The Seed Network for Asia and the Pacific (SNAP) will facilitate inter-country scientific and technical collaboration on seed production and supply, and promote crop genetic resources evaluation, conservation and utilization in the region.

Book excerpt: Asia-Pacific is home to well over half of all people worldwide who do not obtain sufficient dietary energy to maintain normal, active, healthy lives. To achieve SDG 2 in the region, more than 3 million people must escape hunger each month from now until December 2030. In most countries in the region, the diets of more than half of all very young children (aged 6–23 months) fail to meet minimum standards of diversity, leading to micronutrient deficiencies that affect child development and therefore the potential of future generations. The high prevalence of stunting and wasting among children under five years of age is a result of these deficiencies. Only four countries in the region are on track to meet the global target of a 40 percent reduction in the number of stunted children between 2012 and 2025.At the same time, the prevalence of overweight and obesity is rising steadily among children and adults, negatively affecting health and well-being. Addressing the resultant burden of diet-related non-communicable diseases places great strain on national healthcare budgets and also causes productivity losses. Social protection is an important way of reducing inequality and mitigating the impacts of disasters, and it is expanding in the region. A special section of this report discusses how to develop social protection programmes that accelerate progress in eradicating hunger and malnutrition.

This publication is led by FAO’s Regional Office for Asia and the Pacific (RAP) and jointly contributed to by United Nations' partner agencies (UNICEF, WFP, WHO), on the region’s progress (or lack thereof) to achieve the Sustainable Development Goals (in particular SDG 2 – Ending Hunger) and the World Health Assembly (WHA) 2030 targets on food security and nutrition. In recent years, previous editions reported that progress was stalling, then regressing and then more recently pushing us further off track. This reverse was evident even before the COVID-19 pandemic took hold in 2020. The decline continued and worsened during the pandemic and the data is captured in this report. Updated estimates on the cost and affordability of a healthy diet show that nearly 45 percent of the region’s population cannot afford one. Reducing the cost of a healthy diet and making it more affordable is a critical element for achieving ending hunger (SDG2) and also the other SDGs. This year’s report also looks closely at food security and nutrition in urban areas which will increasingly contribute to the progress in SDG indicators as the proportion of the urban population across the region is set to cross 50 percent in this decade.

These two, at first sight contradictory, yet mutually constitutive outcomes of war-waging are particularly pronounced in twentieth-century Asia. While 1945 marked the beginning of peaceful recovery for Europe, military conflicts continued to play a critical role in the historical development of this part of the world. In essence, all wars in twentieth-century Asia stemmed from the political vacuum that developed after the fall of the Japanese Wartime Empire, intricately connecting one region with another. Yet, they have had often very diverse consequences, shattering the homes of some and bringing about affluence to others. Disarray of war may halt economic activities and render many aspects of life insignificant. The need for food, however, cannot be ignored and the social action that it requires continues in all circumstances. This book documents the effects of war on the lives of ordinary people through the investigation of a variety of connections that developed between war-waging and the production, distribution, preparation and consumption of food throughout Asia since the 1930s. The topics addressed range from issues at stake at the time of the conflicts, such as provisioning the troops and food rationing and food relief for civilians, to long-term, often surprising consequences of war waging and wartime mobilization of resources on the food systems, diets, and tastes of the societies involved. The main argument of this volume is that war has not been a mere disruption, but rather a central force in the social and cultural trajectories of twentieth-century Asia. Due to its close connection with human nourishment and comfort, food stands central in the life of the individual. On the other hand, owing to its connection with profit and power, food plays a critical role in the social and economic organization of a society. What happens to food and eating is, therefore, an important index of change, a privileged basis for the exploration of historical processes.
