Book excerpt: This paper shows that donors that maximize relative aid impact spread their budgets across many recipient countries in a unique Nash equilibrium, explaining aid fragmentation. This equilibrium may be inefficient even without fixed costs, and the inefficiency increases in the equality of donors budgets. The paper presents empirical evidence consistent with theoretical results. These imply that, short of ending donors maximization of relative aid impact, agreements to better coordinate aid allocations are not implementable. Moreover, since policies to increase donor competition in terms of aid effectiveness risk reinforcing relativeness, they may well backfire, as any such reinforcement increases aid fragmentation.

In this paper I analyze the effectiveness of foreign aid programs to gain insights into political regimes in aid recipient countries. My analytical framework shows how three stylized political/economic regimes labeled egalitarian, elitist and laissez-faire would use foreign aid. I then test reduced form equations using data on nonmilitary aid flows to 96 countries. I find that models of elitist political regimes best predict the impact of foreign aid. Aid does not significantly increase investment and growth, nor benefit the poor as measured by improvements in human development indicators, but it does increase the size of government. I also find that the impact of aid does not vary according to whether recipient governments are liberal democratic or highly repressive. But liberal political regimes and democracies, ceteris paribus, have on average 30% lower infant mortality than the least free regimes. This may be due to greater empowerment of the poor under liberal regimes even though the political elite continues to receive the benefits of aid programs. An implication is that short term aid targeted to support new liberal regimes may be a more successful means of reducing poverty than current programs.

Book excerpt: In response to corruption and inefficient state institutions in recipient countries, some foreign aid donors outsource the delivery of aid to non-state development actors. Other donor governments continue to support state management of aid, seeking to strengthen recipient states. These cross-donor differences can be attributed in large measure to different national orientations about the appropriate role of the state in public service delivery. Countries that place a high premium on market-efficiency (e.g. US, UK, Sweden) will outsource aid delivery in poorly governed recipient countries to improve the likelihood that aid reaches the intended beneficiaries of services. In contrast, states whose own political economies emphasize a strong state in service provision (e.g. France, Germany, Japan) continue to support state provision. This argument is borne out by a variety of tests, including statistical analysis of dyadic time-series cross-section aid allocation data and individual-level survey data on a cross-national sample of senior foreign aid officials. To understand different aid policies, one needs to understand the political economies of donors.

Book excerpt: This dissertation examines in depth one of the potential causes of the low performance of foreign aid; in particular, the role incentive structures within international donor agencies could play in leading to "a push" to disburse money. This pressure to disburse money is termed as the "Money-Moving Syndrome". In this dissertation, the "Money Moving Syndrome" exists when the quantity of foreign aid committed or disbursed becomes, in itself, an important objective side by side or above the effectiveness of aid. The theoretical analysis relies on the principal-agent theory to explore how donor agencies' institutional incentive systems may affect the characteristics of an optimal and efficient incentive contract and thus give rise to the "Money-Moving Syndrome". We adapted the basic framework developed in Baker (1992) to fit the organizational settings of international development agencies. The model concludes that the extent to which a performance measure based the amount of aid allocated within a specific period of time would lead to the "Money-Moving Syndrome" and affect aid effectiveness depends on the level of institutional imperatives for survival and growth, the degree of aid agency's accountability for effectiveness, the level of corruption in recipient countries and the degree of difficulty to evaluate development activities. Due to data unavailability regarding other bilateral and multilateral aid agencies, the empirical framework tests several predictions of the theoretical model by examining whether money moving incentives affect World Bank's decisions regarding project loan size in developing countries. Overall, the empirical results suggest that there seems to be some degree of "Money-Moving Syndrome" in effect within the World Bank.
