The GAO watches over Congress, and investigates how the federal government spends taxpayers dollars. The Comptroller General of the United States is the leader of the GAO, and is appointed to a 15-year term by the U.S. President. The GAO wants to support Congress, while at the same time doing right by the citizens of the United States. They audit, investigate, perform analyses, issue legal decisions and report anything that the government is doing. This is one of their reports.

Book excerpt: The U.S. provided $575 million in assistance to Palestinians in 2008. This assistance is provided through the U.S. Agency for International Development (USAID) and the U.N. Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). The Dept. of State (State) oversees U.S. contributions to UNRWA. To help ensure that U.S. funds for these programs are not provided to individuals or entities engaged in terrorist activities, USAID and State must comply with restrictions under U.S. law. This report: (1) assesses the extent to which USAID has complied with its antiterrorism policies and procedures; and (2) assesses State's and UNRWA's policies and procedures to support conformance with U.S. statutory conditions. Available in PDF, EPUB and Kindle. Book excerpt: Since the establishment of limited Palestinian self-rule in the West Bank and Gaza Strip in the mid-1990s, the U.S. government has committed over $4 billion in bilateral assistance to the Palestinians, who are among the world's largest per capita recipients of international foreign aid. Successive Administrations have requested aid for the Palestinians to support at least three major U.S. policy priorities of interest to Congress: combating, neutralizing, and preventing terrorism against Israel from the Islamist group Hamas and other militant organizations; creating a virtuous cycle of stability and prosperity in the West Bank that inclines Palestinians toward peaceful coexistence with Israel and prepares them for self-governance; and, meeting humanitarian needs and preventing further destabilization, particularly in the Gaza Strip. Because of congressional concerns that, among other things, funds might be diverted to Palestinian terrorist groups, U.S. aid is subject to a host of vetting and oversight requirements and legislative restrictions. U.S. assistance to the Palestinians is given alongside assistance from other international donors, and U.S. policymakers routinely call for greater or more timely assistance from Arab governments in line with pledges those governments make. Even if the immediate objectives of U.S. assistance programs for the Palestinians are met, lack of progress toward a politically legitimate and peaceful two-state solution could undermine the utility of U.S. aid in helping the Palestinians become more cohesive, stable, and self-reliant over the long term.

Available in PDF, EPUB and Kindle. Book excerpt: The U.S. government is one of the largest donors to Palestinians. It provided nearly $575 million in assistance in fiscal year 2008. This assistance is provided through the U.S. Agency for International Development (USAID) and through contributions to international organizations, primarily the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). The Department of State (State) oversees U.S. contributions to UNRWA. To help ensure that U.S. funds for these programs are not provided to individuals or entities engaged in terrorist activities, USAID and State must comply with restrictions under U.S. law. GAO was asked to (1) assess the extent to which USAID has complied with its antiterrorism policies and procedures and (2) assess State's and UNRWA's policies and procedures to support conformance with U.S. statutory conditions. GAO reviewed U.S. and UNRWA documents; interviewed USAID, State, and UNRWA officials; and conducted fieldwork in Israel, Jerusalem, and Jordan. To strengthen compliance, GAO recommends that the Administrator of USAID improve monitoring of subawards. GAO also recommends that the Secretary of State consider taking additional steps to oversee UNRWA's conformance with U.S. conditions on funding. USAID, State, and UNRWA said they are taking actions to implement GAO's recommendations.

Book excerpt: Financing the Flames pulls the cover off the robust use of US tax-exempt, tax-subsidized, and public monies to foment agitation, systematically destabilize the Israel Defense Forces, and finance terrorists in Israel. In a far-flung investigation in the United States, Israel and the West Bank, human-rights investigative reporter Edwin Black documents that it is actually the highly politicized human rights organizations and NGOs themselves all American taxpayer supported which are financing the flames that make peace in Israel difficult if not impossible. Black spotlights key charitable organizations such as the Ford Foundation, George Soros s Open Society Foundations, the New Israel Fund, and many others, as well as American taxpayers as a group. Instead of promoting peace and reconciliation between Arabs and Israelis, a variety of taxpayer-subsidized organizations have funded a culture where peace does not pay, but warfare and confrontation do. Ironically, several Jewish organizations, scooping up millions in tax-subsidized donations, stand at the forefront of the problem. At the same time, the author details at great length the laudable and helpful activities of such groups as the New Israel Fund; he chronicles a heartbreaking conflict between stated intent and true impact on the ground. In addition to documenting questionable 501(c)(3) activity, Black documents the direct relationship between taxpayer assistance to the Palestinian Authority and individuals engaged in terrorism against civilians.

Available in PDF, EPUB and Kindle. Book excerpt: Since 1993, the U.S. government has provided more than $6.3 billion in bilateral assistance to Palestinians in the West Bank and Gaza. According to USAID and State, because of a combination of policy and legal actions, ESF funding ceased as of January 2019. USAID is primarily responsible for administering ESF assistance to the West Bank and Gaza and ensuring compliance with its antiterrorism policies and procedures. This report examines the (1) status of USAID’s ESF assistance to the program for fiscal years 2015–2019, as of September 30, 2020; (2) steps USAID took for ongoing projects and staffing levels when ESF assistance ceased; and (3) extent to which USAID complied with its antiterrorism policies and procedures for fiscal years 2015– 2019. GAO recommends that, should funding resume, USAID (1) verify prime awardees have procedures to ensure compliance with requirements before making subawards and (2) conduct post-award compliance reviews in time to make corrections before the awards end.

Book excerpt: U.S. aid to the Palestinians has fluctuated considerably over the past three years, largely due to Hamas's changing role within the Palestinian Authority (PA). After Hamas led the PA government for over a year, its forcible takeover of the Gaza Strip in June 2007 led to the creation of a non-Hamas government in the West Bank resulting in different models of governance for the two Palestinian territories. Since then, the U.S. has dramatically boosted aid levels to bolster the PA and President Mahmoud Abbas vis- -vis Hamas. In FY2008, Congress appropriated a total of $414.5 million in bilateral assistance to the Palestinians, the largest single year appropriation ever for the Palestinians. Because of congressional concerns that, among other things, U.S. funds might be diverted to Palestinian terrorist groups, much of this assistance is subject to legislative restrictions. For FY2009, an additional $200 million have already been appropriated for the Palestinians (with another $100 million requested by the Bush Administration). Experts advise that PA stability hinges on, now more than ever, improved security, economic development, Israeli cooperation, and the continuation of high levels of foreign assistance. U.S. contributions were made to assist emergency humanitarian efforts in the Gaza Strip during the 2008-2009 Israel-Hamas conflict, and U.S. policymakers have also spoken of possible U.S. participation in international efforts to help with the post-conflict reconstruction of Gaza subject to finding an acceptable approach vis- -vis Hamas. This report will be updated as events warrant.
