Book excerpt: Football in Central-Eastern and Eastern Europe has long functioned as a carrier of the three “non-normal” socio-political drivers that were effective below the surface of modernity, including the official self-image of European political systems, since the second half of the 20th century: Tribal Politics, Imaginal Politics, and Contextual Politics. All three are trends that are currently surfacing prominently on an international and global level. Long before the return of the now proverbial “Political Tribes” by the means of populisms and neo-authoritarianisms in societies around the world, football in Central-Eastern and Eastern Europe worked as a subconscious vehicle of group instincts and political moods that represented, mirrored, informed and influenced political behavior and governmental decisions both in the post-WWII communist and then, after 1989, the neo-capitalist societies located east of the former iron curtain. Football has always been used by both governments and their opponents, including the dissident civil society, to further coherence and to symbolically represent specific readings of power relations, system ideologies and history. Football in Central and Eastern Europe was always able to attract and include large parts of the population, inducing them to symbolically express protest against the government or to sustain the “politics from above”. Through football politics, aspects of the area’s specific political mechanisms are introduced and explained.

Book excerpt: This edition stresses some critical reflectons regarding security policies before and during Sport Events in our contemporary era of generalized insecurity. Sport competitions at the national, European and global levels have evolved in terms of economic investment, social importance and media coverage. However, this evolution has brought with it major political concerns. At the same time, the dominant question regarding the organization of competitions in our post-modern, neoliberal risk societies is the creation of a safe and secure milieu; the need of construction of an environment of life where sport events and the multiple activities and interests related to them can be kept safe from any risk and potentially harmful occurrence. In the name of security, anticipatory dispositifs and risk management practices, rationalities and technologies of government do not exclusively attempt to prevent disastrous incidents or to maintain order in situ. Involving a set of heteronymous public and private organizations and bureaucraties, state "experts" and not state "security managers", proactive security strategies seek to imagine the future, to pre-empt, to act in advance, to anticipate possible catastrophic incidents by managing populations and spaces in order to set, to assure, with any cost, the ideal conditions. The aim of this volume is to highlight the complex set of legal provisions, surveillance and policing practices, discourses, bureaucratic procedures and spatial and architectural forms underpin the security governance of sport events and their effects in the contemporary era of widespread uncertainty. This book sets out to examine the enduring social tensions between supporters and authorities, as well as those between local, national and European identities, which formed the backdrop to the 14th staging of the European National football tournament, Euro2012. The context of the tournament was somewhat unique from those staged in previous years, being jointly hosted for the first time by two post-Communist nations still in the process of social and economic transition. In this respect, the decision to stage Euro 2012 in Poland and Ukraine bore its own material and symbolic legacies shaping the tournament: the unsettling of neo-liberal imaginings and emergent ‘East-West’ fears about poor infrastructure, inefficiencies and corruption jostled with moral panics about racism and fears surrounding the potentially unfulfilled consumerist expectations of west European supporters.
