and at finding investor opportunities, through project financing, largely structured as joint ventures. The inherent, fragile nature of joint ventures, restricts foreign ownership, thus limiting project structures; however, careful project design has lead to successful operations, by ensuring management, and financial arrangements. Still, to maximize benefits, an unfinished agenda of policy reform remains, and, as more countries open to FDI, this integration will lead to an overall increase in FDI flows.

This book presents a comprehensive perspective on the motivations behind the studies, the effects of FDI, and how it can be utilized and extended to other areas of studies. Written with a global perspective, this book not only touches upon business strategies but also covers government policies toward promoting and attracting FDI for industrial and economic development. The author, with his vast experience in consulting and research projects for multinational companies, international organizations and governments, examines real world business practices of Eastern firms and how they relate to their Western counterparts, thus making this book a valuable and practical reference not only for students, but for practitioners, too.

Book excerpt: In this cutting-edge analysis of foreign direct investment (FDI), Moran--one of the acknowledged experts in this area--questions traditional econometric measures of foreign direct investment flows, identifies flaws in past research, elaborates on how the latest research has moved More ... into new territory, and provides a first look at what new research has uncovered. Moran concentrates on FDI in the manufacturing and assembly sector, and discusses if FDI in manufacturing raises the productivity of host country economic activities, if FDI makes the host more competitive in new sectors, and generates externalities that benefit local firms and workers. He provides important new data on the kinds of activities, types of jobs, and level of wages associated with multinational manufacturing investment. This volume dissects the market failures associated with the contemporary idea of development as selfdiscovery, and addresses the tricky question of whether to provide incentives for FDI. In addition, he provides a novel reassessment of the debate about FDI crowding-out or crowding-in domestic investment. This book provides insight and lessons for developing and developed countries, NGOs, the corporate responsibility community, and multilateral lending institutions

Book excerpt: This paper provides broader economic underpinnings for the specific issues relating to international discussions or negotiations on investment. It starts with a discussion of the effects of foreign direct investment on development through trade, one third of which takes place within corporate production systems. Then, it explores its impact on development beyond trade. By its nature, foreign direct investment brings into the recipient economy resources that are only imperfectly tradable on markets, especially technology, management know-how, skilled labor, access to international production networks, access to major markets and established brand names. The effects of foreign direct investment on development often depend on the initial conditions prevailing in the recipient countries, on the investment strategies of transnational corporations and on host government policies.--Publisher's description.

Competition in the" product and factor markets tends to reduce profits of local firms, but linkage effects to supplier" industries may reduce input costs and raise profits. This paper develops an analytical framework" to assess these effects. Circumstances in which FDI is complementary to local industry are" established, and it is shown how FDI may lead to the establishment of local industrial sectors." These sectors may grow to the point where local production overtakes and forces out FDI plants." Our results are consistent with the experience of a number of industrial sectors in the NICs."
