Book excerpt: The rise of knowledge workers has been widely heralded but there has been little research on their actual learning practices. This book provides the first systematic comparative study of the formal and informal learning of different professional groups, with a particular focus on teachers. Drawing on unique large-scale national surveys of working conditions and learning practices in Canada, teachers are compared with doctors and lawyers, nurses, engineers and computer programmers, as well as other professionals. The class positions of professionals (self-employed, employers, managers or employees) and their different collective bargaining and organizational decision-making powers are found to have significant effects on their formal learning and professional development (PD). Teachers’ learning varies according to their professionally-based negotiating and school-based decision-making powers. Two further national surveys of thousands of Canadian classroom teachers as well as more in-depth case studies offer more insight into the array of teachers’ formal and informal learning activities. Analyses of regular full-time teachers, occasional teachers and new teachers probe their different learning patterns. The international literature on teacher professional development and related government policies is reviewed and major barriers to job-embedded, ongoing professional learning are identified. Promising alternative forms of integrating teachers’ work and their professional learning are illustrated. Teacher empowerment appears to be an effective means to ensure more integrated professional learning as well as to aid fuller realization of knowledge societies and knowledge economies.

This book looks at research institutes and journals in China and the dilemmas of transition by chronicling the tensions between the need to create an "autonomous space" for policy making and the problems created by such activities. The "non-governmental fever" of the 1980s and the development of research organizations and journals claiming to be non-governmental - to avoid political oversight and claim an arena independent of party-state influence - raise a fundamental question about how a political system characterized by bureaucratic rigidity, poor information flows, and a politicized policy-making environment generates ideas for reform, while at the same time controlling the direction of debate and discussion. This book is built on extensive personal interviews with former members of Zhao Ziyang's "brain trust," the Chinese Economic System Reform Research Institute (SRI), and on the wealth of material on reform to emerge in the last five years. It addresses a void in our knowledge of this dynamic decade of reform by recounting the story of the SRI in the voice of its members and placing it in the context of elite politics as well as in the context of the institute as a catalyst for opening issues of reform and post-communist transitions. Those associated with the institute are known as the "young reformers" and represent a generational cohort whose activities greatly impacted China's reform process. Book excerpt: In the years following World War II, the concept of State Welfare did seem to be the golden mean between Marxian revolution and laissez faire evolution in the human pursuit of social justice. Western democratic states that upheld the primacy of the individual and his liberty over that of the 'State' operationalized State responsibility for welfare on the basis of social policies compatible with their socio-political and economic systems. This resulted in the coming into existence of a large number of services rendered by the State to its citizens touching all aspects of their lives, cutting through informal, intermediary institutions, and developing a direct link with it. The focus of this study is on these services in two such states, i.e., the Netherlands and the United Kingdom. Their provision and administration for ethnic minorities that form part of their national communities is dealt with in particular. The Netherlands and the United Kingdom have constitutional monarchical systems based on the sovereignty of the people. Liberalism is an underlying sociological base for their societies. Both had acquired overseas colonies which resulted in the settlement of people with ethnic origins different from their dominant group within their national communities. These factors make the two comparable. However, the ideological basis, social and economic forces and movements that led to the establishment of State welfare in the two states differ significantly. The study reveals that their particular ideological positions on State-Society relations have a significant impact on social policies adopted by them and in the modalities of their implementation. The British stand on assimilation in one dominant culture and the Dutch stand on integration with acceptance of pluralism throw up the genuine problems in the harmonization of social policy in a United Europe of the future.

Using a critical analysis of disability in archival records, personal collections, government publications and a series of interviews, Galer demonstrates how demands for greater access among disabled people for paid employment stimulated the development of a new discourse of disability in Canada. Family advocates helped people living in institutions move out into the community as rehabilitation professionals played an increasingly critical role in the lives of working-age adults with disabilities. Meanwhile, civil rights activists crafted a new consumer-led vision of social and economic integration. Employment was, and remains, a central component in disabled peoples' efforts to become productive, autonomous and financially secure members of Canadian society.
