Sono quindi trattati in specifici capitoli, i bilanci dello Stato e locali, il ciclo e l’articolazione classificatorie e funzionale, la gestione dei residui, di tesoreria e del conto economico e del patrimonio, per poi analizzare il sistema dei contratti pubblici, rivisto alla luce del nuovo codice, i servizi pubblici d’interesse economico generale e le forme di partenariato. Si passa quindi all’esposizione dei controlli generali e locali e del ruolo del Corte dei conti in ausiliarità al Parlamento e delle Assemblee regionali nella essenziale funzione di verifica della sana gestione finanziaria. L’ultima parte tratta della materia di contabilità pubblica in chiave giurisdizionale, sviluppando le problematiche sostanziali e processuali della responsabilità amministrativa-contabile, dei giudizi di conto, a istanza di parte e sanzionatori. In chiusura si riprende la tematica della sindacabilità e giurisdizionalizzazione dei controlli attraverso i ricorsi calle Sezioni riunite in speciale composizione, con particolare rilievo alle aporie del giudizio di parificazione.

Book excerpt: PERBACCO (a free Italian acronym for Life-cycle Performance, Innovation and Design Criteria for Structures and Infrastructures Facing Æolian and Other Natural Hazards) is a research project partly funded by the Italian Ministry for University (MIUR) in the PRIN (Progetti di Ricerca di Interesse Nazionale) framework, for the years 2004-05.Within the project, a first attempt has been made to integrate different disciplines aiming at an overall optimization of the performance of a wide range of wind exposed structures and infrastructures, with consequent benefi cial impact on the society.The overall objectives were (a) to provide unifi ed concepts for "expected performance" and "risks induced by æolian and other natural hazards", to be applied to structures and infrastructures over their whole life-cycle, such to be acceptable to stakeholders in the construction process (i.e. from the owner to the end-user), (b) to provide models and methodologies for dynamic monitoring of the performance of structures and infrastructures, to be integrated in appropriately designed procedures, and (c) to collect, refi ne, fi le and disseminate the knowledge available on a European basis, concerning the performance of wind-exposed structures and facilities, in a way such to be of use to Construction Industry. This volume summarises the main results obtained during the Project, with each Section addressing a different class of problems, to which many research Units have contributed. A list of papers containing the main results of the research activities carried out within the Project is also provided in each Section.

It makes use of highly dynamic statistical modelling that takes into account both changes occurring along the life course (individuals’ biographies) and across birth cohorts of individuals (generational change) in a comparative perspective. It is thus innovative methodologically, but is written in such a way as to be easily readable by those with little knowledge of quantitative methods. The approach proposed is empirically tested on a selection of European countries: the social democratic Sweden, the conservative-corporatist France and West Germany, the former socialist East Germany, and the familistic Italy and Spain. The theory and its application are described in a clear and simple manner, making the arguments and their illustrations accessible to those from a variety of disciplines. The study shows evidence of the ‘contagiousness’ of cohabitation, providing new insights on a process relevant to many social science debates. It is thus directed to those interested in the mechanisms driving social and cultural change, the nature of demographic changes, as well as diffusion processes.
