Experts in their field have written chapters on topics including the history and development of English in South Africa, the characteristics of particular pan-ethnic varieties of English which have evolved in South Africa (including black, Indian and colored varieties) as well as the unique features of the English of South Africa’s southern neighbours: Swaziland, Zimbabwe, Zambia and Malawi. Other contributions focus on English in relation to issues such as standardisation, lexicography, education, language planning, language attitudes and interaction patterns. The book will be of primary interest to students of linguistics and language, but should also be relevant to educationists, sociologists and historians.

This book was released on 2011-11-17 with total page 313 pages. Available in PDF, EPUB and Kindle. Book excerpt: HIV/AIDS continues to take a tremendous toll on the populations of many countries, especially in sub-Saharan Africa. In some countries with high HIV prevalence rates, life expectancy has declined by more than a decade and in a few cases by more than two decades. Even in countries with HIV prevalence of around 5 percent (close to the average for sub-Saharan Africa), the epidemic can reverse gains in life expectancy and other health outcomes achieved over one or two decades. This volume highlights work conducted under the umbrella of a World Bank work program on “The Fiscal Dimension of HIV/AIDS,” including country studies on Botswana, South Africa, Swaziland, and Uganda. It covers four aspects of the fiscal dimensions of HIV/AIDS: First, it aims for a comprehensive analysis of the fiscal costs of HIV/AIDS, with a wider scope than a costing analysis focusing on only the policy response to HIV/AIDS. Second, it embeds the analysis of HIV/AIDS costs in a discussion of the fiscal context, and interprets these costs as a quasi-liability, not a debt de jure, but a political and fiscal commitment that binds fiscal resources in the future and cannot easily be changed, and very similar to a pension obligation or certain social grants or services. Third, it develops tools to assess the (fiscal dimensions of) trade-offs between HIV/AIDS policies and measures that take into account the persistence of these spending commitments. Fourth, most of the fiscal costs of HIV/AIDS are ultimately caused by new infections, and this study estimates the fiscal resources committed (or saved) by an additional (or prevented) HIV infection. Building on these estimates, the analysis here is able to assess the evolving fiscal burden of HIV/AIDS over time.

Available in PDF, EPUB and Kindle. Book excerpt: A scholarly and engaging study, this history of Swaziland, by an author who spent many years in the kingdom, presents a vivid account of the interplay of politics and personalities along the passage to post-colonial independence. From the early stages of Swazi occupation of the present-day kingdom to the accession of Sobhuza II as king in 1921, this book traces problems in consolidating leadership under the Dlamini chieftaincy and examines the infuence of Boer and British settlers, and of mining and commercial interests, on Swazi culture and governance. It recounts the story of a thriving small nation that sought to maintain traditional customs and institutions in the face of a powerful European presence. Each of the sixteen chapters concentrates on an aspect of political history that has influenced the character of the present-day kingdom, and much of the material, especially after 1900, has not been utilized in previous studies. The introduction looks at Swazi experience in a contemporary context, evaluating historic forces that have made for stability in a rapidly changing world. Other sections detail the Swazi reaction to European-controlled neighboring states (the Transvaal, Natal, and Mozambique), the tensions introduced by successive Boer and British policies, the Swazi detachment during two external wars (1899-1902 and 1914-1918), and widespread concerns about colonialism and self-governance following World War I.

Book excerpt: This 2017 Article IV Consultation highlights that the macroeconomic conditions have recently deteriorated in Swaziland. In 2016, two shocks—a prolonged drought and a sharp decline in South African Customs Union (SACU) receipts—severely hit the economy, while an expansionary fiscal policy worsened fiscal and external balances. Growth in 2016 stagnated, as agricultural productions declined, and headline inflation increased sharply, mostly owing to rising food prices. Fiscal policy remains on an expansionary course, while the monetary stance has tightened. Despite a pickup in SACU revenue, the 2017 budget envisages a continuation of large fiscal deficits, and further increase in public debt.

Available in PDF, EPUB and Kindle. Book excerpt: David Harrison has contributed to the academic study of tourism over the last 30 years. This book brings together a collection of his published material that reflects the role played by tourism in 'development', both in societies emerging from Western colonialism and in societies previously part of the Soviet system. The overarching theme looks at how, promoted as a tool for development, tourism can lead to conflict between competing elites, but can also empower groups previously subject to constraint by traditional authorities. Tradition is intensely manipulatable and always reflects power relations. Such pressure on tradition is but one aspect of tourism's wider social impacts. This includes changes in economic and social structure, which, for many, constitute social problems that need to be addressed. At the same time, 'sustainability', though apparently a worthy aim, can be a problematic concept, especially when applied to 'traditional' cultures, and may conflict with such ideals as egalitarianism.

Available in PDF, EPUB and Kindle. Book excerpt: The term Ubuntu articulates an African understanding of our need to connect to one another in order to be complete. Likewise, A Common Mission offers a description of churches that connect with one another through the growing phenomenon of mission partnerships. The word "common" indicates something shared among equals. The word "common" also suggests something present in all parts of an organism, production, or narrative, such as a common thread. These two aspects of commonality provide an important orientation for contemporary mission. Since 2008, congregational partnerships emerged so quickly and spontaneously that very few researchers originally noticed this groundswell. Partnerships remain present in over 80 percent of United States mega-churches and are prominent in a large number of smaller US churches. This should not be surprising. Mission exists as an expression of the church's identity, an evangelistic expression that crosses frontiers and goes to the ends of the earth. In our globalized context, however, mission also crosses neighborhood "frontiers" to the immigrants within our own communities. Mission expresses its Christian witness as congregations love those separated from the church by ethnicity, language, sexual orientation, religion, or fear. A Common Mission provides a framework of healthy patterns for churches to live into this mission identity.
