In countries with high-value natural resources – including oil, gas, diamonds, other minerals, and timber –the stakes are unusually high and peacebuilding is especially challenging. Resource-rich post-conflict countries face both unique problems and opportunities. They enter peacebuilding with an advantage that distinguishes them from other war-torn societies: access to natural resources that can yield substantial revenues for alleviating poverty, compensating victims, creating jobs, and rebuilding the country and the economy. Evidence shows, however, that this opportunity is often wasted. Resource-rich countries do not have a better record in sustaining peace. In fact, resource-related conflicts are more likely to relapse. Focusing on the relationship between high-value natural resources and peacebuilding in post-conflict settings, this book identifies opportunities and strategies for converting resource revenues to a peaceful future. Its thirty chapters draw on the experiences of forty-one researchers and practitioners – as well as the broader literature – and cover a range of key issues, including resource extraction, revenue sharing and allocation, and institution building. The book provides a concise theoretical and practical framework that policy makers, researchers, practitioners, and students can use to understand and address the complex interplay between the management of high-value resources and peace. High-Value Natural Resources and Post-Conflict Peacebuilding is part of a global initiative led by the Environmental Law Institute (ELI), the United Nations Environment Programme (UNEP), the University of Tokyo, and McGill University to identify and analyze lessons in natural resource management and post-conflict peacebuilding. Book excerpt: Bushmeat has always provided a source of nutrition and traditional medicine for local people throughout Asia; this important resource is becoming increasingly under pressure due to loss of forest and overharvesting because of rising demand from growing human populations and trade (legal and illegal). For this reason, the conservation of forests and sustainable use of wildlife are both imperative for improving rural livelihoods and poverty alleviation. A comprehensive literature review yielded 236 papers relevant to this topic, with the greatest number of papers discussing Southeast Asia (61%) followed by South Asia (22%) and East Asia (16%). Potential solutions that emerged from the review include the use of: measures of harvest to better gauge sustainable offtake levels, protected areas and recovery zones; improved governance; and the implementation of co-management partnerships. Potential solutions for the traditional medicine trade include urban demand reduction campaigns, introduction of synthetic alternatives, increased efforts to reduce illegal trade, and implementation of certification schemes for wildlife products. In all of these cases, a myriad of social implications, such as the importance and spiritual significance of bushmeat in different cultures, the preferences for bushmeat over farmed alternatives and the tradition of wildlife-derived medicines, must be considered. Areas for further research include: the study of climate change on bushmeat and food security; the traditional medicine supply chain; consumer reaction to synthetic alternatives; the use of bushmeat particularly for medicinal purposes in urban societies; and the negative effects of the growing wildlife trade on local livelihoods.

In many part of the world, forest tenure system is weak, not pro-poor, and contested. Many countries in Asia have initiated forest tenure reform programmes to improve livelihoods of rural poor. However, the outcome of such reform is mixed and potential benefits to rural people are not fully realised. Restrictive and weak regulatory frameworks, tenure insecurity, and insufficient institutiona l capacity are key factors limiting the impacts of forest tenure reform. Against this backdrop, FAO initiated a regional programme on "Strengthening Forest Tenure for Sustaining Livelihoods and Generating Income" in Cambodia, Nepal and Viet Nam in 2014. This book summarizes key findings of the regional project ‘Strengthening Forest Tenure for Sustaining Livelihoods and Generating Income’ implemented between 2014 and 2016 in Cambodia, Nepal and Viet Nam. It was part of the Technical Cooperation Programme (TCP) of the Food and Agriculture Organization (FAO) of the United Nations and implemented at the request of the governments in these countries. During the course of project implementation, each country undertook national assessment of forest tenure policies and institutional capacity and identified gaps in these areas. A series of consultations, multistakeholder policy dialogues and capacity development activities was also conducted as part of the project.

It evaluates policies and measures in relation to drivers of forest change. Agricultural expansion, infrastructure development particularly hydropower dams and road construction, logging, mining operations and forest fires are the most dominant drivers of fores t loss in GMS. At a positive note, almost all countries in the region have adopted policies that support SFM and balance the social, economic and environmental aspects of forestry. Furthermore, there seems to be a movement towards sustainable policies which influence the shift towards SFM, forest conservation and afforestation and reforestation. Although it seems the policies addressing the drivers of deforestation exist at local, national and international level, their effectiveness has been mi xed. T his report presents forest changes in the Greater Mekong Subregion (GMS) over a period of 25 years between 1990 and 2015. It describes key drivers that have affected these changes. Some drivers influenced forests negatively in that they resulted in deforestation and forest degradation. On the other hand, positive drivers promoted sustainable forest management (SFM), afforestation and reforestation and forest conservation.

This strategy replaces the Bank's 1991 Forestry Strategy, and was developed on the basis of the findings of an independent review of the 1991 strategy and a two-year consultative process with development partners and stakeholders around the world. The revised strategy, Sustaining Forests, is built on three guiding pillars: harnessing the potential of forests to reduce poverty, integrating forests into sustainable economic development, and protecting global forest values. Recognizing the key role forests play in contributing to the livelihoods of people living in extreme poverty, government and local ownership of forest policies and interventions are emphasized along with the development of appropriate institutions to ensure good governance and the mainstreaming of forests into national development planning. The strategy also aims to support ecologically, socially and economically sound management of production forests by ensuring good management practices through application of safeguard procedures and independent monitoring and certification. Implementation of the strategy will center on building and strengthening partnerships with the private sector, non-governmental organizations, and other donor agencies to promote better forest conservation and management at country and global levels.
